Abstract

The aims of this study are twofold: first, to find out the implementation of the HIV/AIDS prevention policy in Rejang Lebong District, and second, to identify the factors that support or hinder the implementation of the policy in the same area. This study uses evaluation research methodology, adopts a descriptive qualitative approach, and describes the theoretical framework of Van Meter and Van Horn. The research participants consisted of the Head of the Rejang Lebong District Health Office, the Rejang Lebong District AIDS Commission (KPA), and community members who were selected using a purposive sampling technique. example. Data collection methods used include observation, interviews, and documentation. The study findings show that the implementation of the HIV/AIDS Response Policy in Rejang Lebong District has not been carried out comprehensively and satisfactorily. The magnitude of the policy is seen in its alignment with existing regulations, but the policy objectives have not been fully realized due to their impracticality at the individual level. Inadequate resources for policy implementation are associated with inadequate availability of human and financial resources. The successful implementation of policy implementation can be associated with the alignment of the characteristics of implementing agents and the attitudes or tendencies of implementers. Effective communication has been established between implementing organizations and PLHIV. However, communication with the general public has not been carried out thoroughly. Concerning the economic and social context, it appears that Rejang Lebong District has not effectively facilitated the implementation of HIV/AIDS prevention policies. This can be attributed to the stigmatization and discrimination of society, as well as the continued involvement of individuals in sex work. Rejang Lebong District faces challenges in implementing HIV/AIDS countermeasures policies, which mainly originate from a scarcity of human resources which has led to dual authority.

Abstract

Penelitian ini bertujuan untuk mengetahui model penanganan sampah lintas pemangku kepentingan yang diterapkan oleh Pemerintah Kota Tasilmalaya dan kontribusi model kebijakan tersebut terhadap peningkatan kesejahteraan sosial masyarakat Kota Tasilmalaya. Penelitian dilaksanakan dengan menggunakan desain kualitatif – eksploratif, dengan teknik pengumpulan data interviu, observasi non partisipan, dan studi pustaka. Hasil penelitian menunjukkan bahwa model penanganan sampah yang diterapkan mencakup 2 strategi yang saling terintegrasi, yaitu : Strategi Peningkatan Kebersihan Lingkungan, dan Strategi Pengurangan Volume Sampah yang Dibuang ke TPS. Strategi ini didistribusikan menjadi 4 kebijakan yaitu : (a) Kebijakan Pembentukan Satuan Tugas Tasik Resik, (b) Kebijakan Peningkatan Sarana dan Prasarana Pengangkutan Sampah, (c) Kebijakan Pengembangan Budi Daya Magot berbasis Rumah Tangga dan Komunitas, dan (d) Kebijakan Pengembangan Bank Sampah Berbasis Masyarakat. Model penanganan sampah ini memberikan kontribusi terhadap peningkatan kesejahteraan sosial masyarakat di Kota Tasikmalaya, yaitu (1) kontribusi kesejahteraan sosial pada aspek spiritual - non material yaitu suasana lingkungan yang lebih baik, bersih, sehat dan pengurangan risiko bencana; dan (2) kontribusi kesejahteraan sosial pada aspek material berupa peningkatan kesempatan mendapatkan penghasilan tambahan.

Abstract

This research aims to analyze the implementation of SIMRS at Harapan and Doa Hospital, Bengkulu City. This research uses a qualitative approach with data collection methods through observation, interviews and documentation. The interview process involved informants from the SIMRS management team and also elements of hospital leadership. The research results show that in terms of communication everything went well, SIMRS improved communication between service units in providing data and information. The resources chosen to manage SIMRS also come from the results of special recruitment according to the criteria which will later become the SIMRS IT team. The disposition of implementing this system has a positive influence which can be seen from the acceptance of implementing this system in the hospital environment. In terms of bureaucratic structure, the SIMRS management team only consists of several leadership elements and the IT team. Meanwhile, operators are not included in the SIMRS management structure. In conclusion, the implementation of the Hospital Management Information System (SIMRS) at Harapan Hospital and Bengkulu City is going well.

Abstract

Penelitian ini bertujuan untuk menganalisis mekanisme pengawasan DPRD Kabupaten Musi Rawas terhadap Anggaran Pendapatan dan Belanja Daerah (APBD) selama masa jabatan 2019–2024. Pengawasan DPRD merupakan bagian penting dari fungsi legislasi daerah dalam memastikan akuntabilitas dan transparansi pengelolaan keuangan publik. Penelitian ini menggunakan pendekatan kualitatif dengan teknik wawancara mendalam dan observasi langsung terhadap tujuh informan utama, yaitu ketua DPRD, wakil ketua, ketua Badan Anggaran, serta kepala Bappeda dan kepala Badan Pengelolaan Keuangan dan Aset Daerah. Hasil penelitian menunjukkan bahwa pengawasan DPRD dilaksanakan mulai dari tahap perencanaan, pelaksanaan hingga pertanggungjawaban APBD melalui penilaian langsung di lapangan dan evaluasi dokumen resmi dalam sidang pertanggungjawaban kepala daerah. DPRD menjalankan fungsinya sesuai dengan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, namun efektivitasnya masih perlu ditingkatkan melalui partisipasi publik dan penguatan kapasitas kelembagaan.
