Abstract

In order to provide a population identity to all citizens of Indonesian citizens who apply nationally, the government through the Minister of Home Affairs makes a policy, namely the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards (KIA). Bearing in mind that children who are less than 17 years old and unmarried do not have a national identity that is valid and is integrated with the Population Administration Information System (SIAK).          The purpose of this study is to determine the implementation of Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards (KIA) in Kampar Regency 2017-2019. The theory used in this study uses the theory of the success of a policy implementation according to George C. Edward III. This type of research is descriptive qualitative. Data collection techniques are carried out by face-to-face interviews, mass media and collecting documents related to the implementation of the Minister of Home Affairs Regulation on Child Identity Cards.          The results showed that the implementation of KIA in Kampar District was not yet effective because it did not have a special printing tool to print KIA, of the 256,298 KIA required and only 556 KIA printed, this means 0.22% of the total should have been printed. Whereas based on the attachment of the Minister of Home Affairs Regulation Number 2 of 2016 concerning KIA, it is stated that the KIA blank can be personalized using the same printer and ribbon used in the Electronic KTP personalization process. Besides, it is also caused by: 1). Ineffective communication, seen from the communication channeling has not yet been carried out towards the target party, it is not clear regarding the content of the policies carried out by the implementing party, and the inconsistency in carrying out the orders contained in the policy. 2). Limited resources, inadequate information on the policy itself, ineffective implementers in exercising their authority, and inadequate facilities. 3). The attitude of policy implementers who do not know exactly what should be done and are not serious about the implementation of KIA. 4). Abstract

Regional assets are all regional assets in the form of tangible and intangible goods. Regional assets are one of the important elements in the implementation of government and services to the community. Regional assets are important resources for local governments because regional assets or goods are the economic potentials owned by the regions. Kuantan Singingi Regency in the tourism sector has great potential to be explored. The wealth of tourism potential that is owned by Kuantan Singingi Regency, of course, requires good and appropriate management. To manage this potential, the main role is in the hands of local governments. However, the local government has not shown its seriousness in managing Kuantan Singingi tourism, this can be seen from the absence of regulations governing tourism development. This study aims to describe the maintenance of government assets of Kuatan Singingi Regency which is located in the location of the Guruh Gemurai Waterfall Tourism Object. In addition, to find out the factors that become obstacles to this implementation. This research uses descriptive qualitative methods and data collection techniques based on observation, literature study and interviews. The results of this study indicate that the maintenance of local government assets at the location of the Guruh Gemurai waterfall tourist attraction in 2019 consists of recording the plan for the needs of regional assets consisting of supervision and maintenance which is constrained by a limited budget. Inhibiting factors consist of internal factors and external factors. As for the internal factors that become obstacles, namely, limited funds, the absence of a Regional Regulation concerning the Master Plan for Regional Tourism Development, and inadequate Human Resources. Meanwhile, the external factor that becomes an obstacle is the low participation of the private sector in developing tourism destinations..Keywords: Regional Assets, Regional Asset Maintenance

Abstract

Investment is the main economic activity that can be a prime mover for the economic development of a region, through its broad impact on various efforts to improve the order of economic activities of the people. With investment, there will be a large absorption of labor, which will increase people's income and consumption, so as to increase the regional economic growth in a sustainable manner. Therefore, almost all governments at various levels, one of which is the Investment Service and One Stop Services, is trying to use a strategy to increase investment activities in the city of Pekanbaru.               The purpose of this study is to determine the Strategy of the Investment Service and One Stop Integrated Services in Increasing Investment in Pekanbaru City in 2018-2019. The theory used in this study uses a strategy theory to increase investment according to Mudrajat Kuncoro. This type of research is descriptive qualitative. The data collection technique was carried out by means of face-to-face interviews, mass media and collecting documents related to strategies to increase investment in the regions.               The results show that the strategy of the Pekanbaru City Investment and One Stop Integrated Services Service in increasing investment in 2018-2019 by looking at four aspects of the strategy to increase investment in Pekanbaru City that the Strategy of the One Stop Integrated Services and Investment Service has implemented four aspects, namely image marketing, attraction marketing, infrastructure marketing and people marketing in Pekanbaru City have been done as well as possible for the welfare of the community. However, the results of the strategies and efforts carried out by the Pekanbaru City Investment and One Stop Integrated Services Service have not been optimal or have not succeeded in achieving the target. This is due to the decline in the number of realized foreign investment and also the absence of legal certainty that explains the Spatial Planning and Territory of Riau Province. The strategy carried out by the Pekanbaru City Investment Service and One Stop Integrated Service is only clear from the increasing number of investment realization increases but does not reach the predetermined target so that it does not have a significant impact on the region and society equally. Keywords: Strategy, Government, Investment

Abstract

E-KTP making service is one form of public service provided by the government. e-KTP as the official identity of the population which is regulated by the implementing agency which is valid throughout the region. Since the division of Kubu Babussalam sub-district in 2012 the e-KTP service has experienced various problems. So this study aims to analyze the public services in the management of e-KTP at the UPT Department of Population and Civil Registration in Kubu Babussalam sub-district and the obstacles in the implementation of these services. This research is a field research using descriptive research and a qualitative approach. The research location is at the UPT Department of Population and Civil Registration in Kubu Babussalam Subdistrict, Rokan Hilir Regency. This study uses the theory of responsiveness, responsiveness, and accountability in achieving research objectives. Then the data collection techniques use interviews, observation and documentation. While the data analysis used qualitative descriptive data analysis techniques.The results of the study indicate that public services in managing e-KTP by the UPT Department of Population and Civil Registration in Kubu Babussalam District can be seen from three aspects, namely. (1) Responsiveness, by providing e-KTP services according to community needs, arranging service agendas and priorities and developing programs according to community needs and aspirations. (2) Responsibility, by conducting programs in order to fulfill demand figures and provide good service to the community. (3) Accountability, namely by following procedures or service procedures that are easy to understand by the public, and are not complicated. Then regarding the obstacles in service found such as recording machines, operator and network disturbances, queuing services, ignorant community members and the lack of signs in the service notification. Keywords: Public Service, e-KTP, UPT Department of Population and Civil Registry.

Abstract

Zoning system is a new student admission system that is enforced with the determination of zone radius by the respective local government and schools must accept prospective students who live in the nearest zone radius with a certain percentage of the total number of students to be accepted. The zoning system quota is 80% of the capacity, the achievement path is 15% of the capacity and the parent/guardian transfer path is at most 5% of the capacity. The new zoning system was implemented by the Pelalawan District Education Office in the 2019/2020 school year.The purpose of this research is to find out how the Zoning System is implemented by the Pelalawan District Education Office in two different schools. The research locations are in Pelalawan District Education at SMP Negeri 1 Pangkalan Kerinci. This research uses qualitative research. This type of research is descriptive. Data were collected through informants purposively. Data collection techniques using interviews, documentation and documents            `The result showed that the zoning system is implemented By Pelalawan District Education Office at SMP Negeri 1 Pangkalan Kerinci was still not optimal. The excessive power that exceeds the limit, the lack of information regarding PPDB through the zoning system, the lack of communication that occurs between the Education Office, schools and the community. Abstract

The streets in Siak Regency are currently quite a lot of people admire. A lot of damage to a road segment, ranging from damage in the form of cracks, bumps, potholes and even a lot of heaps of gravel and dirt roads. And one of them is the Pelimauan road which is the main road that connects the Teluk Merempan villages with Merempan Hilir with a length of 2.699 km with a construction of 540 m of gravel pavement, 1.160 m of peat or soft soil roads and 999 m of sand roads. With the condition of the road when it rains, the condition will become very slippery and flooded with water so that it can endanger motorists who cross the road.This study aims to see how the budget from the Department of Public Works, Spatial Planning, Public Housing and Settlement Areas in the construction of the Pemlimauan road infrastructure in Teluk Merempan Village, Merempan District, Siak Regency in 2020. This study uses a qualitative descriptive approach. Then the data collection techniques used are interviews, observation and documentation. While the data analysis technique is done by collecting information through interviews, data reduction and data presentation.The results of the study found that in improving the Pemlimauan Teluk Merempan Village Road in 2020. With the theory of Thompson and McEwen (2006) it is known that bargaining, co-optation and coalition factors are the result of "musrembang" and "recess" to formulate 2020 APBD budget policies that will went well and gave birth to a solution due to limited APBD funds. The factors that hinder the rapid realization of the Pelimaanu road improvement program in Teluk Merempam Village are limited budget, poor communication and public awareness of infrastructure maintenance. Keywords: Budget Politics, Development, Infrastructure and Roads

Abstract

Persons with disabilities constitutionally have the same rights and positions as other citizens before the law and government. So that the empowerment of persons with disabilities aims to develop the potential that exists within persons with disabilities so that they are able to work even though they have some limitations. The writing of this thesis is motivated by the researcher's view of the phenomenon that occurs the lack of participation of persons with disabilities in sewing training held by the Pekanbaru City government so that several problems emerged that were found by the authors related to the empowerment of the potential of persons with disabilities in the city of Pekanbaru. The research approach used is a qualitative approach. This type of research is descriptive. The research location is in Pekanbaru City. With the type and source of research data, it is divided into primary data in the form of purposive informant collection techniques and secondary data in the form of supporting data related to persons with disabilities. Data collection techniques using interviews, documentation and document tracing. while data analysis was carried out using qualitative analysis. The results of this study are firstly that the empowerment of people with disabilities by the Pekanbaru City Social Service has not run optimally so that people with disabilities are not empowered, it can be seen from (1) human development is carried out by training and socialization but many people with disabilities do not participate, (2) business development is carried out with a bazaar and facilities for persons with disabilities to develop their businesses, (3) community development is realized with motivation from the immediate family environment (4) institutional development is the role of workshop development institutions to provide a forum for channeling talents possessed by people with disabilities. The two factors that support the empowerment of disability by the Pekanbaru City Office are (a) central and local government support (b) environmental support (c) organizational support (d) facilities and infrastructure. Abstract

In the era of regional autonomy, regional governments have the authority to develop the potentials of their regions according to their respective characteristics. This includes concurrent government affairs, namely government affairs that are divided between the Central Government and the provincial and district/city regions. One of the potentials that can be developed in an area is the tourism sector. Coordination in the development of Selatbaru beach tourism objects is carried out by the Regional Government, namely the Bengkalis Regency Tourism, Culture, Youth and Sports Office, Traders (Private), and the Community. This research is motivated by the lack of clarity in the direction of coordination among the actors involved in the development of the Selatbaru beach tourism object, as well as the unclear existence and function of tourism institutions in the Selatbaru beach tourism object environment. Thus, the physical and non-physical management and development program for the Selatbaru beach tourism object did not run well, especially in 2018-2019.The approach in this research uses a qualitative approach. This type of research is descriptive research. The research location is on Selatbaru Beach, which is located in Selatbaru Village, Bantan District, Regency. Bengkalis. The types of data used in this study are primary data and secondary data. Data collection techniques were carried out through interviews, and documentation. The data analysis technique in this research is qualitative data analysis.The results of the study show that the coordination of the local government, the private sector and the community in the development of the Selatbaru beach tourism object in Bengkalis Regency in 2018-2019 has not gone well. The existing institutions or organizations in the development of Selatbaru beach tourism objects are still unclear and not well structured. This causes the early stages or the policy planning process to run slowly, due to the lack of data that should be obtained from institutions or organizations around the Selatbaru beach tourism object. communication between actors is still relatively minimal which is usually done only during meetings and socialization meetings, and information related to meeting procurement often does not reach the wider community. The factors that hinder the synergy of actors are the low level of human resources, the lack of communication between the actors, and the lack of a budget that is directed to the tourism sector. Keywords: Coordination, Development, Tourism

Abstract

Empowerment of farmer groups aims to develop a mindset and work of farmers whose processes are continuously carried out by the government. The government as an agent of empowerment must know and be able to adopt new innovations in order to create farmer welfare. The background of this thesis is the researcher's view of the phenomena that occur in the assessment of the ability of farmer groups in the Kempas Jaya Village. There are four farmer groups in the 2019 assessment process down to the advanced class which was previously the main class. With the formulation of the problem in this study are how and what factors are hindering the empowerment of the local government of Indragiri Hilir Regency against farmer groups in the Kempas Jaya Village, Kempas District in 2019. This research aims to describe the empowerment of local governments towards farmer groups and identify factors that hinder government empowerment. Indragiri Hilir Regency to farmer groups in the Kempas Jaya Village, Kempas District in 2019.The research approach used is a qualitative approach. This type of research is descriptive. The research location is in the Kempas Jaya Village, Kempas District, Indragiri Hilir Regency. With the type and source of research data is divided into primary data in the form of purposive informant retrieval techniques and secondary data in the form of supporting data related to farmer groups. Data collection techniques used interviews and documentation, while data analysis was carried out using qualitative analysis.The results of this study indicate that the Local Government of Indragiri Hilir Regency has been able to empower farmer groups through several empowerment programs in four forms, namely human development, business development, environmental development and institutional development. However, in implementing the empowerment efforts of the Indragiri Hilir District Government to the farmer groups of the Kempas Jaya Village, they experience internal constraints from the lack of means of production, lack of institutional strengthening, and low knowledge of farmers, and constraints from external geographical conditions and extension workers. Keywords: Empowerment, Farmer Groups, Local Government

Abstract

The implementation of digital-based public policies has been stated in Pekanbaru Mayor Regulation Number 273 of 2017 concerning the Integrated Administration Service System in Pekanbaru  City District. This digital-based service has created several uses, namely: increasing efficiency, improving effectiveness, and improving service quality. Bukit Raya District is a sub-district located in Pekanbaru, Riau Province, which improves public services by using the concept of E-Government. Innovations created using a digital system in the form of mobile application products. This is useful in helping the city government of Pekanbaru in realizing the vision of the city of Pekanbaru, which is to make the city of Pekanbaru a "Smart City Madani".This study aims to see the implementation of public policies of the Bukit Raya District government in improving public services by using a digital system in accordance with the Pekanbaru Mayor Regulation. The theory used in this research is Policy Implementation theory and E-Government theory. This research uses descriptive method with qualitative research type. The types of data used in this study are primary and secondary data obtained through direct interviews with informants, documentation and observation.Bukit Raya District has implemented digital-based services since 2017 until now. So far, the digital service policy in Bukit Raya District has been running well. From the application of technology-based service policies, it can help realize the vision of the city of Pekanbaru, namely to make the city of Pekanbaru a "Smart City Madani". However, in implementing digital-based service policies in Bukit Raya District, there are obstacles faced, namely human resource management in Bukit Raya District is still lacking, especially in terms of skills / abilities possessed to run a digital service system as well as factors from the educational background of employees. As well as the facilities and infrastructure needed are still not fulfilled to carry out these digital services. From this research, it is suggested that the role of city government should be more focused on developing public services with digital systems. Keyword: Implementation, Public Service, E-Government, Innovation
