<![CDATA[Abstract: The Local Government Effort Through Develop the Micro, Small and Medium Enterprises ( SMEs ) As for Community of Empowerment. This study is based on the efforts of Local Government related to the development of Micro, Small and Medium Enterprises (SMEs) in Tempe Sanan Chips Industry Center, Malang. In this study intended to analyze how the efforts of the regional government through strategies provided by the Department of Cooperatives and SMEs to SMEs able to empower people both businesses and the community around chips Tempe Sanan Industrial Center. The achievement of this strategy Local Government can be seen from some of the businesses that are able to independently develop its business and is able to assist the Department of Cooperatives and Small and Medium Enterprises in developing SMEs in Tempe Sanan Chips Industry Center. Form of empowerment in the implementation of the strategy is the Department of Cooperatives and SMEs through training, socialization, and monitoring or supervision. Factors supporting the strategy of the government itself is a partnership, the existence of a given infrastructure, the Association of SMEs, the support of other parties. While inhibiting factor is the capital, limited personnel resources, weak management, and the public mindset. Abstrak : Upaya Pemerintah Daerah Terkait Pengembangan Usaha Mikro Kecil dan Menengah (UMKM) Sebagai Bentuk Pemberdayaan Masyarakat (Studi Pada Dinas Koperasi dan Usaha Kecil Menengah & Sentra Industri Keripik Tempe Sanan, Kota Malang). Penelitian ini berdasarkan adanya upaya Pemerintah Daerah terkait pengembangan Usaha Mikro Kecil dan Menengah (UMKM) pada Sentra Industri Keripik Tempe Sanan, Kota Malang. Pada penelitian ini dimaksudkan untuk menganalisa bagaimana upaya Pemerintah Daerah melalui strategi yang diberikan oleh Dinas Koperasi dan UKM kepada UMKM mampu memberdayakan masyarakat baik pelaku usaha maupun masyarakat sekitar Sentra Industri Keripik Tempe Sanan. Capaian keberhasilan strategi Pemerintah Daerah tersebut dapat dilihat dari beberapa pelaku usaha yang mampu mandiri dalam mengembangkan usahanya serta mampu membantu Dinas Koperasi dan Usaha Kecil Menengah dalam membina UMKM yang ada di Sentra Industri Keripik Tempe Sanan. Bentuk pemberdayaan dalam pelaksanaan strategi Dinas Koperasi dan UKM adalah melalui pelatihan, sosialisasi, dan monitoring atau pengawasan. Faktor pendukung dari strategi pemerintah sendiri yaitu kemitraan, adanya sarana prasarana yang diberikan, adanya Paguyuban UKM, adanya dukungan dari pihak lain. Sedangkan faktor penghambatnya adalah permodalan, terbatasnya sumberdaya aparatur, manajemen yang lemah, dan pola pikir masyarakat.
