One of the implementation of public services, namely at the Siak Hulu I Health Center, Siak Hulu District, Kampar Regency, was found phenomena such as the lack of awareness of medical staff on the time of service to patients, the absence of pulmonary TB specialists and damaged and unavailable facilities and infrastructure. Then the formulation of the problem made by the researchers are: (1) How is public service at the Siak Hulu I Outpatient Health Center in Siak Hulu District, Kampar Regency in 2017? , (2) What are the factors inhibiting public services in the Siak Hulu I Outpatient Health Center in Siak Hulu District, Kampar Regency in 2017?. This study aims (1) to describe public services at the Siak Hulu Outpatient Health Center in Siak Hulu District, Kampar Regency in 2017, (2) to explain the inhibiting factors of service at the Siak Hulu I Outpatient Health Center in Kampar District in 2017. This study using a qualitative approach to the type of descriptive research. Data collection techniques are done by interview and documentation study. While the data analysis techniques used are descriptive qualitative data analysis techniques. The results of the study found that of the seven Service Standards in the Ministry of Administrative Reform and Bureaucratic Reform No. 36 of 2012 it was still found that the services at the 2017 Siak Hulu I Public Health Center were not well implemented. So the advice given is to increase the operational hours of the puskesmas by submitting it to the department, posting information with the latest technology, tightening the rules, and completing facilities and infrastructure.Â Keywords: Affordable services, Fast and cheap services, Service Mechanisms and Procedure

Democracy is commonly discussed and often debated. Talk of democracy hasexisted since 2500 years ago in Greece , in the city of Athens . Many countries in theworld with democratic systems , including Indonesia, the largest Muslim country in theworld . This research will raise the idea of democracy offered by a politician andMuslim intellectuals , Muhammad Natsir . Natsir reject the spirit of modern democracybackgrounds Western secular culture . Because Natsir considers it is not in accordancewith the guidance and teachings of Islam . The purpose of this study are : First , analyzeand explain about democracy in the political thought of Muhammad Natsir (1945-1950). Second , the view expressed by Muhammad Natsir on Election (voting ) .The method used in this research is qualitative research analysis model isdescriptive. By collecting and interpreting the data and then analyze and examine itmore clearly as factors related to the phenomenon under investigation, in this caseliterature be related deepen the political thought of Muhammad Natsir on Democracy.Thus, this study also called library research. Based on the findings of this study showthat: First, democracy is an elaboration of the theistic God's sovereignty and thesovereignty of the people. In the opinion of Natsir, Islam is not a full democracyadherents nor theocracy whole, Islam is Islam. And the question of democracy theisticstated by Muhammad Natsir is that the ideas of Islam in the state could accept the rulesof the secular (reason, intuition, experience), then Islam complete with relevation(revelation). Regional autonomy as a form of decentralization of government, essentially intended to meet the interests of the nation as a whole. In order to facilitate the growth and development or construction in urban areas it is necessary to use some funds from the State peneriamaan that of local tax collection. One source of state revenue is derived from local tax levies. Local tax is a local government assets used to fund the organization of local government and regional development. Advertisement tax is one potential source of revenue, so that local governments need to do optimization. Placement of billboards outdoors have a considerable influence on life in urban areas due to media advertisements are often oriented location on the main streets of urban has the advantage, among others, a strategic location, easily accessible, agglomeration activities, completeness of facilities / social facilities and economic, as well as the readiness of the infrastructure, as a result of the desire to stand out so that the information conveyed more effectively. Billboard with all the visual characteristics have a major contribution to the impression of an environment. Billboards often placed or used in urban areas. So that the local government is more concerned with taxes rather than the beauty of the city, security and environmental safety. This is contrary to the vision mission pekanbaru one of which is the beauty. The method will be applied in this research is the application of the concept of control theory. Based on the results of research and discussion that has done research on the Implementation Monitoring Placement of Billboards in Pekanbaru then there are some things that can researcher make conclusions in this paper are: 1. Supervision placement of billboards in pekanbaru seen from all indicators ranging from setting tool gauges, conducting assessments and also held a corrective action can be said is still not performing well. 2. Factors affecting Implementation Monitoring Billboard placement in Pekanbaru as seen from all indicators from the Human Resources, forms of supervision and Infrastructures has not done well this is due to inadequate resources, such as personnel monitoring and enforcement are lacking and not comparable with the number of billboards in the community pekanbaru and less cooperation with the Department of Spatial Planning and Building Pekanbaru in conducting surveillance.Keywords: Control Theory, Billboard, Pekanbaru.

Definition of KLA is a county / city having a child rights-based development system through integration commitment and resources of the government, society, and the business thoroughly planned and sustainable in the policies, programs and activities for the fulfillment of children's rights. In order to implement the KLA The district Siak Sri Indrapura well involve government agencies and local communities.This study uses qualitative methode. Data collection techniques used in this study were interviews, observation, and documentation. That is the subject of this research is 7 respondents who include, 1 Kasubag BP3AKB, 1 P2TP2A staff, one person staff KPAID Siak, 1 Public Relations Social Service, 2 PPA Kapolresta, and 1 community Siak.The results of this study indicate that the role of the agency and the community is very important in realizing the implementation of the Suitable Place for Child. KLA goal is to accelerate the fulfillment of the rights and protection of children in Indonesia .. To support the implementation of the city realize the worth of children, the role of government agencies to support and handle cases of child abuse both children as victims and as perpetrators and promote the importance of protecting and fulfilling children. While local communities to support and publicly report any violence case to the authorities in the country. So that the need for better cooperation between government agencies and the community in realizing the City of Eligible Children in Siak.Keywords: Role of Government, and the City of Eligible Children (KLA).

Transjakarta bus service business entrepreneurs Pekanbaru (TMP) has not granted the rights of consumers as users of Trans Metro bus service Pekanbaru (TMP) in terms of security and safety because there is still an accident. Pekanbaru City Community as a user of Trans Metro Bus Service Pekanbaru (TMP) is not fully understand procedure and standard claimed in PT (Persero) Asuransi Jasa Raharja in case of accident. The formulation of the problem: how is the implementation of consumer protection system for public transportation service users of Trans Metro Bus Pekanbaru (TMP) in Pekanbaru City in 2016 ?. The purpose of this research: to know the implementation of consumer protection system for public transportation service user of Bus Trans Metro Pekanbaru (TMP) in Pekanbaru City 2016 in accordance with Law Number 8 Year 1999 About Consumer Protection. Primary data sources through interviews as well as secondary data sources. Data analysis technique is conducted by qualitative descriptive analysis. Not yet optimal performance of local government of KuantanSingingi Regency in running the concept of Public Private Partnership in tourism development and the failure of local government of KuantanSingingi Regency in encouraging investors to join in development of tourism area and government unable to utilize local media / national as a means to tourism promotion in KuantanSingingi Regency. Therefore, it is then that underlie the author to find out more and intend to conduct research on Public Private Partnership in the Development of Tourism Potential in KuantanSingingi Regency In the period 2011-2015.What factors affect the Public Private Partnership in the development of tourism potential in KuantanSingingiRegency. The purpose of the research is to know the Public Private Partnership in the development of tourism potential in KuantanSingingi Regency. Qualitative research methods. This research was conducted in KuantanSingingi Regency. Data sources are primary through interviews as well as secondary data sources. Data analysis technique is carried out with qualitative descriptive analysis. Currently KuantanSingingi District Government has not implemented the concept of Public Private Partnership in developing and managing tourism sector in KuantanSingingi regency. Inadequate management of facilities and infrastructure resulting in a lack of visiting tourists.Promotion made by the Department of Tourism and Culture KuantanSingingi regency about tourism events “pacujalur” and other tourist objects that have not been optimal, and the lack of socialization from the Department of Tourism and culture KuantanSingingi district to the community about the culture and traditions that exist in KuantanSingingi, Strategy DinasKebudayaan Tourism Youth and Sports KuantanSinginggi regency has not been done properly, This we can see from some existing strategies such as improving facilities and infrastructure both principal and supporting, direct or indirect promotion and work with the community, Of the three strategies there is no implemented maximally, very less in the implementation.Keywords: Public Private Partnership and Tourism

Enacting Undang-Undang No. 32 tahun 2004 to the beginning of the implementation of local elections. On September 4th 2013 gubernatorial election held of Riau that have five pairs of candidates. However, in the first round of voting no one candidate won the election, so that the second round of the election held on November 27th 2013, which was have two pairs of candidats who have the most votes in the first round. In the second round, the level of public participation is lower than the first round. Data showed an increase in the number of voters who abstain from voting or non-voting highest in Tenayan Raya highway with the number increased is 7,79%. Recapitulation’s data of vote counting in the district Tenayan Raya, taken two villages that showed the highest increase in non-voting and non voting lowest increase, the villages are Rejosari and Kulim.This research is a field research by combining quantitative and qualitative approaches, where all the symptoms observed, measured and reaized in numbers and analyzed in descriptively. The result showed sociological factors, psychological, and rasional are factors that affect the decline in voter participation. At Rejosari village, rational factor is the factor most affecting of non-voting as many as 68,67%. Whereas psychological factors are the factor that most influence on the Kulim village, as many as 75,33%.Keyword: Non Voting, Voters Participation, Gubernatorial Elections

Legislation is an interesting process studied to determine how the role of Parliament as the party legislators in the creation and establishment of local regulations. In 2013 There are 13 Ranperda which will be discussed and 10 of them come from the executive or the City of Pekanbaru and only 6 Ranperda passed into law. This study aimed to see how the dynamics of the legislative process in 2013. This study used a qualitative method and conducted in the city of Pekanbaru.This study uses informants as sources of information objects that aims to achieve mastery in getting information. Data used in this study are primary data and secondary data obtained through direct observation and interviews with informants.Analysis of the data in a descriptive study conducted by describing the data in a systematic and objective so as to produce factual information, current, and accurate. Based on the results of the study found the following matters; First, exercising the function of legislation or regulation setting process Pekanbaru City in 2013 in general can not be concluded in accordance with expectations because there are many discussions Ranperda The delay so that the establishment has not done thoroughly. This is caused by the time the Management of Pekanbaru City Council is not running optimally. Second, the role and function of the maximum yet Pekanbaru City Council, due to factors of quality of Human Resources (HR), and Rule Parliament is too detailed, so it seems rambling in Ranperda formation.Keyword: Legislation, Parliament, Pekanbaru

Strategy is a careful plan that organized and held by a candidate who has a purpose or target. The goal is what a candidate wants to achieve. In this case, especially is the target of vote’s support that manifested by the vote. A strategy should be able to describe the ways or steps to be taken.The legislative election is one of democracy action that held to elect the people’s representatives to achieve the political goal. In the legislative election that held on April 9th, 2014. People can elect and vote directly for a candidate. Zukri got the highest ballot / vote in six electoral districts, such as Pelalawan district and Siak district in the legislative election of Riau Province in 2014. Therefore, this research is trying to elaborate the strategy of Zukri clinched the votes / ballot in legislative election in 2014.Theories that used to explain the achievement are strategy theory and political marketing theory. These theories are used to review Zukri’s strategy in getting the votes and the achievement factors in getting the votes in VI electoral districts.Keywords: Strategy, Legislative Election
