Abstract

ABSTRACTPartnership in the management of Tourism Umbul Tirto Marto Pengging is one of Boyolali Government's breakthrough in realization of good governance in the field of tourism. In the management of the tourist attractions, Boyolali Government's and private parties agree to use a pattern partnership contract concessions, which the private sector is only given the responsibility of providing the service management over part or all of a specific infrastructure, including system operation and maintenance facilities as well as providing a service to the community and the provision of working capital.This partnership can be expressed successfully and can be references as well as recommendations for Governments to develop assets and Boyolali district in other area-based management systems with the use of partnerships. This is because the concept of partnership in Boyolali as minor policy because the policy remains theGovernment's agenda, yet familiar. It is visible from some assets have been worked by using a system of partnership.Keywords: tourism, management, and partnership

Abstract

AbstractThe election of the village is a from of democracy party perfomed within the scope of the village. Leadrs directly elected by the public, so public can determine by choice in accordance with conscience them.The research was conducted using qualitative method with descriptive approach with the enrichment of material throught the study of librarianship (documentation) and in-depth interviews conducted with a range of informan-related in the field. Informant this research consisted of village chief candidates, religious figures from Muhammadiyah and Nahdlatul Ulama and other informant with the theme of research. The results of research shows, that in the election of the village chief ( pilkades ) in the village of gubug behavior choose masyrakat much influenced by the role of religious groups that compete to compete for the seat of the highest in the village of gubug.Religious groups that compete is of muhammadiyah and nahdlatul ulama.Many ways done from each side to get support from masyrakat, of muhammadiyah do start of the campaign, organize match futsal, the absorption of the aspirations of residents, until political money. So also from nahdlatul ulama negotiate with people by means of religious meeting until political money.In the end the election was won by a candidate from religious groups nahdlatul ulama who have less capital social as well as lacking in capital and financial.With these roles religious group nahdlatul ulama that has power patron-klien is strong.

Abstract

Surakarta is one of the city that offers the policy innovation in the realm of public service  that includes education sector, health and community development. PKMS is one of the programs in the form of health care which is distributed to the public in Surakarta City in the form of aid outpatient treatment and hospitalization in general hospital of Surakarta and the health center or other designated hospitals. PKMS program management related to the division of labor is basically done by the Technical Implementation Unit (UPT) PKMS under the structure of Health Agency Surakarta City in accordance with the Local Regulation of Surakarta  No. 6 of 2008 on the Organization and Administration of Local Government Surakarta City and Mayor Regulation of Surakarta number 20-K for 2009.This study analyzed the cooperation between  Surakarta City Government and NGOs Pattiro in Community Health program of Surakarta. The cooperation that performed is in the form involvement of NGOs Pattiro in the program Community Health Surakarta from planning, implementation and evaluation. The purpose of this study is to know the implementation, the factors that drive the success and perceived barriers in partnership.In this study, researchers used a qualitative approach that will result in descriptive data. This study was conducted in Surakarta City. Data in this study was obtained through observations, interviews with Mrs. Ida Angklaita, SKM as head UPTD PKMS Surakarta Health Agency, Supriyanto.Skom as head of the TU PKMS Surakarta Health Agency, sulatri, S.os as program staff of NGOs Pattiro Surakarta, Alif Basuki as staff Program Manager of NGOs Pattiro Surakarta, the media and the public are able to provide information, as well as the data obtained from the document.Cooperation in Surakarta City Government and NGOs Pattiro in the program PKMS in the form program feedback mechanism between government of Surakarta City and NGOs Pattiro. The partnership uses the coordinate system that is run through partnership in discussions, seminars and workshops.Keywords: Partnership, Implementation, PKMS Program

Abstract

Pemilihan umum secara kepala daerah langsung merupakan manifestasi tumbuhnya demokrasi di indonesia. Pilkada membuka peluang yang sama dari masing masing calon atau kandidat untuk berkompetisi memperebutkan jabatan tertinggi yang memegang kekuasaan.Faktanya, dalam pilkada, incumbent tidak selalu menang dan penantang tidak selalu kalah. Akan tetapi, incumbent mempunyai posisi yang lebih menguntungkan jika dibandingkan dengan penantang.Salahnya satunya adalah di kabupaten ponorogo dimana penantang mampu mengalahkan incumbent dan yang mengalahkan incumbent tersebut adalah wakil bupatinya sendiri yakni H. Amin, SH.ini sebenarnya hasil yang mengejutkan banyak pihak. Karena sebelumnya diprediksi oleh banyak kalangan, incumbent akan menang dengan mudah. Tetapi fakta berkata lain justru H. Amin yang keluar sebagai pemenang.Dalam hal ini yang akan diteliti adalah variabel atau faktor yang menyebabkan perolehan suara H. Amin, SH bisa meningkat drastis yang kemudian diambil tokoh agama dan politik uang sebagai variabel utamanya.2Tujuan penelitian ini adalah untuk mencari hubungan antara tokoh agamadengan politik uang terhadap kontribusi perolehan suara H. Amin, SH padapilkada 3 tahun silam.Penelitian ini termasuk tipe penelitian eksplanatif karena akan mengujisuatu hipotesis. Metode yang akan digunakanTujuan penelitian ini adalah untuk mencari hubungan antara tokoh agamadengan politik uang terhadap kontribusi perolehan suara H. Amin, SH padapilkada 3 tahun silam.Penelitian ini termasuk tipe penelitian eksplanatif karena akan mengujisuatu hipotesis. Metode yang akan digunakan dalam penelitian ini adalah metodekuantitatif dengan tipe eksplanatif. untuk metode pengumpulan datanya dengancara penyebaran kuesioner kepada para resonden.Sumber data yang digunakan dalam penelitian ini sumber data primer dansekunder yang kemudian dikaji dan dianalisa dengan pendekatan secara deskriptif.Hasil dari penelitian ini dimaksudkan untuk dapat mengetahui bagaimanapengaruh tokoh agama dan politik uang dalam pilkada kabupaten Ponorogokhususnya terhadap kontribusi perolehan suara H. Amin, SH yang kemudianmenjadi bahan evaluasi dan memprediksi kecenderungan perilaku memilihmasyarakat ponorogo dalam menentukan pilihan di masa sekarang maupun yangakan datang.Kata Kunci : Kekalahan, Incumbent, Tokoh Agama, Politik Uang, KontribusiSuara
