Abstract

This study aims to examine and analyze determinants factors of implementation of gender mainstreaming in the appointment of structural officials policy in the South Sulawesi Province governmental bureaucracy structures. Through the qualitative research research and case study approach, the research was conducted in the Provincial Government institution on Education Affairs. As the result, the appointment of structural officials position show that there are two factors that determine the gender mainstreaming policies in the structural appointment process. Those are the internal factors and external factors. The Internal factors that had influence implementation of gender mainstreaming policies based this research findings are the resources, implementing organizations, communication, coordination and implementing commitment, and support of bureaucratic structures factors.  On the other hand, the external factors are includes: social political influence, cultural influences and bureaucratic characteristics, and policy design support.

Abstract

This article examines the comparison of the use of social capital owned by Appi in the election of candidates for mayor election of Makassar in the 2018 and 2020. The capitalwhich is identified in this study is Appi's network as part of the big family of the Bosowa Corporation and the Kalla Group, as well as a businessman who has an extensive business network. In analyzing the capital, the research use a qualitative approach with a descriptive method, which describes and compares how Appi as a candidate uses his social capital to gain voters in two different elections. This study was conducted by collecting data through electronic media, scientific documents, and purposive interviews. The results showed that there were differences in the use of social capital. Appi is able to maximize the use of network capital in the 2020 elections compared to the 2018 Makassar elections. The use of social capital was carried out by placing his network capital as the main basis for his winning team. The capital has an impact on team solidarity and it proves the effectiveness of network capital of Appi as an entrepreneur and also a relative of the Bosowa and Kalla Group extended families.

Abstract

A common problem that is usually found in the election process is updating the voters’ data. It is a very crucial stage because it is related to the citizens' voting rights. This article looks at how the performance of the General Election Commission of Makassar city (KPU Kota Makassar) in protecting citizens' voting rights during COVID-19 crisis. The research used descriptive research with a qualitative approach. The results of the study indicate that the commission had carried out its duties in the process of updating voters’ data. The list of permanent voters for the 2020 in Makassar mayoral election decreased due to the large number of Makassar residents who were not staying in Makassar during the time of matching and research procedure (coklit). However, socialization continued to be organized bot in conventional and a modern platform through social media. In addition, collaboration with the Department of Population and Civil Registration, KPU Kota Makassar managed to update the data. Hence, people who do not have electronic identification card (E-KTP) can used their voting rights.
