Abstract

The purpose of this study is to describe the policy implementation of administrative registration on population migration and the factors supporting and hindering the implementation of the policy in the city of Surabaya. The study uses a qualitative method. The result of this research shows that the policy implementation of administrative registration on population migration in the city of Surabaya for this is still classified as less good because there are still many weaknesses in its implementation. Potential factors supporting the implementation of administrative registration on population migration in the city of Surabaya is regulation clarity, adequacy of facilities, adequacy of costs, and the ability of the implementers. The factors inhibiting are the lack of community participation, low commitment to implementing, lack of executive officers, and the characteristics of the population.

Abstract

AbstrakDalam pelaksanaan kebijakan pengembangan pasar tradisional banyak melibatkan stakeholders. Masing- masing stakeholders yang terlibat memiliki peran atau keterlibatan yang berbeda-beda. Tujuan kajian ini adalah untuk mendeskripsikan, mengidentifikasi, dan menganalisis peran atau keterlibatan stakeholders dalam kebijakan pengembangan pasar tradisional. Kajian ini menggunakan metode atau pendekatan penelitian deskriptif kualitatif. Hasil kajian ini adalah ada 3 (tiga) bentuk peran atau tingkat keterlibatan stakeholders dalam kebijakan pengembangan pasar tradisional selama ini di Kota Serang, yaitu: (1) AMP Kota Serang terlibat/berperan sebagai penerima informasi, (2) Disperindagkop serta Bappeda Kota Serang terlibat/berperan sebagai pengambil keputusan, dan (3) UPTD Pasar, DTK, BLHD, dan DPKD Kota Serang terlibat/berperan sebagai pemberi pertimbangan. Namun, tidak semua stakeholders (penerima informasi dan pemberi pertimbangan) dilibatkan dalam kebijakan pengembangan pasar tradisional di Kota Serang Padahal  stakeholder  ini sangat diperlukan  untuk memberikan masukan  atau  pertimbangan dalam kebijakan pengembangan pasar tradisional sesuai dengan masing-masing Tupoksinya.AbstractIn the traditional market development policy implementation involves many stakeholders. Each of the stakeholders involved have a role or involvement of different. The purpose of this study is to describe, identify, and analyze the role or involvement of stakeholders in the policy development of the traditional market. This study uses method or descriptive qualitative research approach. Contribution of this study is to strengthen the role of stakeholders in the policy development of the traditional markets in Banten Province by strengthening the authority, strengthening policy/regulation, strengthening human resources and strengthening budget. The result of this review is that there are three (3) forms of role or level of involvement of stakeholders in policy development during this traditional market in the city of Serang, namely: (1) AMP Serang engage/act as a receiver of information, (2) Disperindagkop and Bappeda Serang involved/role as decision maker, and (3) UPTD Market, DTK, BLHD, and DPKD Serang involved/take the role of consideration. However, not all stakeholders (recipients and providers of information considerations) are involved in policy development in the traditional market city of Serang. Though this is very necessary stakeholders to provide input or consideration in policy development of traditional markets in accordance with their respective duties.

Abstract

The purpose of the study is to analyze the condition of economic potential and economic structure of the region,local investment conditions, as well as to propose a policy in order to strengthen regional economic attraction of investment. The study utilizes qualitative method with descriptive explanation. The result of this study is the attraction of foreign investors and domestic investors to invest in Banten Province is still low, despite the adequately supportive (good enough) economic potential and economic structure in the region. Therefore, it is still necessary to strengthen more appropriate regional economic policies to increase the attraction of investment in Banten province, especially the policy of increasing people’s purchasing power (not in the consumptive context).

Abstract

AbstrakSalah satu solusi untuk dapat mengatasi beberapa permasalahan PTSP adalah dengan menetapkan dimensi atau Komponen Kinerja Utama (KKU) dan Indikator Kinerja Utama (IKU) instansi PTSP. IKU ini merupakan ukuran keberhasilan instansi PTSP. Namun, hingga saat ini belum ada rumusan yang baku dan formal mengenai IKU untuk instansi PTSP yang dapat dijadikan rujukan untuk mengukur kinerja instansi tersebut. Padahal, dalam rangka pelaksanaan reformasi birokrasi di seluruh Kementerian/Lembaga/Pemerintah Daerah, perlu disusun IKU. Tujuan kajian ini adalah untuk merumuskan atau menyusun KKU dan IKU instansi PTSP yang baku, sebagai acuan dalam pengukuran kinerja atau keberhasilan instansi PTSP. Kajian ini menggunakan pendekatan penelitian deskriptif. Hasil kajian ini merumuskan sejumlah dimensi/komponen kinerja utama (KKU) instansi PTSP, yaitu: kualitas struktur dan kewenangan, kualitas prosedur operasional pelayanan, kualitas proses perizinan, tingkat kepuasan pelayanan, tingkat perubahan investasi, tingkat perubahan PAD, dan tingkat perubahan PDRB. Hasil kajian ini kiranya dapat dijadikan bahan masukan atau referensi bagi Kementerian Dalam Negeri dalam merumuskan dan menyusun Peraturan Menteri Dalam Negeri (Permendagri) tentang Pedoman Pengukuran dan Penilaian Kinerja Instansi PTSP. AbstractOne solution to overcome some of the problems of the OSS is to set the dimensions or Key Performance Component (KPC) and Key Performance Indicators (KPI) OSS agencies . This KPI is a measure of the success of the OSS agency. However, until now there is no standard formula and a formal OSS KPI for agencies that can be used as a reference to measure the performance of the agency. In fact, in the framework of bureaucratic reforms across Ministries/Institutions/Local Government, need to be prepared KPI. The purpose of this study is to formulate or construct KPI and standardized OSS KPI agencies, as a reference in measuring the performance or success of the OSS agency. The study used a descriptive research approach. The results of this study to formulate a number of dimensions/ key performance components (TPI) OSS agencies, namely: the quality and authority structures, operational procedures quality of service, the quality of the licensing process, the level of service satisfaction, the rate of change of investment, the rate of change of the Local Revenue, and the rate of change in GDP. The results of this study would be used as an input or reference to the Interior Ministry in the formulation and regulation of the Minister of Home Affairs (Permendagri) on Guidelines for Performance Measurement and Assessment Agencies OSS

Abstract

AbstrakKebijakan dekonsentrasi diselenggarakan karena tidak semua wewenang/urusan pemerintahan dapat dilakukan dengan menggunakan asas desentralisasi. Maksud dari kebijakan itu adalah untuk mensinergikan hubungan pusat dan daerah. Namun, dalam kenyataan tidak semua pelaksanaan kegiatan kebijakan tersebut dapat menghasilkan keluaran yang sesuai dengan rencana dan tujuan kebijakan, termasuk yang dilaksanakan oleh Kementerian Dalam Negeri. Kondisi seperti ini terjadi antara lain karena proses implementasi kebijakan tersebut belum berjalan dengan baik. Kajian ini menggunakan metode naturalistic atau kualitatif dengan eksplanasi yang besifat deskriptif. Tujuan kajian ini adalah untuk mengetahui proses implementasi kebijakan, mengidentifikasi faktor-faktor yang berpengaruh, serta hasil dari implementasi kebijakan pelimpahan urusan pemerintahan melalui mekanisme dekonsentrasi lingkup Kementerian Dalam Negeri di Provinsi Jawa Barat. Hasil kajian ini menunjukkan bahwa secara umum hasil dari implementasi kebijakan dekonsentrasi di Provinsi Jawa Barat relatif sesuai dengan tujuan-tujuan dari pelaksanaan kebijakan dekonsentrasi. Demikian halnya keluaran dari pelaksanaan kegiatan program dekonsentrasi mencapai target sebagaimana yang telah ditetapkan sebelumnya. Walaupun demikian, masih terdapat berbagai kekurangan di dalam proses pelaksanaannya.  AbstractDeconcentration policies held because not all authority/government affairs can be done by using the principle of decentralization. The intent of this policy is to synergize the central and local relations. However, in reality not all of the activities of these policies can produce output in accordance with the plans and policy objectives, including those carried out by the Ministry of the Interior. Such conditions occur because of the policy implementation process has not been going well. This study uses naturalistic methods or qualitative descriptive explanation besifat. The purpose of this study is to investigate the process of policy implementation, identify the factors that influence, as well as the results of policy implementation devolution of government affairs deconcentration scope of the Ministry of the Interior in the province of West Java. The results of this study indicate that in general the result of the implementation of deconcentration policy in West Java province is relatively accordance with the objectives of the implementation of deconcentration policy. Similarly, the output of the implementation of deconcentration program targets as predetermined. Nevertheless, there are still many shortcomings in the implementation process.
