Abstract

The high motivation of the community to occupy the position of village head tends not to be matched by an increase in their capacity and quality to fill the village head's position. As a result, candidates who advance in the nomination of the Village Head often do various ways to win themselves even though by means of which is actually prohibited in the election regulations. Money Politics that occurred in the Payung Sekaki Village Pilkades turned out to be varied in each Hamlet and RT in Payung Sekaki Village, ranging from 200 thousand to 150 thousand. The money came from the Suskes Team, one of the candidates. From the results of this study it can be seen that money politics in the Pilkades, namely in the form of Sound Purchases conducted by candidates for the Village Head of Payung Sekaki ranges from Rp. 150,000-Rp. 200,000 per person. Provision of Personal Items carried out by each prospective Village Head is very important, both in the form of groceries, spending money, in addition to the services and activities of each candidate is to assist in the management of KTP and Permits in the issuance of Electrical Installation for the community, and who the last is giving group items, namely in the form of batik clothes, recitation mothers' uniforms, prayers, and for poison / dopra spray for Payung Sekaki Village community. Factors that influence the occurrence of Money Politics consist of internal factors and external factors, internal factors include the Voter Data Collection Factor where there is an increase in DPT that is not in accordance with the Domicile, and there are some people who are not registered to vote. The Voting Factor, namely the real occurrence of money politics by the Candidates of the Village Head, as well as the Election Committee and TPS supervision factors, is the occurrence of weaknesses of the committee and supervisors in carrying out their duties. External factors consist of economic factors and the lack of political knowledge of the people in Payung Sekaki Village. Keywords: Money Politics, Village Head Election, Payung Sekaki Village

Abstract

Narkoba stands for narcotics, psychotropic drugs and illegal drugs. Apart from "drugs", another term introduced in particular by the Ministry of Health of the Republic of Indonesia is Napza which stands for narcotics, psychotropic substances and addictive substances. Narcotics are needed by humans for treatment so that to meet the needs in the field of medicine and scientific studies, a continuous production of narcotics is needed for these sufferers. This is in line with the preamble to Law Number 35 of 2009 concerning Narcotics which explains that narcotics on the one hand are drugs or substances that are useful in the field of medicine or health services and the development of science and on the other hand can cause dependency which is very detrimental if misused or used without strict and careful control and supervision.The method used in this research is qualitative, the data sources used in this study include primary data and secondary data, the location of the study was conducted at the National Narcotics Agency of Riau Province. Research informants in this study were the Head of Section for the Eradication of the Narcotics Agency of Riau Province, Commission I DPRD of Riau Province. The theoretical concept used in this research is the theory of authority and the theory of the success of the implementation of bureaucratic tasks in comparing, taking corrective action. This study uses qualitative research methods, data collection techniques used are interviews, observation and documentation.From the research results, that the implementation of authority exercised by the National Narcotics Agency of Riau Province has not been effective. because there are still many cases of drug trafficking in international networks that occur, and Riau Province as a route where every year there is an increase in international illicit drug trafficking, especially from neighboring countries through unofficial ports. The factors inhibiting the implementation of the authority of the Riau Province National Narcotics Agency are the lack of personnel, the lack of supporting facilities in the field, the large number of unofficial ports that are used as places for transactions, and the lack of public awareness to report drug transactions.Keywords: Authority, Cut Circulation Drugs.

Abstract

Regional Head Elections in Indonesia in 2020 will be held simultaneously for regions whose term of office for regional heads ends in 2021. Simultaneous Regional Head Election System in 2020 is not the first time but the fourth time it has been held inIndonesia. When the registration process for regional head candidates has been opened at the General Election Commission (KPU) of Kuantan Singingi Regency, until the registration limit for regional head candidates is closed, the Candidate Pair dr. Ukup-Gumpita could not register himself as a candidate for Regent and Deputy Regent of Kuantan Singingi for the 2020-2025 period, this was motivated by the lack of support from political parties from the pair dr. Ukup-Gumpita, as it should be, the absolute requirement to run in the regional head election is to have the support of a political party. This type of research is descriptive qualitative, namely research that intends to describe the phenomena that occur at the research location using the analysis of anatural approach. Data collection techniques include   interviews,  observation,documentation.Based on the results of the research, Modalities in political contestation, apart from the role of candidate figures/modalities, are also largely determined by the role of political and economic support, socio-political and economic actors. In the contestation of the Regional Head General Election, political funds will also determine the winning strategy carried out by the candidate and team. Economic modalities are very much needed to finance all stages of the Regional Head General Election by the candidate and the winning team. And based on the results of the research examined, other causes of dr.ukup's failure to move forward were the lack of planning and strategy in dealing with the PILKADA, lack of support from parties and the problem of dr.ukup's popularity in society. Keywords: Community Participation, in Waste Management.

Abstract

This study examines the Golkar Party victory in legislative elections in Siak 2014 and are the focus of this research is what strategy the Regional Leadership Council II Golkar Party to win the election. The focus of this research is the influence of regents to win the election in 2014. In this study, the use of qualitative methods for descriptive analysis of the data presented in the form of qualitative portrait of the real situation in detail and the actual look at the problem and research objectives. This study using purposive sampling and interviewing informants as information objects that aims to achieve the goal to get the information in this study. Data used in this study are primary data and secondary data.The results showed in making the strategy undertaken by the leadership of the Regional Council II Golkar Party in legislative elections in Siak 2014, there are several strategies undertaken by the Regional Executive Council II Golkar Party of which recruit potential legislative candidates won the election, forming network Success Team in each district, featuring issues appropriate to their own desires to the community, district head in the direction of Regents of the Golkar Party.Keywords: Strategy, Political Party, Golkar

Abstract

This research is grounded by a government that is trying to revise the weakening Corruption Eradication Commission law as well as past human rights cases that have been promised to be resolved as soon as possible but to date have not found a bright spot. Leadership Joko Widodo seemed to forget his promise Campaign and Nawa Cita in the field of Law and Human Rights. The formulation of the problem in this research is "How is the perception of University of Riau Students toward the leadership of Joko Widodo in terms of policy of handling Law and Human Rights?".The research approach used is quantitative approach. While the type of research used is a comparative causal study. Data collected by the author using observation, questionnaire / questionnaire, and documentation. The data used are primary data obtained from the research respondents and then supported by secondary data obtained indirectly from the object of research.The result of the research shows that the perception of students of the University of Riau on law enforcement and human rights during the leadership of Joko Widodo, is in good category on 100 days of service because the leadership of Joko Widodo has promised Indonesian people to uphold the law of justice and solve the problem Human rights both past and present. However, the students' perceptions change after 100 days of work so that the category is less good because many cases of law enforcement that is one-sided and solving the problems of Human Rights both in the present and in the past are not assertive even tended to be considered playful by the authorities .Keywords: Perception, University of Riau Students, Leadership, Law and Human Rights

Abstract

Community empowerment is a process in which the community, especially those who are resource-poor, neglected women and groups are supported in order to be able to improve their welfare independently. Increased independence and welfare of the community in this case through the development of potential, especially in terms of economic development. The development of the level of community welfare through the economic development policies of the urban community is then realized through the Savings and Loans Village Economic Business program (UEK-SP). The existence of this program is expected to improve the welfare of the community's life through the village economy through savings and loan activities. The formulation of the problem in this study is How is the interaction in the dynamics of the Savings and Loans Economic Business Policy (UEK-SP) black water resplendent black water village umbrella sekaki sub-district Pekanbaru city in the empowerment of urban community in 2010-2018 ?.This study aims to determine the form of interactions that occur in the dynamics of the Savings and Loans Economic Business Policy (UEK-SP) black water in the black water sub-village umbrella sekaki kota Pekanbaru in the process of community empowerment in 2010-2018. This research is a qualitative research with a descriptive approach. The research data obtained from observation, interviews and documentation.From the results of this research, it can be seen the interactions that occur in the dynamics of community empowerment policy through UEK-SP Air Hitam Gemilang include (1) interactions and interpretations between policies and internal organizations affected by the organization, (2) bureaucratic behavior from top to bottom, and (3 ) leadership behavior to members of the policy target group. Interactions that occur then cause changes in the organization organizing the UEK-SP program by the provincial government to the Pekanbaru city government through the Pekanbaru City Women's Empowerment and Family Planning Agency (BPPMKB).Keywords: Policy Dynamics, Community Empowerment, UEK-SP

Abstract

In 2015 Rokan Hulu has confirmed the Draft Budget Revenue and Expenditure (budgets) Rokan Hulu in 2015 to (Perda) Government Budget Rokan Hulu in 2015 with a total of Rp. 1,566 trillion. The budget deficit of Rp. 273 billion due to the reduction in Fund Balance of the Central Government. In contrast to the passage of budgets in 2015, apparently in the process of preparation of the proposed budget amendment of 2015 is not like a trip to the discussion of budgets approved in 2015. The adjustment of the budget with the development and changes in circumstances should be discussed with the Provincial Government and Rokan Hulu in the framework of the preparation of forecasts of changes in the budget financial year 2015 to be no impact. However, up until 31 December 2015 RAPBD-P 2015 are not being discussed.The study was made by using Qualitative Approach (Qualitative Approach) with qualitative analysis model. This study attempted to look at the phenomenon that is on the field and then analyzed by comparing the various theories that have been presented so clearly visible gaps between das sollen and das sein. Based on the findings of this study show that: First, political communication between the local government (Local Government) and Parliament (DPRD) Rokan Hulu runs less harmonious, this is evidenced by vulnerable time between the letter as a medium of political communication is very long and too late in terms of the rule of law in the discussion RAPBD-P Year 2015. second, technical factors (normative) and political factors that affect political communication between the two institutions in the discussion RAPBD-P 2015.Keywords: Political Communication, Local Government, Parliament, RAPBD-P.

Abstract

This study aimed to determine the behavior of Administrative Pemrintah work culture in Bukit Batu subdistrict Bengkalis. This study focused on the performance of the government in Kecamtan Aparutur Bukit Batu to the ministry. Based on the background of the problem, the study aims to identify and analyze the behavior of Government Personnel Work culture in Bukit Batu subdistrict Bengkalis. The research method is qualitative, with the technique of collecting data through observation, interviewing and documents .The results of the field studies showed that the behavior of the work culture of government officials in Bukit Batu subdistrict is not going well, the government apparatus in Bukit Batu subdistrict performance undisciplined, because the maintenance in the process of exchange of letters did not go as timely or efficient. aside from the lack of discipline permaslahan that is in the performance of the Government apparatus was the lack of friendliness in the waiters to the people in the district of Bukit Batu Bengkalis regency, and aside from the lack of awareness of the Apparatus of the societal conditions. This makes the problem so that the government apparatus is not capable of being a good guideline for people in the District Bukit Batu Bengkalis.Keywords: Work Culture, Government Personnel

Abstract

Fulfilling the need for a place to live is the right of every citizen, because it is guaranteed by the 1945 Constitution in Article 28H Paragraph 1 which states that "everyone has the right to live in physical and spiritual prosperity, to live, and to have a good and healthy living environment and the right to health services. The government hereby provides a program of healthy, livable houses for the poor who do not have or already own a house but are not yet livable in Ukui Sub-district, Pelalawan Regency. The problem with this research is that this program is not right on target because the program recipients are still well-off people, besides that in terms of development, it exceeds the predetermined time limit, which is 90 working days or for three months. The purpose of this study is to find out government management by the Public Works and Spatial Planning Department of Pelalawan Regency in the Healthy Homes for Living Assistance program in Ukui District and the inhibiting factors for Government management in the Healthy Homes for Liveable Assistance programs in Ukui District. In this study using the theory of Government Management Zaidan Nawawi. Where according to Zaidan Nawawi there are five aspects of management, namely, Planning, Organizing, Coordinating, Actuating, Controling. This study uses research methods with qualitative research approaches and types. This research was conducted at the Department of Public Works and Spatial Planning, Pelalawan Regency. Data collection techniques by means of interviews and documentation. Based on the results of the study, it can be concluded that the Department of Public Works and Spatial Planning has not been maximized in the implementation of the Decent Healthy Home assistance program. This program is still not right on target, those who should get it don't get it and those who shouldn't get it actually get it.The PUPR office must be more selective in verifying program recipient data so that this program is in line with its original goal of helping the poor to get a better life. Keywords: Government Management, Programs, Livable Houses

Abstract

This is the party Golkar that as long history in Indonesia where shortly earlier named the Secretariat With Golongan Karya and this party that do this is the party ruler when the New Order. A long journey the party Golkar never be prevented from dynamics internal conflicts, in Rokan Hulu regency, internal conflicts happened in DPD II Golkar Rokan Hulu regency, where the conflict began since the establishment of the head of the Golkar Rokan Hulu namely Suparman by the corruption eradication commission (KPK) on 7 June 2016 on suspicion of embezzlement the draft (RAPBD) of riau year 2014-2015, the party Golkar management command a vacuum in the position of the head DPD II Golkar Rokan Hulu because Suparman being held by the KPK, and remember office Suparman also has been completed in early of the year 2017. To fill vacancy of the head the party Golkar Rokan Hulu, and it is Musda in different times and places on 8 January 2017 and 7 February 2017, the race position will not could be avoided between Sari Antoni and Nono Patria Pratama, because the position of the head Golkar in Rokan Hulu regencyis very strategic, the party is the winner second in Pileg 2014 and winners of the election Pilkada in Rokan Hulu regency of the year 2015.The formulation of a problem in this research was “How of the dynamics of conflict in DPD II Golkar Rokan Hulu regency of the year 2017”. The purpose of this research is to find the dynamics of conflict for Golongan Karya (GOLKAR) 2017 in DPD II Golkar Rokan Hulu regency of Riau.This research result indicates that conflict in internal the party Golkar Rokan Hulu is because the race as the head of DPD II the party Golkar Rokan Hulu between Sari Antoni and Nono Patria Pratama, because the position of the head Golkar in Rokan Hulu strategic.
