Abstract

Health is a state investment in the field of human resources, so that all citizens have the right to their health because it is protected by the constitution as stated in the second paragraph of the 1945 Constitution Article 27 which reads, every citizen has the right to work and a decent living for humanity. It must be admitted that the quality of public health in North Bengkulu Regency, especially in Lais District, has so far been inadequate. People with education and low/poor incomes tend to pay less attention to health factors, their lack of understanding of the importance of health factors in life so that public understanding of the importance of health problems is still often neglected. By understanding the problems faced in this study, the objectives to be achieved are to know and understand how the Community Satisfaction Index (IKM) at the Lais Bengkulu Utara Nursing Health Center and overcome the obstacles faced to increase the Community Satisfaction Index (IKM) at the Lais Bengkulu Utara Nursing Health Center. The sample used in this study was 100 people who came and received treatment at the Lais Nursing Health Center which were determined by accidental sampling research techniques, data were obtained by interview, observation, and questionnaire methods based on the IKM calculation from KEPMENPAN Number 25 of 2004, by calculating 14 service indicators. studied in each element of IKM. The results of the study were found to be in the "Good" category, there were only 2 indicators of the IKM value with the poor IKM category, namely the discipline of service officers and the speed of service officers with a C value or the performance of the service unit "Poor". The main obstacle to increasing the Community Satisfaction Index (IKM) at the Lais Nursing Health Center is the limited budget, lack of medical personnel and medical support. Efforts made by the Lais Nursing Health Center every year are to coordinate with the Health Office, local government, and DPRD to overcome the shortage of medical equipment and human resources.

Abstract

This relative economic efficiency study uses Cobb-Douglas profit function. Besides being able to compare the efficiency level between two groups or more, use this profit function to find out whether the maximal short-term profits have been achieved and how the scale of the business is.The result of research shows the variable input factor and fixed input together effect on the profit of dumbo catfish culture business. As for the input variables comprised of the prices of which are: organic fertilizer, inorganic fertilizer, seed catfish, feed pellets, feed Dawu (small dried shrimp), drugs and labor. The fixed input consists of the pool area, the required capital (invested) and the long catfish cultivation. Among the various inputs partially, the inputs that affect the actual profit of dumbo catfish culture business is the area of the pond. Maximum short-term gain in cultivation of dumbo catfish has not been achieved. Of the seven input variables in the physical sense, only four were optimal use of inputs, namely organic fertilizers, inorganic fertilizers, feed and medicines Dawu. The state of the business scale indicates the presence of symptoms leading to increased scale of business (increasing return to scale). The comparison of economic efficiency by area of pond shows the existence of level of efficiency, that is the broader the pond of cultivation the higher the efficiency level. In addition, there is a similar degree of economic efficiency between farmers who use concrete ponds with farmers who use land ponds.

Abstract

The high population growth rate of Bengkulu Province compared to national population growth resulted in the phenomenon of reduced land availability in Bengkulu Province. This problem is understood and modeled into the Causal Loop Diagram (CLD), then to simulate the system that has been poured into the CLD diagram model, poured into the Stock Flow Diagram (SFD) using Powersim Studio 10 software which is then tested by Average Mean Error (AME). The study area is predicted to reach 50% of the developed land in 2060, then 60% of the developed land is in 2065 and reaches the environmental carrying capacity threshold that is 70% of the developed land in 2070. The developed land develops beyond the threshold that is 80% of the developed land is predicted to occur in 2076 and 90% of the developed land is predicted to occur in 2085. In line with the increase in built-up land and population, economic activity is also increasing due to high community needs, but on the other hand land availability is decreasing to encourage economic growth.

Abstract

The implementation of the district/city government constitution in Indonesia during the "Era Reformasi" era placed the executive as a more dominant force than the legislature which caused frequent deviations from the regional government constitution. Applicability of Law No. 22 and 25 of 1999 were then renewed by law No. 23 of 2014, local governments, both regencies or cities, must increase human resources with professional knowledge and competencies to face the era of free trade by increasing the quality and competency of bureaucracy to reduce irregularities in district or city government institutions.

Abstract

The purpose of the study was to determine the effect of employee discipline, work ability and service facilities on the satisfaction of the people who seek treatment at the Lesung Batu Health Center, Lintang Kanan District, Empat Lawang Regency. This research is a quantitative research, with a sample of 100 people. The main tool of data collection is a questionnaire. The analytical tool used to determine the effect of employee discipline, work ability and service facilities on community satisfaction is multiple linear regression. While the hypothesis was tested by t-test (t-test) and F-test (F-test) with 95% confidence level and alpha = 0.05. The results showed that increasing employee discipline, work ability and service facilities could increase the satisfaction of the people who seek treatment at the Lesung Batu Health Center, Lintang Kanan District. Partially, employee discipline, work ability and service facilities have a significant positive effect on the satisfaction of the people who seek treatment at the Lesung Batu Health Center, Lintang Kanan District. Simultaneously, employee discipline, work ability and service facilities have a significant positive effect on the satisfaction of the people who seek treatment at the Lesung Batu Health Center, Lintang Kanan District, Empat Lawang Regency. This means that the previously proposed hypothesis is proven.

Abstract

This study aims to analyze the success of the Prisoner Independence Development Program in Class II B Argamakmur Penitentiary through four main aspects, namely: communication, resources, disposition, and bureaucratic structure. This study uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews with employees and visitors, and documentation. The results of the study indicate that the success of the program is greatly influenced by the clarity and consistency of information conveyed transparently to prisoners, by the principles of human rights. In terms of resources, the effectiveness of the program is determined by the availability of trained staff, adequate facilities, and clarity of authority. However, cooperation with external parties and socialization related to post-release job opportunities still need improvement. From the aspect of disposition, commitment, honesty, and the application of democratic values, encourage the implementation of training that is in accordance with the interests of prisoners. However, active participation and the quality of training still need to be strengthened. Meanwhile, in terms of bureaucracy, the implementation of Standard Operating Procedures (SOP) and fragmented division of tasks have created a structured and efficient work system. However, obstacles such as limited facilities and a lack of coordination between parties are still obstacles. This finding underlines the importance of continuous improvement in all aspects to ensure that the development program is truly able to optimally support the process of social reintegration of prisoners after they are released.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan reformasi birokrasi kepolisian dalam rangka peningkatan kualitas pelayanan publik, dengan penekanan pada Kantor Operasional Kepolisian Resor Bengkulu Utara. Jenis penelitian yang digunakan dalam tesis ini adalah deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan jenis penelitian deskriptif, yaitu penelitian yang bertujuan untuk mengumpulkan informasi mengenai kondisi atau gejala yang ada, yaitu gejala-gejala yang ada pada saat penelitian dilakukan. Data untuk penelitian ini diperoleh dari data primer dan sekunder. Teknik pengumpulan data yang digunakan adalah metode observasi, metode wawancara, dan metode dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, visualisasi data, dan penarikan kesimpulan/verifikasi. Berdasarkan kajian teori dan hasil penelitian yang dilakukan maka dapat disimpulkan bahwa reformasi birokrasi kepolisian pada Biro Operasi Kepolisian Resor Bengkulu Utara. itu dilaksanakan dengan benar dan bertanggung jawab. Pelayanan publik yang telah diberikan mencakup berbagai dimensi kualitas, seperti prosedur pelayanan, waktu penyelesaian, biaya pelayanan, produk layanan, sarana dan prasarana, serta keterampilan penyedia layanan. Pelaksanaan reformasi juga mencakup peningkatan akuntabilitas, transparansi, kualitas layanan, pengembangan sumber daya manusia, peran serta masyarakat, dan teknologi informasi. Selain itu, petugas dari Kantor Operasional Kepolisian Kompleks Bengkulu Utara telah menunjukkan kompetensi dan rasa tanggung jawab untuk meningkatkan kualitas pelayanan publik. Namun demikian, masih terdapat beberapa tantangan yang harus diatasi, seperti jaringan internet yang belum selalu lancar serta perlunya melengkapi instalasi dan infrastruktur agar proses operasional dapat dikembangkan lebih optimal.
