Abstract

Despite various existence of ratified UN Conventions and other international and national policies, women’s political participation has still been considered week. They remain substantially underrepresented in the position of political decision making. In other words, political sphere is still male-dominated. Needless to say, formal political equality statements are not enough. It needs more actions to make it into reality. One potential measure, among other things, is affirmative action in the form of gender quota. The policy has the potential to strengthen women’s political participation and representation. Nevertheless, empirically, this has not always been the case. As one would expect, there are a number of factors which determine the effectiveness of the policy implementation process, i.e., political, socio-economic, and socio-cultural. For more effective implementation, affirmative action policy needs to be accompanied by parallel effort of handling those hindrances.

Abstract

Pada tatanan negara demokrasi, lazimnya partai politik melakukan upaya perekrutan calon kandidat yang akan menduduki jabatan-jabatan strategis. Oleh karena itu, partai politik harus menyediakan kader-kadernya yang siap mengikuti seleksi di intenal partai. Pada kasus Pilkada Kota Cimahi tahun 2017, Paslon yang terpilih bukan dari kader PDI Perjuangan, karena penjaringan dilakukan secara terbuka bagi kader dan non kader. Dengan demikian tujuan penelitian dilakukan untuk mengetahui dinamika dan metpde seleksi yang dilakukan PDI P Perjuangan dalam pencalonan walikota dan wakil walikota di Kota Cimahi pada tahun 2017. Penelitian ini menggunakan pendekatan kualitatif dengan mengamati dan mendengarkan narasumber untuk mendapatkan pemahaman holistik. Pengumpulan data dilakukan dari unsur internal dan eksternal PDI Perjuangan dan beberapa bakal calon dari kader dan bukan PDI Perjuangan, sedangkanengumpulan data primer dilakukan melalui wawancara mandalam sedangkan penentuan informan dilakukan berdasarkan purposive technique. Adapun hasil dari penelitian ini adalah Tim Seleksi tingkat lokal tidak hanya melaksanakan fungsi prosedural dalam proses seleksi, akan tetapi ada peran lebih dalam melakukan screening bakal calon, khususnya mengenai komitmen yang akan diberikan kepada partai. Dominasi dan kuatnya kewenangan DPP dalam memutuskan hasil seleksi masih sangat mencolok, termasuk tim seleksi pusat pun akan sangat bergantung dengan keputusan DPP, meskipun tahapan prosedural sudah secara rinci dilaksanakan. Proses penentuan calon dapat dikatakan dinamis di tingkat lokal, namun setelah mencapai tahap akhir, dinamika tersebut terhenti oleh kebijakan DPP yang berwenang untuk memutuskan dan merekomendasikan calon untuk berkontestasi dalam Pemilu. Hal yang menarik lainnya dalam proses pencalonan di internal PDI-P Kota Cimahi adalah tidak adanya mahar politik, namun bakal calon diminta komitmennya untuk membiayai pemenangan Pilkada. Selanjutnya, penelitian ini menunjukan adanya keterbatasan desentralisasi kewenangan dalam proses rekrutmen. Kesimpulan dari penelitian ini terdapat pengaruh kekuatan oligarki dalam proses rekrutmen dan seleksi kandidat, serta kekuatan finansial yang dapat mengimbangi pengaruh tersebut.

Abstract

Tulisan ini mengkaji modal politik yang dimiliki oleh Tjhai Chui Mie pada Pemilihan Walikota Singkawang tahun2017. Pengendalian modal adalah salah satu masalah yang sering dihadapi oleh perempuan yang terlibat dalampolitik. Secara luas terdapat anggapan bahwa wanita yang terjun ke politik berkorelasi dengan norma-norma tradisional.Tulisan ini menggunakan metode deskriptif kualitatif dengan menggunakan data yang dikumpulkanmelalui wawancara mendalam dan studi dokumen selama periode April-Juni 2018. Hasil penelitian ini menunjukkanbahwa Tjhai Chui Mie mampu mengelola modal politiknya, yang saling terkait dengan modal sosial danmodal ekonomi. Dengan dukungan partai dan pengalaman politik sebagai legislator, Tjhai Chui Mie berhasil memanfaatkanjaringan sosial etnis dan agama yang kemudian berpengaruh dalam mendapatkan dana kampanyen.Dengan kemampuannya untuk mengelola modalitas tersebut, ia berhasil menjadi walikota perempuan keturunanCina pertama di Indonesia.

Abstract

ABSTRAK  Dewan Kehormatan Penyelenggara Pemilu (DKPP), menjadi lembaga yang turut menciptakan pemilu yang demokratis, berkualitas dan berintegritas. Sebagai lembaga baru yang terlibat dalam penyelenggaraan pemilu, DKPP dibebankan dengan banyak kasus sengketa etika pemilu pada babak baru sejarah pemilu daerah serentak di Indonesia Tahun 2015. Penelitian ini mengambil lokus di Jawa Barat sebagai salah satu daerah yang menyelenggarakan pemilu serentak di Tahun 2015 yang memiliki 26 dugaan pelanggaran etik yang ditangani oleh DKPP. Evaluasi kinerja didasarkan pada penggunaan enam wewenang DKPP yang dinilai dengan prinsip-prinsip pemilu berintegritas. Penelitian ini menggunakan metode kualitatif dengan melakukan pengumpulan data melalui proses focus group discussion, survey, wawancara dan analisis dokumen dalam kurun waktu September-November 2016. Hasil yang diperoleh, secara kualitiatif DKPP sudah berupaya melaksanakan prinsip-prinsip penyelenggara pemilu berintegritas dalam penanganan setiap kasus etika yang ada di pemilukada serentak Jawa Barat Tahun 2015. Kata Kunci: integritas penyelenggara pemilu, integritas pemilu, kode etik   ABSTRACT The Honorary Electoral Council (DKPP) becomes an institution that helps creating democratic, qualified and integrated elections. As a new institution involved in the elections process, DKPP is incharged with many cases of electoral ethical disputes in the new round of regional elections in Indonesia in 2015. This research takes locus in West Java as one of the regions that hold simultaneous elections in the year 2015 which has 26 alleged violation of ethics handled by DKPP. Performance evaluation is based on the implementation of DKPP’s tasks and authority which are assessed by integrated electoral management body’s principles. This research uses qualitative method by collecting data through focus group discussion, survey, interviews and document analysis during September-November 2016. The result shows that DKPP has tried to implement the principles of integrated electoral organizer in handling each case of code of ethics violation during the simultaneous election in West Java in 2015. Key words: integrated electoral organization, electoral integrity, code of ethics,

Abstract

This study investigates the intricate correlation between women’s nominations for political office and the existence of political dynasties in the context of Indonesia’s elections following the downfall of the authoritarian regime. The study specifically examines the complex factors that influence the experiences of women who pursue political positions in a setting where entrenched family legacies hold significant influence. The study employs qualitative methodology with a theory-driven approach. To construct arguments and address the inquiries presented, the author employs secondary sources of information. A multitude of books and recent, authoritative, and pertinent scientific journal articles were utilized as the primary sources of data. This study finds that amidst a significant increase in the number of women running for political offices, the presence of enduring political dynasties adds a complex and nuanced dimension to this evolving journey. Political dynasties provide better access for women with established networks, financial resources, and family influence to pursue political contestation and hence, increase the number of women in elected office. However, the patriarchal nature of many political dynasties in Indonesia frequently results in the marginalization of women, resulting in gender bias and limited decision-making authority. In addition, non-dynastic women candidates are discouraged from participating in the electoral process. The study also argues that women dynastic politics also committed corruption which could undermine the efforts of strengthening women’s political representation This study highlights the need for a balanced perspective on the intersection between women’s candidacies and political dynasties.

Abstract

This study critiques the phenomenon of surveillance capitalism in the digital era, focusing on its impact on digital democracy or e-democracy in Indonesia. Drawing from Shoshana Zuboff’s framework, surveillance capitalism leverages human behavioural data as raw material for commercial predictions, threatening privacy, fostering polarization, and weakening the digital public sphere. Using a qualitative literature-based approach and semi-structured interviews with experts and practitioners, the research validates its findings through data triangulation across journal articles, policy reports, and interview insights. The results indicate that social media algorithms contribute to the spread of disinformation, political polarization, and the manipulation of public opinion. For instance, during the 2024 elections in Indonesia, algorithms were found to amplify echo chambers, reduce exposure to diverse perspectives, and promote sensational content. The study concludes that technology’s negative impacts are shaped by the economic structures and designs underlying its use, underscoring the need for regulatory frameworks and public awareness to address these challenges.

Abstract

The involvement of women in political parties cannot be ignored. This is because gender equality allows democracy to function properly. PDI-P is the only party that has the highest level of women participation. West Java is one of the crucial provinces in both the 2024 General Election or Regional Election. This study aims to explore how women’s empowerment is carried out by PDI-P West Java in each stage of their politics and what the results are. Qualitative research is conducted by collecting primary and secondary data. Primary data is conducted by interviewing selected informants and secondary data trough related document. Data validation is conducted by triangulation sources to check the data obtained. The results of the study show that PDI-P West Java has carried out various methods of empowering women, such as setting party rules regarding women’s quotas in party membership, and candidates who advance in legislative elections, holding special activities for women, providing financial assistance and campaign training for women, and providing training for women cadres who sit in parliament. The results also show that women legislators from the PDI-P West Java faction are very active in speaking out in parliament.
