APBD merupakan salah satu instrumen utama pembangunan daerah dalam rangka memacu pertumbuhan dan pemerataan ekonomi, serta menyediakan pelayanan dasar yang memadai bagi masyarakat. Strategi penganggaran dalam APBD tidak dapat dipisahkan dengan kebijakan pembangunan untuk mewujudkan pembangunan yang terarah dan akuntabel. Proses penyusunan Rancangan APBD pada umumnya didahului dengan penyusunan kerangka kebijakan anggaran berupa KUA (Kebijakan Umum Anggaran) dan PPAS (Prioritas dan Plafon Anggran Sementara). Penyusunan KUA merupakan upaya untuk mencapai visi, misi, tujuan dan sasaran yang ada dalam Rencana Strategis Daerah (Renstrada). Penelitian ini bertujuan menganalisis variabel-veriabel penyebab disharmoni antara KUA-PPAS dengan APBD pada Pemerintahan Kabupaten Tabanan serta menganalisis variabel yang paling dominan penyebab disharmoni antara KUA-PPAS dengan APBD. Variat KUA-PPAS yang terdiri dari variabel kompetensi SDM , dana perimbangan/ transfer, dan transparansi publik, sedangkan variat APBD yang terdiri dari variabel perencanaan anggaran, dan politik anggaran melalui Analisis korelasi canonical. Lokasi penelitian dilakukan di Pemerintah Kabupaten Tabanan. Jenis data yang digunakan dalam penelitian ini adalah data primer yang didukung dengan data sekunder. Pengumpulan data dilakukan melalui penyebaran kuesioner kepada Pengelola Keuangan (Pengguna Anggaran, Pejabat Penatausahaan Keuangan dan Pejabat Pelaksana Teknis Kegiatan) pada Satuan Kerja Perangkat Daerah (SKPD) di Pemerintah Kabupaten Tabanan. Populasi yang digunakan adalah pengelola keuangan di masing-masing SKPD, dimana jumlah SKPD yang ada sebanyak 40 SKPD dengan penentuan sampel dengan purposive sampling masing-masing 3 responden pada setiap SKPD sehingga total sampel sebanyak 120 orang. Hasil analisis menunjukkan bahwa, untuk variat KUA-PPAS, korelasi yang paling tinggi adalah variabel transparansi publik karena transparansi publik dapat mengakomodasi partisipatif masyarakat terkait anggaran dan dapat memberikan informasi kepada pihak-pihak yang berkepentingan sebagai bahan evaluasi dan dalam pengambilan keputusan. Variabel lain yang mempunyai korelasi tinggi dengan variat KUA-PPAS adalah Kompetensi SDM yang merupakan pelaku dari tahap perencanaan, penganggaran hingga pelaksanaan. Untuk variat APBD, variabel yang korelasinya tertinggi adalah perencanaan anggaran karena perencanaan anggaran merupakan instrument terpenting bagi pemerintah dalam menetapkan prioritas – prioritas program pembangunan yang didukung oleh data-data yang akurat dan sesuai dengan peraturan perundang – undangan

This study aims to analyze the effect of investment, minimum wages, contribution of the tertiary sector, and economic growth simultaneously and partially on the level of open unemployment in the Regency / City of the Sarbagita Region. This study uses panel data, namely a combination of time series data (2011-2019) and cross section (four districts / cities in the Sarbagita area) with a total of 36 observations. The data collection method is done through observation with secondary data. The analysis technique used in this research is multiple linear regression analysis. The results showed that investment, minimum wages, contribution of the tertiary sector, and economic growth simultaneously had a significant effect on the level of open unemployment in the district / city of the Sarbagita region. Partially, investment has a positive effect and minimum wages have a negative and significant effect on the open unemployment rate in the Regency / City of the Sarbagita Region, while the contribution of the tertiary sector and economic growth does not have a significant effect on the level of open unemployment in the Regency / City of the Sarbagita Region with the coefficient of the tertiary sector contribution positive direction and negative economic growth.

This study aims: 1) To analyze whether there is significant direct effect of wages, workingn hours capital, education and the number of sales toward income of Small and Medium Enterprise (SME) in trading sector in Denpasar. 2) To analyze the direction of the effect of wages, woring hours, capital, education, and the number of sales toward income in the Small and Medium Enterprise (SME) of trading sector in Denpasar. 3) To analyze whether there is significant indirect effect of wages, working hours, capital and education to income through the number of sales in the Small and Medium Enterprise (SME) of trading sector in Denpasar.This study was conducted by the method of data collection by structured interview and observation by using descriptive statistical analysis techniques and path analysis by using SPSS 16. After analyzing the result shows: 1) Wages and capital directly have possitive and significant effect toward total saves. 2) Working hours and education directly have possitive effect but have not significant effect toward total saves. 3) Wages, capital, and total saves have possitive and significant effect toward the SME income of trade sector in Denpasar city. 4) Working hours have possitive effect but have not significant toward the SME income of trade sector in Denpasar city.. 5) Education have negative effect but have not significant effect toward the SME income of trade sector in Denpasar city. 6)Wages and capital indirectly have significant effect toward the SME income of trade sector in Denpasar city though total saves. 7) Working hours and education indirectly have not significant effect toward the SME income of trade sector in Denpasar city though total saves.

Rapid economic growth has resulted in the emergence of small, medium, and large industries. One of the fastest growing industries is the household laundry industry, where most of the workers are women. The purpose of this research are: 1) To analyze the effect of education level, worker's wage, husband's income, age, number of family dependent and working hours directly to household expenditure; 2) To analyze the effect of education level, worker's wage, husband's income, age and amount of family dependent on household expenditure through working hours. Data collection methods used were interviews and questionnaires, with a total of 87 respondents. The analytical tool used is descriptive analysis and path analysis. The results showed that the level of education, worker's wage and husband's income had a positive significant impact on the working hours of female workers. Age negatively significantly affects the working hours of female workers. The number of family dependents has a positive insignificant effect on the working hours of female workers. Worker's wage, husband's income, the number of family dependents and working hours have a positive significant impact on the expenditure of female workers' households. The level of education and age has a negative insignificant effect on the expenditure of female workers' households. Working hours mediate the influence of education level, the influence of the wage of the worker, the husband's income and age on the expenditure of the female worker's household. While working hours do not mediate the number of family dependents on household expenditure of female workers working in the household laundry industry in South Denpasar District.

The agricultural sector is a very important sector, efficiency the use of land area, labor, and capital is an absolute thing for a farmer. The purpose of this study was to determine the effect of land area, labor, and capital to production as well as to find out efficiency and scale of production produced. Data used in research this is primary data, namely by distributing questionnaires to farmers watermelon in the State District of Jembrana Regency. Sample used in this study as many as 80 respondents. Using regression analysis techniques multiple linear. The results of this study indicate that the land area, labor, and capital have a simultaneous effect on production. Land area in partial positive and significant effect on production. Labor force partial positive and significant effect on production. Partial capital positive and significant effect on production. Efficiency level of area land and capital are already efficient and their use can still be increased and labor is not efficient so it does not need to be increased its use. Scale production is in a decreasing return of scale. Keywords: Total Production; Economic of Scale; Efficiency Input of Production.
