Abstract

Evaluation of Public Service Management. The approach or type of research isqualitative. This study aims to determine how the public service management of PDAM Tirta Siak.Research informants are directors, staff of human resources, subscription relationships,transmission and customers. Data collection techniques are interviews, observation anddocumentation. Data analysis starts from data reduction, classification and drawing conclusions.The results of this study found that the public service management of PDAM Tirta Siak PekanbaruCity was not carried out optimally.

Abstract

Employee Integrity in Providing Services. This study aims to determine the integrity of employees in service at the Head Office of the City of Pekanbaru Rumbai Pesisir. Type of qualitative research. Research informants were employees of the Head Office of the City of Pekanbaru Rumbai Pesisir. Data collection techniques are interviews, observation and documentation. Data analysis is reduction, clarification and verification. The results of this study have not been wholeheartedly seen by employees in providing services, unfair employees in providing services, not yet responsive employees in serving the community, and not yet how employees keep their promises and are responsible for providing services.

Abstract

Transformational Leadership, Motivation On Performance. The purpose of this study was to identify and analyze the extent of the transformational leadership and motivation affects a performance of Civil Servants in Civil Service Agency, Education and Training of Riau Province. The sampling technique used in this study is a simple random sampling amounted to 116 as a sample. Methods of data collection through questionnaires and documentation study. Methods of data analysis using multiple linear regression using SPSS. The results showed that transformational leadership and motivation significantly influence the performance of Civil Servants. The significance influence of the of transformational leadership and motivation on the performance of Civil Servants can be shown from the value Fvalue=184,565 > Ftable=3,08, level of probability (p) = 0,000 or less than 0.05, this means that transformational leadership and motivation have a significant effect simultaneously on the performance of Civil Servants. While the t value of X1 = 0,187 < t table = 1,98 which mean that transformational leadership had no effect on the performance of Civil Servants in Civil Service Agency, Education and Training of Riau Province And t value of X2 = 11,416 < t table = 1,98 which means that motivation had partial effect on the performance of Civil Servants in Civil Service Agency, Education and Training of Riau Province.

Abstract

Evaluation, Mekarsari Village Program. This study aims to find out the evaluation of the Mekarsari Village Program, Reteh District, Indragiri Hilir District 2016 The method used in this study is a qualitative descriptive method. The research informants are the village head, secre-tary, treasurer, BPD chairman, village assistant, community leader. Data collection techniques through interviews, observation of documentation. Data analysis techniques in this study used qualitative research methods consisting of data reduction, data presentation and conclusion draw-ing. The results of this study indicate that the village government of MEKARSARI has carried out several activities in the Village Administration, Village Development, Community Development and Community Empowerment programs. In carrying out these activities the researcher evaluates whether the activities have been carried out optimally according to the policies that have been formulated, but several obstacles are still encountered, namely the factor of limited funds because of funding sources, human resources, and at the time of implementation of some location points difficult to reach due to geographical conditions location area.

Abstract

Implementation of Regional Regulation Number 3 of 2015 concerning VillageConsultative Bodies. The purpose of this study was to find out how the implementation ofRegional Regulation No. 3 of 2015 Indragiri Hilir Regency. This study uses a qualitativedescriptive research method approach. Primary data is obtained directly through interviews frominformants, namely the village head, Village Secretary, Village Consultative Body (BPD),Community Leaders and the community. The results of this study indicate that the implementationof Regional Regulation No. 3 of 2015 in Indragiri Hilir District implementing the VillageConsultative Body's tasks has not yet achieved the expected results, there are still some tasks thathave not been carried out by the Village Consultative Body. This happens because of the ability ofresources both human resources and financial resources that have not been supported, so thatRegional Regulation No. 3 of 2015 in Indragiri Hilir Regency has not been able to be fullyimplemented.

Abstract

Pentland Restoration Program. The purpose of tbis research is to know the program of peatland restoration in Meranti Islands Regency. The research method used qualitative descriptive approach with the research informant of people involved in the implementation process of peat restoration in Meranti Islands Regency amounted to II people. Data collection techniques are interviews, observation and documentation. Data analysis used interactive methods ranging from data collection, data reduction, and conclusions. The result of this research is that so fur the effort of peatland restoration program in Meranti Islands Regency has not been realized thoroughly. This is influenced by a lack of understanding of the conceptualisation of peatland restoration programs, institutional preparedness and support of local, formal and informal figures at provincial, district and village levels.

Abstract

Implementing the Policy of the Islamic Maghreb Community Movement. This study aims to determine the implementation of the Magrib Mengaji community movement policy in Tapung Hilir District. This type of research is a descriptive qualitative approach. The research informants consisted of Officials and Staff of the Ministry of Religion in Kampar District, Ulama and Community Stores. Data collected through interviews, observation and documentation. The results of this study indicate that the implementation of the Koran community movement policy in the Tapung Hilir sub-district is not well implemented because there are still obstacles that hamper the implementation of the policy, and the impact of the existence of the study sunset recitation policy in the Tapung Hilir sub-district has not significantly positive impact.

Abstract

Implementation of Tourism Development Strategy. This study aims to find out,analyze and to find out the supporting and inhibiting factors that influence the Implementation ofthe Tourism Development Strategy of the Sultan Riau Mosque of Penyengat Island. This type ofresearch is qualitative descriptive research. Data collection by observing interviews anddocumentation with selected informants consisting of the Head and Staff of the Office of Cultureand Tourism, Mosque Management, Malay Customary Institution, Tourism Awareness Group andTourists. The results of the study concluded that the implementation of the tourism developmentstrategy of Sultan Riau Grand Mosque from program indicators, resources and procedures was notoptimal because there were still inhibiting factors for the implementation of tourism developmentstrategies such as facilities and infrastructure, budget, human resources, not optimal synergy andpartnership, but still there are supporting factors that must be optimized by the Tanjungpinang CityTourism and Culture Office, the regional strategic position, the potential for cultural diversity, thedevelopment of tourist market trends, and the opening of opportunities for cooperation.

Abstract

Effectiveness of Implementation of Community Empowerment Program Basedon Rukun Warga (PMB-RW). Community Empowerment Program based on Rukun Warga is aprogram of poverty eradication conducted by Pekanbaru city government through the process ofapproach of community empowerment pattern with financing from APBD Kota Pekanbaru,Provincial APBD, State Budget, State-Owned Enterprise and Corporate Social Responsibility(CSR) not binding. Therefore, through Mayor Regulation No. 44 of 2014 and RegionalRegulation No. 5 of 2016, the community-based community empowerment program (PMB RW)has the goal of creating harmony, security and peace, realizing the prosperity of the people ofPekanbaru City and creating a clean, healthy and beautiful environment . So with that purpose,PMB RW Program has the main target, namely social solidarity, opportunity and employment aswell as facilities, infrastructure and environmental sustainability. The method used is descriptivequalitative approach. Primary data obtained from interviews and observations, secondary dataobtained through data collection with documents. Data analysis uses data collection methods,triangulation techniques and extends field involvement. The results of the research that theeffectiveness of the implementation of PMB RW program in Senapelan sub-district PekanbaruCity is still running quite well. This is influenced by the factors of technical guidance, humanresources program implementer and the limitations of program budget.

Abstract

Training, Ability and Performance. This study aims to determine the effect of training on performance, the influence of the ability of employees on employee performance and the influence of training and employee ability on the performance of employees of the Office Immigration Class I Pekanbaru. The method used is descriptive and quantitative method. A sample of 71 people from 127 employees of Immigration Office Class I Pekanbaru with random sampling technique. Techniques of collecting questionnaire data, observation and interview. Data analysis using multiple linear regression. The result of the research shows that partially known variables of training have a significant effect on employee performance. Partially known working ability variables have a significant effect on employee performance. It is simultaneously known that the variables of training and work ability have a significant effect on the performance of the employees at the First Class Immigration Office of Pekanbaru. This indicates with the provision of training and training will improve the ability of employees and will have an impact on improving the performance of these employees.
