Abstract

The Family Hope Program (PKH) is a conditional cash assistance with the target of Very Poor Families (KSM) with the aim of poverty alleviation. This study aims to analyze the performance of government apparatus in distributing PKH to the poor in Kenangan Baru Village and to find out what are the inhibiting factors in the distribution of PKH in the Village. This study focuses on the suboptimal distribution of PKH funds and the inaccuracy of recipient targets. The Mondy, Noe Premeaux theoretical approach is used with indicators of quantity, quality, independence, initiative, adaptation, and cooperation. Data were collected through observation, interviews, and documentation, and then analyzed in a qualitative descriptive manner. This study concludes that the distribution of PKH is going well, but there are still inaccuracies in targets and delays in funding. The apparatus is not yet fully independent, while PKH companions have shown good initiative and adaptation. However, coordination with the village apparatus is still lacking. The main obstacles include data insynchronization, low participation of KPM, limited human resources to accompany them, and undistributed funds.

Abstract

The low land and building tax receipts in Pagaran Lambung III village need to be strengthened by the role of the village government in this case apparatus and institutional resources. This study aims to identify and describe the role of the village government in increasing land and building tax revenues. Through the role of a good village government and complete village head office facilities, which can support the administration of tax payments, it can increase land and building tax revenue and community participation in Pagaran Lambung III village, which is one of the sources of local revenue (PAD) of North Tapanuli district. The inhibiting factors are the low level of the people's economy, the low level of public tax knowledge and the payment system which is still manual. In solving the problems that occur researchers use the role theory put forward by Ryaas Rasyid. This type of research uses a qualitative approach descriptive method. Data sources were collected based on data collection techniques, namely observation, interviews and documentation. As a reinforcement of this study, it consisted of key informants, main informants and additional informants. The research results obtained are that the role of the village government has not optimally carried out its functions and obligations in providing guidance or direction in solving land and building tax revenue problems that have not reached the tax realization target set by the North Tapanuli district government.

Abstract

This article aims to analyze the performance of government officials in distributing PKH to the poor in Kenangan Baru Village and to find out what are the inhibiting factors in distributing PKH in the Village. The problem in this research is focused on the less than optimal distribution of PKH aid funds and also the target of receiving PKH assistance that has not been realized properly. In order to approach this problem, the theoretical reference from Mondy, Noe and Premeaux regarding performance measurement includes Quantity, Quality, Independence, Initiative, Adaptation, Cooperation. The data collected is based on data collection techniques through observation, interviews, and documentation. Then analyzed using a descriptive qualitative method. This study concludes that the quantity of work; PKH distribution has been carried out well, Quality of work; not yet precise target and timing of distribution of funds, the independence of the apparatus; have not been able to work with minimal help from others, Initiative; in response to data problems PKH companions visited KPM homes, Adaptation; PKH assistants adapt well to KPM in monthly activities, Cooperation; lack of coordination between assistants and apparatus in the Kelurahan. Obstacles in PKH distribution are not synchronized KPM data, lack of KPM participation in monthly activities, limited companion human resources, and undisbursed aid funds.

Abstract

The creation of E-KTP has become an important step in improving online population administration services, to improve the effectiveness and efficiency of governance. However, in the process of public services, there are often obstacles that can hinder the smooth and effective running and effectiveness of these services. These constraints include technical problems such as software and hardware malfunctions, lack of requirements and data, and non-technical constraints such as time discipline and availability of tool facilities. To overcome these challenges, comprehensive efforts are needed, including periodic maintenance of software and hardware, socialization to the public regarding the requirements for applying for E-KTP, coordination between various related parties, and strategic measures such as infrastructure improvement and HR training.  This study aims to explore the role of the East Medan District Apparatus in making E-KTP, as well as provide recommendations to improve the performance and services of the Apparatus. By understanding and overcoming existing obstacles, it is hoped that population administration services, especially in making E-KTP, can be improved as a whole.

Abstract

East Sidorame Village is a village that runs a family planning program can be run with a family planning instructor who assists in monitoring and fostering the family planning program. The problem this study is the performance of family planning instructors and the factors that hinder the performance of family planning instructors in the East Sidorame Village, Medan Perjuangan District. Data collection is done through observation, interviews and documentaries. This research usues qualitative method with a descriptive approach. The results showed that the performance of family planning instructors in the East Sidorame Village, Medan Perjuangan District was good. Judging from the performance indicatorsused, namely in terms of quality, effectiveness, timeliness and work commitment related to ability, knowledge, the method used to complete the report, the responsibilities and loyalty of the family planning instructor are appropriate. In terms of independence and quantity, extension workers continue to receive assistance in conducting counseling and the target of counseling has not been evenly distributed to community due to the covid-19 pandemic. The obstacle to the performance of family planning instructors in the East Sidorame Village, Medan Perjuangan District, is that the Counseling has not been maximized and evenly distributed due to the covid-19 pandemic, so that the target for PUS participating in the family planning program has not been achieved.
