Abstract

Penelitian ini bertujuan untuk menganalisis kemampuan sumber daya manusia (SDM) dalam perencanaan dan pengelolaan anggaran desa di Kampung Kweel, Kabupaten Merauke. Masalah utama yang diidentifikasi adalah rendahnya kapasitas SDM dalam memahami dan mengimplementasikan prinsip-prinsip perencanaan serta pengelolaan anggaran secara efektif, yang berpotensi menghambat pencapaian pembangunan desa. Studi ini mengisi celah (gap) penelitian sebelumnya yang lebih banyak berfokus pada aspek regulasi dan struktur kelembagaan tanpa mengeksplorasi kapasitas individu dalam proses anggaran desa. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif, dengan teknik pengumpulan data berupa wawancara mendalam, observasi lapangan, dan analisis dokumen anggaran desa. Informan penelitian terdiri atas perangkat desa, tokoh masyarakat, dan pendamping desa. Analisis data dilakukan melalui teknik triangulasi untuk memastikan validitas temuan. Hasil penelitian menunjukkan bahwa SDM di Kampung Kweel menghadapi sejumlah kendala, seperti minimnya pemahaman terhadap regulasi keuangan desa, rendahnya keterampilan teknis dalam menyusun dan mengelola anggaran, serta keterbatasan akses pelatihan dan pendampingan. Temuan ini menegaskan perlunya program peningkatan kapasitas SDM melalui pelatihan intensif, penyediaan panduan teknis, dan supervisi berkelanjutan oleh pemerintah daerah. Dengan peningkatan kapasitas SDM, diharapkan perencanaan dan pengelolaan anggaran desa dapat lebih transparan, akuntabel, dan berorientasi pada pembangunan yang berkelanjutan. Abstract

Improving the quality of public services is very important to improve community welfare and the competitiveness of human resources (HR). However, in remote areas such as Papua, unequal access to education, health and infrastructure is a serious challenge. This research focuses on the role of the Tof-Tof Village Government in developing productive age human resources. With a qualitative case study approach, data was collected through interviews, observation and documentation involving village officials and the community. The research results show that the Tof-Tof Village Government plays an important role as a motivator, facilitator and mobilizer in providing access to education, skills training and infrastructure development. Despite facing geographic constraints and limited resources, the initiative significantly improved the skills of local communities, with a 25% increase in competency scores among training participants. Challenges such as budget constraints and coordination were successfully overcome through innovative strategies. This research contributes to understanding the dynamics of human resource development in remote areas and provides policy recommendations for sustainable and inclusive development programs.

Abstract

This study aims to analyze the implementation of the Family Hope Program (PKH) in Sumber Rejeki Village by assessing aspects such as policy objectives and targets, resources, organizational characteristics, implementer attitudes, inter-organizational communication, as well as the economic, social, and political environment. The research method used is a qualitative approach with in-depth interviews conducted with key informants, including policy implementers, PKH assistants, and beneficiaries. The findings indicate that the PKH policy's objectives are well understood by the target community, but there are challenges related to uneven aid distribution, leading to social injustice among more vulnerable groups. The available resources, while adequate, have not been optimally utilized to reach all impoverished communities, especially those in remote areas. The characteristics of the implementing organization show good coordination, but improvements are needed in transparency and communication with the public, particularly those not registered as beneficiaries. The professional and empathetic attitude of the implementers greatly supports the program's success, although there are shortcomings in communication and outreach to the general public. The economic, social, and political environment plays a significant role in the successful implementation of PKH, with challenges such as social jealousy and local political factors affecting aid distribution. Therefore, it is recommended to enhance transparency in the data collection and aid distribution processes, strengthen the capacity of social assistants, and expand outreach efforts to ensure that the PKH program is more equitable and effective in achieving its goals.
