Abstract

Artikel ini akan mengkaji bagaimana peran Komisi Pemilihan Umum (KPU) dalam pelaksanaan Pemilihan Kepala Daerah (Pilkada). Dengan menggunakan metode kualitatif (Sugiyono, 2014), akan dilihat bagaimana peran KPUD Kabupaten Minahasa Selatan dalam pelaksanaan Pilkada pada tahun 2020 khususnya di era pandemi Covid-19. Temuan penelitian menggambarkan walaupun KPUD Kabupaten Minahasa Selatan, dalam pelaksanaannya sudah mengatur tentang pedoman protokol kesehatan pengendalian dan pencegahan Covid-19 masih banyak ditemukan pelanggaran yang dilakukan pada kegiatan pilkada khususnya pada saat kampanye. Akibat PKPU yang ada kurang tegas sehingga masih banyak terjadi pelanggaran, akibatnya pasca Pilkada terjadi peningkatan kasus Covid-19 dan resiko klaster baru penularan virus Covid-19 yang semakin meluas. Kata Kunci: Komisi Pemilihan Umum Daerah; Pemilihan Kepala Daerah; Covid-19  ABSTRACTThis article will examine the role of the General Election Commission (KPU) in the implementation of the Regional Head Election (Pilkada). By using a qualitative method (Sugiyono, 2014), it will be seen how the role of the KPUD of South Minahasa Regency in the implementation of the Pilkada in 2020, especially in the era of the Covid-19 pandemic. The research findings illustrate that although the KPUD of South Minahasa Regency, in its implementation, has regulated the guidelines for health protocols for controlling and preventing Covid-19, there are still many violations committed in election activities, especially during campaigning. As a result, the existing PKPU is not firm enough so that there are still many violations, as a result, after the Pilkada there was an increase in Covid-19 cases and the risk of new clusters of spreading the Covid-19 virus. Keywords: Regional General Election Commission; Regional Head Election; Covid-19
