Abstract

This paper aims to analyze the management of land conflicts that occurred in the assets of the Serang Regency Government as a form of securing their assets. The problem is focused on efforts to solve land disputes or conflicts and the asset security strategies that were carried out. To approach this problem, Fisher's theory of conflict management and Siregar's asset management theory were used. Data were collected through interviews, observation, and literature study and analyzed descriptively qualitatively. This study shows that land asset conflicts occur predominantly between individuals and the Serang Regency Government regarding land grants given for the use of public facilities such as education and health, however without being accompanied by official documents. Settlement of land disputes was carried out through a compromise approach and reaches the court level if no common solution was found. Dispute resolution aims to administratively complete land ownership documents. Physically avoiding illegal land use and legal security related to dispute resolution through the courts to determine the legal ownership of disputed land assets. It can be concluded that Serang Regency Government must fix all land disputes that occur so that the land assets owned can be maximized and do not disturb the socio-political stability in the society.

Abstract

Penelitian ini bertujuan mengetahui implementasi UU 23 tahun 2011 tentang pengelolaan zakat di BAZNAS Kota Malang, dan bertujuan guna mengtahui faktor-faktor yang mempengaruhi implementasi UU di BAZNAS Kota Malang. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data pada penelitian ini termuat atas, observasi, wawancara dan dokumentasi. Sedangkan analisis data memakai analisis data interaktif yang terdiri atas reduksi data, penyajian data dan kesimpulan. Hasil penelitian menunjukan, hadirnya UU 23 Tahun 2011 ini memiliki asas syariat Islam, amanah, kemanfaatan, keadilan, kepastian hukum, terintegrasi, dan akuntabilitas. Kehadiran UU 23 Tahun 2011 memberikan dampak positif dan telah menempatkan BAZNAS termasuk BAZNAS Kota Malang sebagai lembaga non-struktural yang memperoleh perhatian penuh dari Pemerintah. Faktor pendukung dalam implementasi UU 23 tahun 2011 di Kota Malang dengan adanya dukungan SDM yang mencukupi, team work yang baik, sarana dan prasana yang memadai. Sedangkan faktor penghambat belum adanya PERDA yang khusus mengatur tentang zakat dan terdapat beberapa unit pengumpul zakat yang masih belum percaya kepada BAZNAS Kota Malang.

Abstract

This article intends to evaluate the impact of implementing a full systematic land registration program in Baubau City. With this aim, the researcher used the policy evaluation theory of Wahab as a tentative reference. This research was designed as a qualitative policy evaluation with a formal approach where the assessment used a descriptive approach to produce valid information. The research data was obtained by interviewing the main informants supported by the results of observations and documentation studies and analyzed qualitatively. The data analysis used was an interactive analytical model which included data reduction, data presentation, conclusions, and verification. This research concludes a full systematic land registration program has an impact on the government and society. The government can map plots of land and citizens have legal certainty overland through land certificates, land separation for heirs, and land certificates which are used as business collateral through banking. A full systematic land registration program is also able to reduce the number of overlapping or litigation lands. Implementers and policy planners in the future must pay attention to the input that there needs to be assistance after the community has obtained a certificate so that the land certificate is not used for productive activities. To further minimize uncertified land, further coordination with landowners outside Baubau city and local/kelurahan governments could be intensified.

Abstract

This study aims to analyze the application of health services in Kasembon and Pujon Districts in Malang Regency based on the catchment area perspective, as well as analyze the challenges of the practice of accessing health services. With the background of service improvement efforts that have been done a lot, but in fact, the accessibility is very difficult or even impossible to change. This study uses a qualitative method with a soft system methodology (SSM) approach. The data processing of the findings is carried out through a comparison of real facts with alternative normative models so that they have the opportunity to generate improvement ideas. The results of the study show that there are still challenges in the form of weak access to health insurance, facilities, and human resources, quality standards of health services, the role of monitoring stakeholders, to patterns of community participation. This then resulted in 3 main points of concern to produce corrective action, namely the evaluation of the health care system, health service practice standards, and the accuracy of the health service program targets. This study recommends a top-down mechanism priority by optimizing the improvement of the quality of health service standards in Kasembon and Pujon by policymakers and bottom-up through a participatory pattern by optimizing local public service agencies (BLUD) through community synergy with various institutions and government at lower levels. for managing access to health services.

Abstract

This article describes the impact of achieving the goals of bureaucratic reform through the following aspects: transparency, reducing administrative corruption, improving services, and empowerment by using the Quick Information Service Assistant application at the Class II District Court Office, Tanah Grogot Regency. The problem is focused on the impact of using the ALICE application. To approach this problem, a theoretical reference is used (Indrayani, 2020) that e-Government applications have shown an impact on the goals of public sector reform through information disclosure for the public, service transparency, increasing community participation. have an impact on reducing corruption, increasing accessibility and empowering the public. The implementation of the ALICE application is still at the emerging stage in terms of e-Government implementation, while the level of innovation is in the first stage, namely e-information. The data were collected through interview techniques, observations, and literature studies and analyzed through interactive model data analysis techniques (Miles et al., 2014). This article concludes that the Quick Information Service Assistant Application has provided essential information for the public regarding requests for ticket fines, requests for certificates, information on the trial agenda, information on fees and remaining down payments, court fees, and information on the Supreme Court e-court. The positive impact felt by the presence of the Rapid Information Service Assistant, namely increasing service transparency and encouraging active community participation. Then the impact in reducing the occurrence of administrative corruption occurs because there is no meeting between the public and officers. In contrast, in the aspect of improving the quality of service, the public does not need to spend transportation costs to get information. Abstract

This article aims to empirically test the influence of service quality on the satisfaction of the community users of Sidoarjo Regency Public Service Mall. The problem is focused on the quality of service contained in the Sidoarjo Regency Public Service Mall. To approach this problem, theories from Zeithaml, Berry, and Parasuraman are used about 5 (five) indicators of service quality, including tangible, reliability, responsiveness, assurance, and empathy that are analyzed quantitatively. The data analysis techniques applied in this study use instrument validity and reliability tests, variable descriptive statistical analysis tests, inferential statistical analysis tests, simple linear regression analysis tests, determination coefficient (R2) tests, t statistical tests. This study shows that the effect of service quality on the satisfaction of the community of users of the Sidoarjo Regency Public Service Mall gives a significance value of 0,000 and the value is smaller than 0.05. The data showed that the quality of service had a positive effect on community satisfaction, which made Ha accepted and Ho rejected. The results also showed an R Square value of 0.171 or 17.10%. This explains that the contribution of service quality related to the community satisfaction variable is worth 17.10%. While the rest of the calculation is worth 82.90% due to the influence of other factors that are not included in this study.

Abstract

This study aims to analyze and explain the strategy of Sambas Regency to develop Village-Owned Enterprises to improve the community's economy. This study also examines the obstacles/constraints experienced by local governments in developing Village-Owned Enterprises in their regions. The authors used qualitative methods with case study variants and literature studies as data collection techniques. The results of this study indicate that the role of the Sambas Regency Government in fostering Village-Owned Enterprises is felt to be getting better, as indicated by its role through the Agency of Social and Village Community Empowerment Services which always facilitates village government and Village-Owned Enterprises management by providing training, coaching, and supervision. In addition, the management of Village-Owned Enterprises is still quite difficult due to problems such as limited human resources. Until now, there are still many obstacles that must be resolved by the local government or the Village-Owned Enterprises managers themselves.

Abstract

The advent of social media in recent times has increased the ways through which the citizenry can hold its government accountable. This study on a survey of the citizen’s perception of government accountability in the era of social media in Nigeria examined two specific objectives which are to ascertain the extent of citizen’s perception of government accountability in the era of social media and to determine the relationship between socioeconomic profile and citizen’s perception of government accountability in social media era in Nigeria. Google form was deployed to various social media platforms for data collection and analysis. The data came in from 150 respondents, downloaded and used. Principal factor analysis and linear regression model were the analytical tools used to achieve the study objectives. The study found that the average age and family sizes were 48 years and 9 people respectively. The average monthly income was 159.09 USD. The extent of citizen’s perception was rotated into three and named as online fear, power of social media, and information availability factors which explained 58.58% total variation in citizen’s perception. The study further found that age, household size, employment status, and monthly income of the respondents were the socioeconomic variables relating to the citizen’s perception in the study area. Seeing that social media is a means to hold the leaders accountable in recent times, the study, therefore, recommends that social media and its platforms should be embraced by our leaders rather than restricting its use in Nigeria.

Abstract

This article aims to explain the effectiveness of e-commerce platforms Banyuwangimall.com in the development of Small and Medium Enterprises in Banyuwangi. The problem is focused on the problem of dysfunction on e-commerce platforms Banyuwangi-Mall.com as a place to buy and sell people online as well as to increase market share and competitiveness of small and medium-sized businesses.  To approach this problem, the reference indicators of effectiveness are used according to Budiani (2017), data is collected through literature studies, where sources and data are obtained from journals, books, online news, or websites. This study concluded that the effectiveness of the e-commerce platform Banyuwangimall.com in the development of small and medium-sized businesses has not been fully effective. Of the four effectiveness indicator variables, three variables have been fulfilled, but their implementation is still not optimal enough, the three variables are the alignment of program goals, socialization, and program monitoring. One variable that has not been fulfilled is the achievement of the program objectives. The malfunction of Banyuwangi-mall.com from the end of February 2021 to the end of January 2022 signifies the stagnation of the implementation of a program.

Abstract

This article aims to discuss the effectiveness of the Minang Mart partnership pattern in empowering local Micro, Small, and Medium Enterprises in Padang City, West Sumatra. The problem is focused on the realization of Minang Mart's idea for empowerment and collaboration with local traders and MSMEs. Along with its development, Minang Mart has come out of the initial idea, namely the modernization and empowerment of local traders, and local Micro, Small, and Medium Enterprises have not been implemented until now. To approach this problem, Nugroho's theoretical reference was used regarding the effectiveness of a policy which was put forward in four "right" ways, namely the right policy, the right implementer, the right target, and the right environment. The data were collected through observation and documentation techniques. This study was qualitative research with a descriptive approach and inductive analysis. This study concludes that based on the four "correct" policies in the effective study of policies, the West Sumatra government was not ready with what was announced and it was known that the policies regarding Minang Mart have not been implemented effectively. Minang Mart's policy was the right policy and has not fulfilled the right implementation, right target, and environmental aspects. It is known that Minang Mart is currently managed by the private sector, Minang Mart's partnership with local Micro, Small, and Medium Enterprises has not materialized, and there are no zoning regulations regarding the establishment of Minang Mart.
