Abstract

The development of Bengkulu Naval Airbase is a strategic initiative to enhance Indonesia's maritime defense capabilities, but various barriers have hindered its implementation. This study investigates the obstacles and supporting factors and provides actionable recommendations for its realization. This research uses the Suhirwan Quasy Qualitative methodological procedure comprising 13 distinct steps. In the initial phase, theoretical frameworks are utilized to construct structured interview guidelines for data collection. During the final phase, the same theoretical foundations serve to validate and confirm research findings derived from empirical data. The methodology combines theory and evidence through a two-phase approach: first as a design framework, then as an analytical validation tool. Data was collected through structured interviews and documentary studies from Navy officials, the Governor of Bengkulu, and stakeholders. The analysis uses triangulation to cross-check findings from multiple data sources and perspectives, ensuring rigor and validity. The findings emphasize the importance of leadership commitment, especially from the Bengkulu Governor, and effective coordination with the Ministry of Transportation. The study shows that developing the Bengkulu Naval Airbase is vital not only for maritime defense but also for boosting the local economy and community development. To address implementation challenges, the study recommends formalizing inter-agency coordination, optimizing resource distribution based on performance, and strengthening leadership support through accountability and training, all tailored to the military airbase context and informed by theory and practice. By addressing these factors, the Indonesian Navy can effectively develop the Bengkulu naval airbase, supporting broader national security goals.

Abstract

Cybersecurity became Indonesia’s national defense priority after the April 2024 ransomware attack on critical infrastructure exposed systemic vulnerabilities. Despite BSSN’s establishment, inter-agency coordination remains fragmented, and response delays persist. This study aims to identify the key determinants of cyber-incident severity and propose data-driven policy recommendations. A descriptive quantitative approach was applied to all 77 incidents recorded by BSSN from January to September 2024 a period chosen because it follows new regulatory measures introduced at the start of 2024 and includes multiple high-profile events. BSSN data were cross-referenced with Kominfo and Id-SIRTII logs (revealing an 8 percent discrepancy) to enhance validity. Preprocessing involved removing non-contributory fields, grouping by attack type, sector, and severity, converting categorical variables (Incident Type, Sector, Origin, Mitigation Measures, Response Time, Status) into factors, and stratified splitting into 80 percent training and 20 percent testing subsets. A decision tree model in RStudio (pruned with cp = 0.05) yielded 93.75 percent accuracy, validated by 10-fold cross-validation (mean accuracy 92.5 percent, SD 2.1 percent). Results show Incident Type as the strongest predictor of severity, followed by Mitigation Measures and Response Time. Attacks responded to within 24 hours seldom exceed medium severity, whereas delays over 48 hours, especially for exploits, Trojans, and malware, almost always result in critical outcomes. Additionally, incidents from the United States and Singapore disproportionately target underdeveloped infrastructure and governance sectors, increasing severity. To bolster Indonesia’s cybersecurity resilience, recommendations include: expanding secure, evenly distributed digital infrastructure; establishing and reinforcing provincial CSIRTs; enforcing uniform audit and certification standards; and integrating digital literacy into education. Ultimately, deepening ASEAN CERT integration through synchronized incident classification and real-time threat attribution will bridge national and regional defense gaps, thereby enhancing cross-border response capabilities

Abstract

The research investigates the challenges faced by environmental and indigenous activists in Indonesia, focusing on how legal and institutional frameworks contribute to criminalization and repression. Using a qualitative case study approach, the research analyzed several landmark cases, including those of Daniel Frits Tangkilisan, Jasmin, and others, to identify recurring patterns of legal intimidation, particularly through the misuse of defamation and subversion provisions. These cases were selected based on their representativeness and relevance to broader trends observed in environmental conflicts involving indigenous peoples. The research identified systemic gaps in legal protection for environmental defenders by tracing the legal trajectory and socio-political context surrounding the incidents. These gaps allow industrial interests to suppress dissent and perpetuate ecological damage without adequate accountability. The findings demonstrate the interconnectedness of these patterns, exposing a broader legal and political landscape that fails to adequately safeguard human rights and environmental justice. The research contributes to academic discourse by offering a critical reflection on how existing legal instruments in Indonesia fail to address these issues. It argues that the passage of the Indigenous Peoples Bill could be an important step toward institutional reform by strengthening legal protections, enabling participatory resource governance, and reducing the criminalization of legitimate advocacy efforts. The novelty of this research lies in the analytical link between individual case dynamics and structural legal deficiencies, which provides a framework for policy discussions rooted in empirical evidence and grounded analysis.

Abstract

The Russia-Ukraine War (2022) is a conflict that can be explained in terms of state behaviour (Russia) to defend itself from threats (NATO) by acting aggressively in accordance with Mearsheimer's theory of Offensive Realism. NATO's desire became the regional political context that drove the decision to invade Ukraine in 2022. The invasion had economic (and war) repercussions with international pressure with economic sanctions, but the war was sustained with capital and natural resources from its supporting coalition of powerful oligarchs and siloviki in Putin's circle and a national economic strategy to mitigate the economic sanctions. In addition to economics, the internal conflict within the military with the Wagner Coup was also an implication of the domestic military politics of the Russia-Ukraine War. Using a literature review, these three contexts are important to analyse the political, military and economic implications of the Russia-Ukraine War (2022).

Abstract

The sophistication of Artificial Intelligence (AI) has the potential to increase the complexity of terrorism, although AI can also facilitate counter-terrorism efforts. On the other hand, the Quran, as a source of inspiration and guidance for Muslims, encourages Muslim intellectuals to actualize its teachings in response to emerging issues. This article aims to discuss the potential development of terrorism that utilizes AI and to explore the Quranic response to counter-terrorism scenarios in the AI era. The method used is qualitative, categorized as library research based on its data sources. Documentation serves as the main data collection technique. The analysis is conducted inductively, with comparative analysis prior to drawing the conclusion. The findings of this study indicate that the potential development of terrorism through AI includes enhanced cyber-attack capabilities, autonomous weapons, false propaganda dissemination, data exploitation, disruption of vital infrastructure, and recruitment and deepening of radicalization. Furthermore, scenarios for using AI in counter-terrorism and the Quranic response to them include predictive analysis of terrorist activities and identification of radicalization warning signs as preventive measures aligned with the Quranic teaching of sadd aż-żarī’ah, detection of misinformation and disinformation in line with the values in Surah Al-Hujurat [49: 6], moderation and automatic content removal aligned with the values in Surah An-Nisa [4: 148], and counter-narratives to terrorism and extremism aligned with the values in Surah An-Nahl [16: 125]. Therefore, it is also important for Islamic scholars, as successors holding religious authority in Islam, to actively participate in disseminating the values of the Qur’an that reject all forms of terrorism, so they can contribute to combating the growth of terrorism in the AI era.

Abstract

Indonesia is one of the countries with a fairly solid economy. Indonesia's foreign exchange reserves reached US$146,383.75 million. This amount should help improve the welfare of its people. However, the fact is that corruption harms the state budget so that people's welfare cannot be fulfilled. As of 2023, Indonesia has lost at least Rp28.412.786.978.089 in 791 cases involving 1,695 suspects. Even after serving their prison sentences, these corruptors' actions fail to provide a significant deterrent effect. Therefore, the imposition of the death penalty is necessary to deter corruption crimes in Indonesia. In this study, we will analyze the stability of the critical point in the mathematical model that incorporates the modified imposition of the death penalty on the corruptor population (C). In the mathematical model of corruption, there are three populations: Susceptible population (S), Corruptor population (C), and Honest population (H). The goal is none other than to minimize and eliminate the corrupt population. The results indicated that there were two critical point conditions: (S1, C1, H1) and (S*, C*, H*). The critical points (S*, C*, H*) show that the corruptor population and honest population still exist. As for the critical point (S1, C1, H1), it appears that the corruptor population and honest population are extinct. This study shows that the imposition of the death penalty in corruption cases can exterminate the corruptor population and certainly has implications for the extinction of the honest population. The value of the benchmark parameter clearly influences this result. Therefore, it can be concluded that applying this research may reduce corruption cases and enhance defense management by promoting accountable state financial management.

Abstract

The land philosophy embraced by indigenous communities fundamentally represents a microcosm of patriotic character. When discussing ancestral land philosophy, indigenous communities demonstrate profound reverence for inherited land, perceiving it as a living entity or maternal figure that embodies values of loyalty and filial piety. This perspective fosters responsible attitudes toward environmental conservation, as land is viewed as a living being that requires protection. Indigenous land philosophy places strong emphasis on intergenerational responsibility to preserve land for future descendants. This aligns with efforts to maintain national cultural heritage through the preservation of ancestral land values. The concept of communal land ownership within indigenous communities also reflects values of unity and mutual cooperation that form the foundation of communal life. The profound connection to homeland represents a shared emphasis in both indigenous land philosophy and patriotic spirit. Indonesia's independence struggle history has demonstrated how threats to ancestral land sovereignty can ignite patriotic resistance. This study utilizes qualitative literature review with systematic content analysis. Data was collected from academic sources including books and journal articles relevant to the research topic, This reflects a holistic approach to national loyalty and identity, where connection to land transcends physical boundaries to include spiritual and cultural dimensions, forming a robust foundation for authentic and sustainable love of country. The indigenous perspective on land thus provides valuable insights into how traditional wisdom can inform and enrich contemporary understandings of patriotism and national identity.

Abstract

Managing border areas shows how serious a country is in maintaining and regulating its territorial boundaries. One sign is the existence of a clear and comprehensive rule of law as a guideline for such management. This research analyzes Indonesia's land border management policy by comparing it to global best practices to formulate a more effective and sustainable strategy. A qualitative approach was taken to examine border management policies in various countries as lessons for Indonesia, by analyzing legal, social, and economic aspects through literature studies. Indonesia's border management shows strengths in law, security and diplomacy, but still faces challenges such as a lack of technological infrastructure. Countries like Poland have successfully tackled the hard-to-reach border in the Białowieża Forest by implementing AI-based smart fences. Indonesia can replicate this approach through digital transformation and the development of technology-based surveillance systems. In addition, improvements in strengthening the legal framework, providing incentives for cross-border economic development, increasing diplomatic engagement, and optimizing security surveillance must also be carried out simultaneously as an integrative effort in managing Indonesia's borders.

Abstract

The ASEAN Our Eyes Initiative (OEI) was established as a regional intelligence-sharing platform in response to the growing threat of cyberterrorism in Southeast Asia. As the initiator, Indonesia has demonstrated regional leadership in promoting collective security based on ASEAN’s core principles of identity, nationalism, and strategic integrity. China’s increasing involvement in OEI-related activities introduces a complex strategic dynamic. On one hand, China’s technological support and intelligence-sharing capabilities have the potential to enhance ASEAN’s cyber defense. On the other hand, dependence on external actors may undermine ASEAN’s strategic autonomy and weaken its leadership in regional security affairs. This study offers a novel contribution by critically examining the ambivalent role of China in the OEI, an aspect that remains underexplored in current defense literature. Using a qualitative approach through a structured literature review, this research analyzes academic publications, official defense policies, and intelligence-related reports to evaluate both the benefits and risks of China’s participation. The findings indicate that while China’s involvement can significantly enhance ASEAN’s operational capacity in addressing cyberterrorism, it also carries the potential to shift the regional balance of power, thereby threatening ASEAN’s identity and independence as a security actor. This leads to clear policy implications in which ASEAN, particularly Indonesia, must establish transparent and rules-based cooperation frameworks to define the boundaries of external engagement. Strengthening intra-ASEAN collaboration and investing in domestic cyber defense capabilities are essential to safeguarding the sustainability of OEI. By maintaining a careful balance between external support and regional sovereignty, OEI can continue to serve as a credible, ASEAN-driven security mechanism. This study recommends enhancing joint oversight mechanisms, legal safeguards, and internal resilience to ensure that the initiative remains rooted in the region’s foundational values of unity, autonomy, and collective integrity.

Abstract

The news about the Indonesian National Army’s, or Tentara Nasional Indonesia (TNI), budget for internet buzzers has led to public disapproval. This disagreement shows how the public is still unfamiliar with the idea that Influence Operations and Information Warfare (IOIW) is now a thing in national security and defense strategy. This article aims to make sense of why TNI should consider the IOIW capability. With the library research method, this article introduces the conceptual and theoretical argument of Noopolitik and IOIW to the Indonesian policymakers and the general public. Noopolitik is a concept explaining the existence of the noosphere, a world "thinking circuit" and "realm of the mind" that politicians today, in the era of advanced information and communication technology, also consider. Thus, Noopolitik allows us to rationalize that a country nowadays should consider not only the geosphere for its national interest but also the noosphere which one country may hijack and influence through information dissemination. Thus, the noosphere is now a new emergent battlefield, and IOIW refers to the combat that takes place on it, with the goal of gaining influence using information as a weapon. With that idea, this article argues that it is reasonable for TNI to procure the capability for IOIW. The IOIW ability will allow TNI to protect the Indonesian Noosphere from the attacks of its potential adversaries, as they might want to influence Indonesian public opinion and action in a hostile outcome for the nation's harmony and stability. The general public have to grasp the theoretical framework of Noopolitik, which elucidates the contemporary relevance of IOIW. It will lead them to have necessary understanding why should they provide support to TNI for the procurement of additional power for IOIW capabilities when required. This article may function as an initial evaluation for politicians and the public to recognize TNI's augmentation of the IOIW force.
