Abstract

Nation Branding serves to build, develop, and maintain a good image of a country. This theory is based on the results of observations and studies that claim that a country's success in competing in the global market is strongly influenced by the country's brand image. In fact, it is said that the branding and image of a country coupled with a commensurate transfer of the image to the products produced as important as the products produced by the state itself. To build a maritime shaft Indonesia, of course, all potential make it happen. Including deployed for the construction of national branding are integrated in a unified concept, the which raised or highlight the potential of marine and maritime aspects. National branding of course need to be integrated with other brandings the creation for similar interests. Likewise city branding of each of the cities, especially coastal cities, should refer to the main theme of national branding, the marine and maritime sectors. With the unified theme of branding will be forming a strong image. And more memorable. The need for national branding as the promotion of marine and maritime vision of Indonesia roomates in turn attract more investors, tourists, and enhance the value and competitiveness of trade with other countries. The idea to make-the Riau Islands as Indonesia and the axle shafts maritime world, should be supported by policies and decisions seriously. Strategic geographical location between South China Sea and the Malacca strait with natural resources potential. Riau Islands Province, it is possible to become a center of economic growth in the Republic of Indonesia in the future. Riau Islands directly dealing with neighboring Singapore and Malaysia. Besides, It also became connectivity or connect between one region and another. In addition to sea lanes, some areas need to be connected to the airport. Now is the time Indonesia needs to build a national branding according to the vision of marine and maritime government aim to achieve. Not only touched the tourism sector alone, but also need to reflect the potential of natural and marine industries are extensive. So that not only attract tourists to visit, but also able to invite the interest of investors to invest in the marine and maritime sectors

Abstract

The touch of a moral element must be higher than the minimum intellectual or there is a balance between morality and professionalism. Ethics is always associated with human customs or habits, whether it is a good practice as well as deviant or bad habits, how people should behave and act in interacting with other humans. In the reality of social life, all societies have moral rules that allow or prohibit certain acts. Professionalism is a demand that can not be avoided if the government wants a good performance, but the meaning of professionalism is only interpreted in terms of skills (skillful) solely so that the various education and training is only intended to develop his skills. Difficult to deny that a high skill without coupled high morality anyway does not mean anything. For that we need to have a strategy efforts should be made so that the apparatus of professionalism and morality in a balanced manner. The strategy should be designed to improve the performance of the government is the balancing act between the development of professionalism and morality bureaucratic apparatus.

Abstract

Tourism and prostitution like ants and sugar, as inseparable. Where there is a growing tourism destination, there helped grow prostitution. Prostitution is happening in the area of tourism destinations often do not grow with the unintended, but also grow naturally. These days, children and young women prostituted in Indonesia are increasingly being published. Young women trapped in prostitution is growing like mushrooms in the rainy season. Riau Islands Province (Riau) as one of the provinces which become the leading tourist destinations in Indonesia also inseparable from the phenomenon of prostitution. Causes of child prostitution in Riau diverse, ranging from geographic location Kepri near neighboring countries, Riau Islands as a tourist destination, economic pressure, entangled syndicates pimp, child prostitution orientation shifted into the temptation of fun and luxury. Pleasure (fun), meaning they are prostituting themselves not for economic reasons but rather to want to have fun. This occurs due to the interpretation of children and adolescents who deviate (from the morals and values of society Indonesia) towards virginity and illicit sexual relations. Then, some are prostituting themselves because of the temptation for luxury and life style.

Abstract

The research is aim at describing the implementation of development planing meeting (Musrenbang) in kelurahan Sitokok, Kecamatan Bulang Kota Batam. Beside of, its aim identifitiying and inhibiting fighters of society role in planing and contructing in kelurahan Setokok. The research used qualitative and descriptive approach. There were two kinds of data taken, first is primary data and second is secondary data. In collecting data, the technique used were observation method, interview method, and documentation method, in analying data, reduction data technique was used furthurmore, the presenting of result of analysis and verivication and draw the coclussion. The result of analisis showed that the society in development plan meeting in kelurahan setokok ran as societys expection. How ever, there were some inhibiting factors founds such as the societyss distrust on stakeholder its caused by the socio economic gap in each area. The important of development planing meeting (musrenbang) is to give the chance to society to partipate in democratic way. Therefore the the society aspiration can be sent to disstrict of batam government

Abstract

Decentralization can be defined as the delivery of affairs by the central government to the regions based on the principle of autonomy. The Village can be interpreted as a form of "local state government", or the state government at the level of local communities. Urban Village will no longer have full authority and autonomy over the provision of political decision-making in the region. Lurah legal position is under the District government. This is apparent in Act No. 9 of 20015 on Pemerintahn Regions. In this study, the authors conducted a qualitative descriptive analysis, to determine the extent of the authority of the Village in carrying out government activities in the territories kerjannya. The result is clearly illustrated that the village no longer have the authority and the full steering function in terms of coordination, coaching, facilitation, and pengedalian of rowing or organizer functions directly in the region kerjannya an affair. Village authority has been concentrated at the district level. These conditions resulted in village level governance becomes rigid, mechanical and tends to be less dynamic. Decision-making and policy services at village level also diperediksi can not be done quickly, therefore it is more appropriate attributive authority given to the Village to promote the creation of a direct relationship between the general public as the recipient of services, without having to wait for directives or instructions from the District government. In the framework of the implementation of government activities at the village level, the District government should provide "space" which is free to the elements of work equipment in accordance with the administrative duties and functions and regulations that apply so that does not become a barrier for the village in terms of providing services to the community.

Abstract

The education system is expressed as a civilizing process learners that lasts a lifetime. Educational institutions are not able to manage the change, will be missed. Because this is in line with the paradigm shift in the organization of the 'market oriented' to 'resources oriented', then that could be taken is to reorganize its resources in order to survive in the long-term competitiveness. One appropriate way is to implement Total Quality Management. Providing education and finance contained in budgets (Budget School) is integral. The essence of interest budgets, presumably not a matter of profit and loss, but how the educational needs in schools can be fulfilled. This paper will discuss the implementation of TQM-based budgets with a view across the indicators are customer focus, continuous improvement, management comitment to quality, and employee empowerment
