TAZKIR: Jurnal Penelitian ilmu-ilmu sosial dan keislaman published in 2015 with P-ISSN: 2442-7004, and E-ISSN: 2460-609X is A peer-reviewed journal that is published by the LPPM IAIN Padangsidimpuan, North Sumatera, Indonesia. The journal an effort to provide forums for academicians and researchers who are interested in the discussion of current and future issues on Islamic studies. The journal is dedicated to the scholarly study of all aspects of Islam and of the Islamic world. Particular attention is paid to works dealing with history, geography, political science, economics, anthropology, sociology, law, literature, religion, philosophy, international relations, environmental and developmental issues, as well as ethical questions related to scientific research. <![CDATA[ABSTRAKDi Indonesia, judi merupakan salah satu akar budaya yang sangat kental walaupun sifatnya laten karena secara hukum masih bersifat ilegal sebagaimana tertuang dalam UU No 7/1974 Pasal 303 KUHP yang menyatakan semua tindak pidana perjudian sebagai kejahatan. Permainan judi online merupakan salah satu dari jenis tindakan cybercrime sebagaimana tertuang dalam UU ITE No 11/2008 Pasal 27 yang berbunyi bahwa setiap orang yang dengan sengaja dan tanpa hak mendistribusikan, mentransmisikan atau membuat dapat diaksesnya informasi atau dokumen elektronik yang memiliki muatan perjudian dapat dikenakan sanksi pidana. Hal inilah yang menarik penulis untuk meneliti mengenai pelaksanaan kepolisian dalam menanggulangi judi online di Padangsidimpuan.Dengan adanya koordinasi dan kerja sama yang baik antra masyarakat dan aparat penegak hukum akan mempermudah kepolisian dalam membongkar perjudian online tersebut. Berdasarkan pemaparan singkat latar belakang masalah tersebut menghasilkan permasalahan sebagai berikut:Bagaiman pelaksanaan kepolisian dalam rangka menanggulangi perjudian online di Padangsidimpuan dan Apa yang menjadi hambatan bagi Polisi dalam menanggulangi perjudian online di Padangsidimpuan.Adapun Jenis Penelitian adalah penelitian kualitatif dalam bentuk sosial (field research) yaitu penelitian yang obyeknya mengenai gejala-gejala atau peristiwa yang terjadi pada masyarakat dan dipadukan dengan kepustakaan.Berdasarkan uraian yang telah dipaparkan di atas dapat dilihat bahwa pelaksanaan kepolisian dalam menanggulangi judi online di padangsidimpuan belum terlaksana dengan baik disebabkan beberapa faktor dan fungsionalisasi hukum pidana terhadap tindak pidana perjudian tidak hanya terletak pada efesiensi dan efektivitas kinerja masing-masing subsistem dalam peradilan pidana melainkan juga tergantung pada dukungan sosial maupun kelembagaan dalam rangka pembentukan opini masyarakat tentang tindak pidana perjudian dan sosialisasi hukum nasional secara luas.   ABSTRAKIn Indonesia, gambling is one of the cultural roots that is very thick despite its latent nature because it is legally still illegal as stated in Law No. 7/1974 Article 303 of the Criminal Code which states that all gambling crimes are crimes. Online gambling games are one of the types of cybercrime actions as stated in the ITE Law No. 11/2008 Article 27 which states that every person who intentionally and without rights distributes, transmits or makes access to information or electronic documents that have gambling content subject to sanctions criminal. This is what attracts the writer to examine the implementation of police in tackling online gambling in Padangsidimpuan.With good coordination and cooperation between the community and law enforcement officials, it will make it easier for the police to dismantle the online gambling. Based on a brief explanation of the background of the problem, the following problems are generated: How the police implement in order to overcome online gambling in Padangsidimpuan and What is a barrier for Police in tackling online gambling in Padangsidimpuan.The type of research is qualitative research in the form of social (field research) that is research whose objects are about the symptoms or events that occur in the community and combined with literature. Based on the description described above it can be seen that the implementation of police in tackling online gambling in Padangsidimpuan has not been implemented well due to several factors and functionalization of criminal law against gambling crime not only lies in the efficiency and effectiveness of the performance of each subsystem in criminal justice but also depends on social and institutional support in order to form public opinion about the crime of gambling and legal socialization nationally wide. Kata Kunci : Kepolisian, Judi Online, Padangsidimpuan]]>

<![CDATA[This research is about teacher’s strategues in forming the students’ characters at Madrasah Ibtidaiyah Terpadu Mutiara Padangsidimpuan. There is a special character of this school in implementing characterized curriculum based fitrah. It ws done qualitatively by describing the phenomeneon in the field. <![CDATA[Penelitian ini diangkat berdasarkan permasalahan yang ada dalam pengajaran reading comprehension.  Peneliti mengidentifikasi bahwa terdapat permasalahan dalam pembelajaran Bahasa Inggris, khususnya dalam pengajaran reading comprehension. Tujuan penelitian ini adalah dalam rangka menemukan strategi pengajaran guru dalam mengajar reading comprehension dan masalah-masalah yang dihadapi guru dalam mengajar reading comprehension di SMA N 2 Padang Bolak. Penelitian ini dilakukan secara kualitatif dengan sumber data adalah guru-guru Bahasa Inggris, para siswa, dan Kepala Sekolah. Dalam rangka mengumpulkan data, para peneliti melakukan wawancara dan observasi pada sumber data penelitian, dan akhirnya data dianalisis melalui data managing, reading, classifying, dan interpreting. Dari hasil penelitian ditemukan bahwa guru mengaktifkan skemata siswa untuk bisa memahami teks dalam kegiatan membaca dan membaca keras. Sementara masalah yang dihadapi guru dalam mengajar adalah rebut di kelas, malas belajar, tidak adanya media dalam pembelajaran, dan kurangnya motivasi dari orangtua untuk belajar. Dalam hal ini disarankan kepada guru untuk melakukan beberapa hal seperti memberikan motivasi kepada siswa untuk lebih giat belajar, memberikan nasehat bagi yang sering membuat keributan atau ketiduran pada saat belajar atau memindahkan tempat duduk dari satu tempat ke tempat lainnya, dan memberikan penghargaan atau hadiah bagi siswa yang mendapatkan pelajaran dengan cepat]]>

<![CDATA[The problem in this research is how the practice of buying and selling goods by means of IFSAD Wek-I Subdistrict Padangsidimpuan North District, and how Fiqh Muamalah reviews about buying and selling goods by Ifsad in Wek-I Subdistrict, Padangsidimpuan Utara District. The purpose of this study was to find out the practice of buying and selling goods by means of Ifsad Wek-I Subdistrict, Padangsidimpuan North District, and to find out about Fiqh Muamalah review about the sale and purchase of goods by Ifsad in Wek-I Subdistrict, Padangsidimpuan Utara District. This type of research is qualitative research, namely the research process to produce data in the form of explanations, both written and unwritten with the people studied. The researchers examined were 16 sellers and 7 buyers. The results of this study obtained ifsad sale and purchase of goods carried out by some traders in Wek-I Sub-District, North Padangsidimpuan District, namely if the traders sell by weighing and wrapping the cooking oil and granulated sugar with each plastic-sized benchmark. Like wrapping each cooking oil in a plastic measuring ¼ kg. When the buyer comes the seller immediately gives the goods that have been wrapped in advance without any weighing in front of the buyer so as to raise doubts about the buyer. Each package is usually not in accordance with the scales, if the buyer returns to the item purchased because the scale is less, the seller does not want to give less than the purchased, because the seller says that the scales are sold accordingly, while the stall is not indicated when the buyer arrives. An Overview of Muamalah Fiqh on the sale and purchase by Ifsad in Wek-I Subdistrict, Padangsidimpuan Utara Subdistrict has not been in accordance with the provisions contained in one of the conditions of the sale and purchase contract that is known to be known, the amount, the size, or the other sizes.]]>

<![CDATA[ABSTRAK Penelitian ini merupakan upaya untuk mengetahui persepsi masyarakat kota Padangsidimpuan tentang jurusan Ilmu Al-Qur’an dan Tafsir Fakultas syariah dan Ilmu Hukum IAIN Padangsidimpuan. Adapun pertanyaan yang ingin dijawab penulis adalah 1. Bagaimana persepsi masyarakat kota padangsidimpuan tentang Program Studi Ilmu Al-Qur’an dan Tafsir Fakultas Syariah dan Ilmu Hukum IAIN Padangsidimpuan. 2. Faktor apa saja yang mempengaruhi masyarakat untuk/tidak memilih Program Studi Ilmu Al-Qur’an dan Tafsir Fakultas Syariah dan Ilmu Hukum IAIN Padangsidimpuan.Penelitian ini merupakan jenis penelitian kualitatif deskriptif, mengingat bahwa obyek yang diteliti adalah keadaan alamiah tentang persepsi sebuah masyarakat, model penelitian ini merupakan metode paling baik guna memperoleh dan mengumpulkan data asli untuk mendeskripsikan keadaan populasi dan untuk mendapatkan data dengan menggunakan metode wawancara dan kuisioner/angket. Data yang terkumpul kemudian disusun dan dianalisis dengan reduksi data, penyusunan data dan mengambil kesimpulan.Berdasarkan temuan lapangan dapat diketahui bahwa persepsi masyarakat kota Padangsidimpuan tentang Jurusan Ilmu Al-Qur’an dan Tafsir sebagai berikut : 1. Pendidikan itu penting bagi seorang anak agar bisa bersaing dengan jaman yang semakin modern, menjadi orang berhasil, berilmu dan ternama dalam masyarakat yang akan menjadi kebanggaan. Selain itu masyarakat juga berkeinginan untuk menyekolahkan anaknya ke jurusan Ilmu Al-Qur’an dan Tafsir untuk mendapatkan ilmu agama terkhusus al-Qur’an dan Tafsir. Oleh sebab itu masyarakat harus memberikan dukungan yang positif dalam rangka untuk mencapai masa depan yang cemerlang. 2. Faktor masyarakat kota Padangsidimpuan tidak memilih jurusan Ilmu al-Qur’an dan Tafsir diantaranya (a) ketidak tahuan masyarakat adanya prodi Ilmu al-Qur’an dan Tafsir. Berdasarkan data yang diperoleh bahwa informasi dan sosialisasi dibutuhkan untuk mendukung pengetahuan masyarakat Kota Padangsidimpuan tentang Program studi Ilmu Al-Qur’an dan Tafsir sehingga bisa menjadi program studi yang sangat diminati oleh masyarakat kota Padangsidimpuan khususnya. (b) Minat dan bakat anak. Sebahagian besar masyarakat kota padangsidimpuan mengatakan tidak memaksakan anaknya untuk mengambil suatu jurusan, dengan kata lain tidak menyarankan untuk program studi Ilmu Al-Qur’an dan Tafsir. Namun melihat dahulu kemana bakat, minat, atau kemampuan yang dimiliki anak agar nanti tidak menyesal ataupun berhenti di tengah jalan. (c) Faktor pekerjaan. Pekerjaan sangat dipengaruhi oleh tingkat pendidikan yang di miliki. Dalam memilih program studi di perguruan tinggi, perlu sekali diperhatikan bahwa program studi yang dipilih betul-betul mempersiapkan mahasiswa untuk mendapatkan pekerjaan yang tepat dan melatih kemampuan yang sungguh-sungguh dibutuhkan dalam masyarakat. Abstrak This research is an attempt to find out the perception of the people of Padangsidimpuan city about the Department of Al-Qur'an and Tafsir of the Faculty of Sharia and the Law of IAIN Padangsidimpuan. The question that the writer wants to answer is 1. What is the perception of the city community about the Al-Qur'an Science Study Program and the Interpretation of the Faculty of Sharia and IAIN Law in Padangsidimpuan. 2. What factors influence the community to / do not choose the Al-Qur'an Science Study Program and the Interpretation of the Faculty of Sharia and IAIN Padangsidimpuan Law.This research is a descriptive qualitative research type, considering that the object under study is a natural state of perceptions of a society, this research model is the best method to obtain and collect original data to describe the state of the population and to obtain data using interviews and questionnaires / questionnaires . The collected data is then compiled and analyzed by data reduction, compiling data and drawing conclusions.Based on the findings of the field it can be seen that the perception of the people of Padangsidimpuan city about the Department of Al-Qur'an and Tafsir are as follows: 1. Education is important for a child to be able to compete with an increasingly modern era, become successful, knowledgeable and famous in a society that will be pride. In addition, the community also wants to send their children to the Department of Al-Qur'an and Interpretation to get religious knowledge, especially the Qur'an and Interpretation. Therefore the community must provide positive support in order to achieve a brilliant future. 2. Factors in the city of Padangsidimpuan do not choose majors in Al-Qur'an and Interpretation, including (a) public ignorance of study programs in Qur'an and Interpretation. Based on the data obtained that information and socialization is needed to support the knowledge of the City of Padangsidimpuan people about the study program of Al-Qur'an and Interpretation so that it can be a study program that is in great demand by the people of Padangsidimpuan city in particular. (b) Children's interest and talent. Most of the people in the city of Padjadjaran said they did not force their children to take a department, in other words did not recommend for the study program of Al-Qur'an and Interpretation. But first see where the talents, interests, or abilities of the child so that later will not regret or stop in the middle of the road. (c) Job factors. The work is very much influenced by the level of education they have. In choosing a study program in a college, it is important to note that the chosen study program really prepares students to get the right job and practice skills that are truly needed in society.]]>

<![CDATA[Artikel ini mengeksplorasi strategi-strategi membaca yang digunakan oleh mahasiswa sebagai pembaca yang sukses dan mencari tahu srategi membaca yang dominan digunakan oleh mahasiswa. Untuk mengumpulkan data, penelitian ini dilakukan dengan metode deskriptif kualitatif pada jenis studi kasus. Informan penelitian adalah 9 mahasiswa Program Studi Bahasa Inggris yang telah melewati dua mata kuliah Reading Comprehension. Untuk mengumpulkan data dalam penelitian ini, pada peneliti melakukan dua jenis test yakni tes pilihan berganda dan essay untuk mengetahui Reading Comprehension mahasiswa dan pedoman wawancara untuk mengetahui strategi membaca yang digunakan. Dalam Analisa data, para peneliti melakukan reduksi data, display data, dan kesimpulan / verifikasi data. Hasil penelitian menunjukkan bahwa cukup banyak strategi membaca yang digunakan oleh succesfull readers di IAIN Padangsidimpuan, yakni looking the kind of the text and reading the passage, reading first paragraph, focusing on first and last paragraph, focusing on the first paragraph and reading the passage, and others. Strategy yang paling sering digunakan adalah focusing on the first sentence, and focusing on the last paragraph. Dari hasil penelitian ini, para peneliti menyarankan agar para pembaca lebih menggunakan strategu yang bervariasi dalam membaca agar supaya semakin meningkatkan kemampuan membaca mahasiswa ataupun pembaca.]]>

<![CDATA[The homelessness phenomenon becomes homework that requires the central and regional governments to as known that provide solutions, immedietly. It is caused of their existence continues to grow along with the high level of poverty, as known that poverty is the main reason of urbanites from rural areas to the city in hopes of getting jobs and can change their lives. Unfortunity most of them come without education and expertise, thus requiring them to take odd jobs in order to full their needs. Their presence is not expected by all parties. Islam strongly forbids them become beggars, even inside Undang – Undang Dasar 1945, it is clearly stated that their existence is the responsibility of the government. Than, in positive law in Indonesia also expressly provides criminal sanctions for those who carry out tramps with imprisonment sanctions of 3 to 6 months in accordance with article 505 of the KUH Code. The problem of homelessness is also regulated in Islam. Yusuf Qardhawi said that the government may give criminal ta'zir for homeless, because their deeds are not honorable. The honor is very protected in Islam, namely the hift al-ird (guarding honor) which is one of the dhururiah's needs.]]>

<![CDATA[In carrying out the payment of rice farming zakat in Huristak District, Padang Lawas District, the farmers in giving their zakat determines the person who becomes mustahiq, usually is the fisabilillah category because that is what is usually there especially the amil that is officially determined does not yet exist. From the tradition that passed in the midst of the community where the farmers after giving their zakat to the mustahiq, then the mustahiq took their share 1/8 of the zakat they received, the rest handed back to muzakki to be used according to their needs. And usually if mustahiq does not give part of it back to the muzakkin, then mustahiq will become a chatter of people in the community and the simuzakki will not want to give zakat to him at the next harvest. The reason for mustahiq returning his zakat right to muzakki after taking it partially in the district Huristak Kab Padang Lawas. From each of the rice farmers who have the obligation to pay their income zakat (enough Nisab). mustahiq said that the zakat is only 1/8, while the rest is the rights of others who are stipulated by Allah in the Qur'an, because mustahiq cannot give to mustahiq which is partly returned to the muzakki so that it can be given to others]]>

<![CDATA[The focus of this research is the understanding of lecturers and students about poda na lima of keep your soul clean and media literacy in filtering the news circulating in online media with the concept of poda na lima which focused on the concept of local wisdom with regional philosophical principles, namely paias rohamu (cleansing your soul) in students and lecturers of the Da'wah and Communication Faculty of IAIN Padangsidimpuan. The purpose of this study was to find out about the understanding and efforts of lecturers and students about the poda na lima of keep your soul clean as a form of the concept of media literacy in filtering hoax news. The type of research used by researchers is qualitative with the subject of this research carried out by random sampling with the instruments used in data collection, as a whole data collected through interviews as the main technique of the research, then strengthened by and documentation and observation. The results of the study show that the understanding of lecturers and students about the poda na lima of keep your soul clean as a form of media literacy concept is not materially raised but rather the content value of the five pillars of your spirit. The efforts of lecturers and students to instill the five pillars of keep your soul clean as a form of media literacy filtering hoax news is where the lecturer strives to provide an understanding of self-concept according to the subject area of the student through classroom learning.
