Abstract

The direct election of the Governor and Deputy Governor is the implementation of the mandate of the law, this study has the aim to determine the extent of the performance of the KPU Blitar City in increasing voter participation in the election of the Governor and Deputy Governor of East Java in 2018. There are various problems which includehuman resources from KPU has not been optimal in the level of village government and sub-district government, and lack of participation from the community due to factors of economic interests, domiciles in the outer areas of Blitar City, and lack of public awareness. The performance theory proposed by Mahsun (2012: 77) is used as a theoretical basis. The object of the research was the Blitar City KPU, carried out through a qualitative approach using interview methods and using secondary data in the form of literature studies from several scientific references suitable for following up the analysis of primary data obtained. The results of the study illustrate that the performance of the Blitar City KPU in the election of the Governor and Deputy Governor of East Java in 2018 cannot be said to be optimal. Because there are still obstacles to the Blitar City Election Commission in increasing voter participation which is seen from the indicators of input, process, results and impact.

Abstract

Pelayanan publik merupakan tugas wajib daripada aparatur pemerintah sebagai abdi masyarakat. Pengertian tersebut mengandung pengertian bahwa dalam melaksanakan tugasnya harus senantiasa berusaha melayani kepentingan masyarakat dengan mentaati peraturan yang berlaku. Tipe penelitian ini merupakan tipe peneliti eksplanatori dengan menggunakan metode deskriptif statistik, yaitu penelitian yang bertujuan untuk menguji ada tidaknya hubungan dan pengaruh antara variabel-variabel bebas dan terikat. Yaitu antara variabel kualitas pelayanan publik, Profesionalisme dan Kinerja Pegawai dengan kepuasan masyarakat terhadap pelayanan di Kelurahan Turi Kecamatan Sukorejo Kota Blitar. Hasil penelitian yang mendukung adanya pengaruh yang signifikan kualitas pelayanan publik, profesionalisme, kinerja pegawai terhadap tingkat kepuasan masyarakat di Kelurahan Turi Kecamatan Sukorejo Kota Blitar

Abstract

This study aims to determine the effect of the application of good school governance on the effectiveness of the management of elementary school operational assistance. The method used is descriptive analysis method with a quantitative approach. The sample used saturated samples by showing all treasurers of primary school operational assistance as many as 48 people, data collected by questionnaire techniques while data analysis used multiple linear regression techniques. The results showed that participation had a positive and significant effect on the effectiveness of the management of school operational assistance, transparency had a positive and significant effect on the effectiveness of the management of school operational assistance, while accountability separately did not have a positive and significant effect on the effectiveness of the management of school operational assistance but together participation, transparency and accountability have a positive and significant effect on the effectiveness of managing school operational assistance.

Abstract

As a public servant, a civil servant must demonstrate high work performance. High work performance is a form of evidence that the civil servants concerned can carry out the tasks carried out properly. Therefore, various personnel management policies have been pursued by the government in improving work performance, including mutation, promotion and motivation. The purpose of this study was to find out the influence of achievement motivation, mutation and promotion of work performance of civil servants. Specifically, this study aims to determine the effect of (1) achievement motivation on work performance; (2) mutation of work performance; (3) promotion of work performance; and (4) the significance of the influence of achievement motivation, mutation, and promotion of work performance of civil servants in the Regional Civil Service Agency of the City of Blitar. This study uses descriptive analysis method with a quantitative approach. The research sample used the entire population, namely all civil servants in the Regional Civil Service Agency of Blitar City were 35 people. Data obtained through instruments in the form of questionnaires with linkert scale. Data analysis using multiple linear regression. The results showed that (1) achievement motivation had a positive and significant effect on work performance. (2) mutations have a positive and significant effect on work performance. (3) job promotion does not have a positive and significant effect on work performance. (4) collectively achievement motivation, mutation and promotion have a significant effect on job performance.

Abstract

One of the main components of Regional Original Revenue is regional retribution. Thus in order to improve the ability of Regional Original Revenue, one of them can be achieved by increasing regional revenues from the regional retribution sector. The service quality received by market users as retribution payers will affect the achievement of market retribution targets. The thesis purpose was to analyze the effect of the service quality of Industry and Trade Departement on the effectiveness of withdrawing market parking retribution in Blitar City. The research design was intended to test the research hypothesis and to interpret the causal relationship between independent variables and dependent variables, namely the variable service quality of the market service (X) and the effectiveness of withdrawing market parking retribution (Y). The population was the people who use parking on the market of Blitar City which amounts to an average of 880 people every day. The sample size was 90 respondents with Proportionate Stratifeid Sampling technique. The research instrument used a questionnaire and has been tested for validity and reliability testing. To test or measure the effect of exogenous variables on the endogenous variable used rimple regression analysis. The results showed that there was an effect of the service quality of Industry and Trade Departement affected the effectiveness of withdrawing the parking market retribution in the city of Blitar. The t value was 20,859 that higher than t-table value amount 1,980. The coefficient of determination between the service quality variable of the Trade and Industry Departement (X) with the variable effectiveness of the withdrawal of the market parking retribution (Y) is (0.912)2 = 0.832. This figure indicates that there was 83,2% changes to variable Y explained or determined by variable X. Based on the results, it is expected that the Trade and Industry Departement had improve the quality and quantity of market facilities and infrastructure and parking, so that traders can run their business maximally and consumers are comfortable to shop in traditional markets.
