Abstract

Notary is a public official who has the authority to make an authentic deed. In making an authentic deed, it must be based on the applicable laws and regulations so that legal certainty is created. An authentic deed drawn up before a Notary Public must not only comply with statutory regulations, but is desired by interested parties to ensure the rights and obligations of the parties for the sake of certainty, order and legal protection for interested parties. Notary is a position of trust. The position of trust given by law and society requires a Notary to be responsible for carrying out the trust as well as possible and upholding legal ethics and the dignity and position of his position. In the Notary profession, there is also a code of ethics when a Notary carries out his position must be guided by laws and regulations as well as a notary's code of ethics. Regulations related to the position of a notary are regulated in Law Number 30 of 2004 in conjunction with Law Number 2 of 2014 concerning the Position of Notary or commonly referred to as the Law on Notary Position (UUJN). The Notary Office Law regulates things that must be done and prohibited for a person who works as a Notary.

Abstract

This study uses a literature study research method. Researchers collected data from journals, news articles, books, regulatory laws and literature reviews. The theoretical concepts used are the theory of Victimization and the theory of Panic Morale. There are 3 dimensions that cause victimization to occur, namely, Target Vulnerability, Target Gratifiability and Target Antagonism. The results of the study show that the lack of attention to victims of crime will have a wider impact than expected, even this absence will give rise to criminogens, namely conditions in which the public lacks confidence in crime prevention carried out by law enforcers and creates a feeling of insecurity and not infrequently will lead to revenge. to other people or certain groups.

Abstract

Correctional Institution (Lapas) is a place to conduct training for prisoners and correctional students. The excess capacity at the prison is due to the high number of inmates entering the Class IIA Salemba Prison which is not directly proportional to the number of inmates who are free from criminal periods. The problem of excess capacity has an unfavorable impact on the inmates. This study aims to discuss the strategy for dealing with the excess capacity of inmates at the Class IIA Salemba Prison, using a qualitative approach and analyzed using Koteen's theory (1997). The results of the research on handling excess capacity in the Class IIA Salemba Prison by granting the rights of the inmates, trying to increase the capacity of the prison and using a family leadership pattern. The result is that the Class IIA Salemba Prison has a distinctive character and becomes a role model for other prisons in DKI Jakarta with obedience and punctuality in worship. The program strategy provides rehabilitation activities, fostering independence, personality and independent business. Resources become a strategy by providing service satisfaction, coaching and securing competent human resources, providing facilities, infrastructure and workload analysis to meet the needs of prisons. The institutional strategy develops a strategy that is implemented through changes to regulations for granting remissions with the abolition of Justice Collaborators, extension of Assimilation, progress of the Prisoners Development Assessment System (SPPN) and the addition of Class IIA Salemba Prison officers

Abstract

This study aims to analyze the policy of the Tenate City Social Service regarding the Implementation of SocialServices for Orphans. The data analysis method used in this research is descriptive qualitative. The results of thestudy showed that there were 244 orphans, orphans and orphans in Ternate City with details of 123 orphans, 35orphans and 86 orphans. Of all the orphans, orphans and orphans, they have received social services from the TernateCity Social Service in the form of a tiered formal education assistance program starting from elementary, junior high,up to high school, then social services in the form of assistance to the individual child's social life and orphanslivelihoods, orphans and orphans so that they feel protected in terms of safety, security, order and inner and outerpeace, as well as self-confidence. Meanwhile, in terms of entrepreneurship, it is a facility that supports orphans,orphans and orphans through training programs as well as entrepreneurial practices which are expected to be able tocreate a generation of people who are independent in facing the increasingly competitive world of entrepreneurship.

Abstract

 The purpose of this investigation is to contextualize the theoretical discussions that have been had by various authors regarding the concepts and models of public policy and their respective execution, with the intention of provoking questions and thought. It is the focus or role of public policy as a mechanism for solving societal problems. Public power seeks to anticipate the need for planning and implementing actions that can create structural conditions for socioeconomic development. This work takes the form of a bibliographic study, and it regards the focus or role of public policy as a mechanism for solving societal problems. Discussion focussed on competing for top-down and bottom-up perspectives regarding the various implementation options investigated. In addition, he cites a significant body of explanatory variables that help improve one's comprehension of implementation. One example of this is the 5-C protocol, a conceptual framework that, in the opinion of several academics, is becoming increasingly recognized as an important factor in the chain of causation. The relevance of implementation in the planning process was acknowledged by the literature later than it should have been due to the typical view scholars have of political science, which is to concentrate on examining legislative or executive administrative procedures. Because of the numerous unsatisfactory outcomes, it is clear that the implementation and the elaboration stages needed to be coordinated.

Abstract

The existence of technology brings easy information to the community. Through an application, various information about the city can be accessed quickly by the community and the Regional Government through a program called Smart City. Smart City has been implemented in various cities in the world and is proven to be able to solve various problems quickly too. This information can also be used by the Government to create comfort, security and order as well as a better life. The purpose of writing this article is to get an overview of the smart city concept and its implementation. For this reason, it is necessary to carry out a smart city implementation strategy that is appropriate and in accordance with city conditions. However, of course there are several challenges faced by urban communities and need to be resolved so that smart city development can run smoothly. As for the indicators in determining the success of the Surabaya City Government policy in realizing a smart city according to the Citiasia Center of smart nation (CCSN) in subkhan, F (2017) there are 6 indicators of success in implementing smart city namely, Smart Governance, Smart branding, Smart economy, Smart living, Smart society, Smart environment. Of the 6 indicators, it is expected to provide a good smart city implementation.

Abstract

Abstract In Industrial Relations, disputes often occur between workers and employers, which can be caused due to incompatibility regarding the manufacture, and/or changes to the working conditions applied in work agreements, or company regulations or collective bargaining agreements, or a lack of ability to understand a statutory regulation. Based on this, the author is interested in conducting research on the Implementation of Law Number 11 of 2020 Concerning Job Creation in Making Collective Labor Agreements (PKB). In this study the authors conducted research using normative legal research methods or legal research literature research which mainly used literature or secondary data. The type of data used in this study was secondary data, namely by using primary legal materials and secondary legal materials collected. through library research. In fact, the Collective Labor Agreement is a means for the parties (companies and workers) in building industrial relations, so that problems that occur within the scope of employment can be minimized and can be anticipated.

Abstract

Pelaksanaan digitalisasi pelayanan kependudukan di Disdukcapil Kota Pekanbaru memiliki beberapa jenis pelayanan seperti residen, pelayanan tunggu, kedatangan, SKP, smart dan sinopsis. Penelitian ini bertujuan untuk menganalisis digitalisasi pelayanan kependudukan dan bertujuan untuk mengidentifikasi faktor penghambat digitalisasi pelayanan kependudukan dalam perspektif digital era pemerintahan di Disdukcapil Kota Pekanbaru. Abstract

Artikel ini bertujuan untuk mengeksplorasi pemikiran Ali Muhammad Ash-Shallabi  dalam memahami kedudukan wanita dalam domestik, kedudukan wanita di ranah publik dan tipologi dalam memahami dalil-dalil tentang wanita. Adapun metode penelitian dalam artikikel ini deskriptif-analitis yang bearti menggambarkan kontruksi dari pemikiran Muhammad Ash-Shallabi, lalu di analisis secara kritis untuk mencari akar konstruksi pemikirannya, serta bagaimana kelebihan dan kekurangan dengan tokoh yang lainnya. Seterusnya, sumber data yang hendak penulis teliti yaitu” Negara Islam Modern” karangan yang penulis jadikan sebagai data primer, sedangkan data sekunder penulis yakni, karya ilmiah orang lain tentang Ali Muhammad Ash-Shallabi, yang berupa arikel, buku, webseit dan laiinya.Langkah penelitian ini yaitu, menetapkan tokoh, mengiventarisasi data dan menyeleksi, lalu data tersebut di analisis secara kritis dan di tarik sebuah konklusi yang akan menjawab dari rumusan masalah. Adapun hasil temuan sebagai berikut:, Pemahaman Ali Salaby dalam kedudukan wanita dalam ranah domestik yakni, Ali lebih kepada memberikan edukasi kepada kaum perempuan bahwa mereka mempunyai harga diri untuk di hormati, di hargai, di sayangi dan hak membela diri. Akan tetapi Ash-Shallabi dalam ranah publik Ali Muhammad Ash-Sahallabi berpendapat bahwa, perempuan harus lebih berhati-hati dalam pergaulan. Menurutnya, perempuan hanya boleh dalam pergaulan sosial dalam masalah yang penting dan bermanfaat saja, semisal majelis ilmu, kebutuhan mendesak, dan harus menjaga cara bicara dan gaya berjalan. Tipologi pemahaman Ash-Shallabi dalam memahami dalil kedudukan perempuan yakni cendrung semmi modernis (feminis Muslim), komparasi dan konfirmasi dengan tinjuan sejarah dalam al-Qur’an maupun hadis. Selanjutnya, pemikiran semmi moderat Ash-Shallabi di latar belakangi dengan sosialnya yang ahli politik dan beliau juga tokoh dalam kelompok gerakan Salafi di Libiya dan dekat denga Syekh Yusuf al-Qaradawi. Kesimpulan, Kedudukan perempuan dalam rumah tangga di muliakan, diberikan edukasi, dan di berikan hak-hak mereka dalam membela diri. Sedangkan dalam ranah sosial yakni, perempuan harus berhati-hati dalam pergaulan, akan tetapi hak mereka sama dengan laki-laki, baik dalam pendidikan dan sebagainya. Selain itu tipologi Ash-Shallabi cendrung semi modernis.
