Abstract

Karya Ilmiah ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kepatuhan pajak bendaharawan pemerintah. Faktor yang diduga berpengaruh terhadap kepatuhan pajak bendaharawan pemerintah yaitu, pengetahuan pajak, kualitas layanan pejabat pajak (fiskus), dan sanksi pajak. Data yang digunakan dalam karya ilmiah ini adalah data primer. Data  diperoleh dari angket yang disebarkan kepada 85 partisipan yaitu bendaharawan pemerintah di wilayah KPP Pratama Tegallega Bandung. Pengambilan sampel dilakukan dengan menggunakan model purposive sampling. Pengujian data yang digunakan yaitu model regresi linear berganda dengan bantuan aplikasi statistik SPSS Versi 24.0. Dilakukan pengujian hipotesis baik itu secara parsial maupun simultan antara variabel independen terhadap variabel dependen. Didapatkan hasil bahwa pengetahuan pajak dan sanksi pajak secara parsial berpengaruh signifikan terhadap kepatuhan pajak bendaharawan pemerintah sedangkan kualitas layanan pejabat pajak (fiskus) secara parsial tidak berpengaruh signifikan terhadap kepatuhan pajak bendaharawan pemerintah kemudian secara simultan seluruh variabel independen yaitu pengetahuan pajak, kualitas pelayanan pejabat pajak (fiskus), dan sanksi pajak berpengaruh signifikan terhadap variabel dependen yaitu kepatuhan pajak bendaharawan pemerintah.   Kata Kunci : Pengetahuan pajak, Kualitas pelayanan pejabat pajak (fiskus), sanksi pajak, kepatuhan pajak bendaharawan pemerintah.

Abstract

Open government, also known as government transparency, is a reform mandate that needs to be handled as soon as possible. The purpose of open government in public policy is to foster transparency, involvement, and accountability. The idea of open government has been the topic of scholarly discussion for only recently, yet it has already gained significant traction. This normative and analytical paradigm can be articulated through conversations centered on the reform of governance. A new normative, strategic, and operative paradigm has emerged from the mandate of reform, which is based on the principles of openness, participation, and collaboration, it is argued in this paper that around the idea of open government and, more precisely, at least in Indonesia, the idea of an open state, a new paradigm has emerged. This paradigm is centered on the idea of open government. This research makes use of a qualitative methodology alongside a method of literature evaluation. This study will inquire into the rebirth of open government as well as the idea of an open state achieved through open government as a mandate for the ongoing fight for reform

Abstract

Mental health and education are essential for a country to develop appropriately. This is because society in the future will depend on the quality of education today. Even the quality of education participants depends on the quality of existing mental health. This research was carried out to look at the mental health policies in Indonesia’s education sector. The method used in this study is a qualitative approach. The data used in this research comes from various research results and previous studies still related to mental health in the education sector. The results of this study then found that mental health in Indonesia, especially in the education sector, can be realized and improved by implementing the UKS program. By implementing well-planned and evaluated programs, the physical and mental health of the community in the education sector can be carried out effectively and efficiently. The optimal implementation of the UKS program includes health education and changes and habits in clean and healthy living behavior, both physically and psychologically healthy. It is crucial to support this with three strengths, namely institutions, cognitive frameworks, and social networks, so they can form healthy mental habits based on the school

Abstract

The Citarum river problem has been trying to be resolved for a long time. However, this problem is complicated to address because the community is often not involved, even though the community is one of the main components of environmental conservation. This research then looks at how community participation in the Citarum Harum program is viewed from a legal perspective. This study uses a qualitative approach. The data used in this research is secondary data that comes from different research results and studies, as well as laws that still have relevance to the contents of this research. The results of this study then found that community participation helped implement the Citarum Harum program. As viewed from the legal aspect, community participation is in line with Law No. 32 of 2009 concerning the Protection and Management of the Environment and Presidential Regulation Number 15 of 2018 concerning the Acceleration of Control of Pollution and Damage to the Citarum River Basin.

Abstract

The existence of digital platforms provides a new space for people to interact. In this case, interaction in the form of activism also takes advantage of the role of technology in carrying out social movements. This social movement can then influence how the implementation of state administration in Indonesia is carried out. This research then examines how digital activism through social movements affects state administration in Indonesia. This type of research is descriptive qualitative research. The data used in this study comes from various research results and previous studies, which still have relevance to the contents of this research. The results of this study then found that the emergence of technology caused many people to become literate in the world of activism. This causes many changes in the dynamics of the Indonesian state, especially in politics. The emergence of digital activism has led to the need for various changes in regulations and administrative regulations in Indonesia.

Abstract

Social capital is a set of values or norms embodied in behavior that encourages the ability and capability to work together and coordinate for a significant contribution to sustainable productivity. There are three elements of social capital parameters: trust, norms and networks. Democracy has social capital in the form of freedom, equality and justice. Therefore, working democracy through social capital needs to go hand in hand. In addition, through strong social capital, conflicts between communities can be mitigated through the local wisdom of the region. This research then looks at how strengthening social capital in Indonesia can improve the quality of democracy and reduce the potential dangers of horizontal conflict in society. This research will be carried out using descriptive qualitative methods. The data used in this research comes from a literature study of research results and previous studies that are still relevant to this research. This study then found that a trust is a form of social capital that can improve the quality of democracy in Indonesia. Through a government that can be trusted, people can feel justice in a democracy. In addition, social capital through local wisdom can reduce the occurrence of social conflicts that occur in a society

Abstract

The Indonesian government has tried to make tobacco policy fair on many fronts. This is because even though the excise tax on tobacco provides a fairly high amount of revenue for the state, at the same time, the existence of tobacco has a negative health impact on the community. This research seeks to see how tobacco policy implementation affects state revenues and public health. The method used in this study is a descriptive qualitative approach. The data used in this research comes from various research results and previous studies regarding tobacco policy in Indonesia. The results of this study then found that tobacco control policies in Indonesia always experience development every year. This is because the government needs to devise a strategy that can be fair to all parties in the short and medium term. As for the long term, the government needs to find alternative solutions to tobacco excise revenue. This is because the tobacco policy's ultimate goal is to provide welfare for the people of Indonesia

Abstract

The State Administrative Court, as an absolute prerequisite for the realization of good governance in a government system, should have a decision that can always be implemented by the losing Defendant so that actions or decisions that harm the community can be immediately corrected, revoked, and a new decision issued by the Government as Defendant. However, in practice, this decision from the TUN Court often needs to be obeyed or implemented. In fact, the Administrative Court Law has provided for the execution of a verdict that Defendant has not implemented within a certain period of time. Particularly in condemnatory decisions, the Administrative Court Law provides coercive measures in the form of dwangsom or forced money to force the Defendant to comply with the decision of the State Administrative Court. Until now, the dwangsom mechanism is still unclear and has resulted in differences in the mechanism for imposing dwangsom by the Panel of Judges who decided on the payment of the dwangsom, which in fact, creates legal uncertainty in the implementation and regulation of dwangsom. Therefore, this analysis will discuss in depth the mechanism for submitting and requesting the imposition of dwangsom, including discussing the Defendants who may be subject to the burden of paying dwangsom.

Abstract

Even though workers’ rights are generally important, this is often neglected, and changes towards neoliberalism occur. This can enrich a company and complicate the lives of workers. This research then aims to be able to see how to be able to reinvent the existence of guarantees for citizens when the country sinks into neoliberalism. The research method that will be used in this study uses a descriptive qualitative approach. The data used in this study come from different research results and previous studies, which still have relevance to the content of this research. The results of this study then found that neoliberalism eliminates the presence of guarantees for citizens to obtain their basic rights. The existence of a constitution can prevent public policy-making that erodes individual rights. Therefore, in general, the Indonesian state is not at all compatible with the concept of neoliberalism. This is because the elimination of the rights of citizens is very contrary to the contents of Pancasila itself.

Abstract

In the adat of the people of Sumatra, the majority of the people are Muslims, therefore automatically all aspects of their life must be based on Islam. Thus, from the implementation of inheritance, the community should use a system derived from Islamic law as their religion and belief. The method used in this study is a descriptive method which is carried out by observing, understanding and describing an event with a complete analysis, in this case data on the customary inheritance system in Sumatra. Thus it can be concluded that: 1) the Simalungun people continue to carry out their customary law to complete the distribution of inheritance, even though the majority of them have embraced Islam; 2) Implementation of inheritance in Minangkabau custom is divided into two kinds of ways and there are also two kinds of inheritance, namely high inheritance inherited from the female lineage; and lower inheritance which in its implementation is in accordance with Islamic inheritance law; 3) The Basemah indigenous people still adhere to the concept of patrilineal genealogy. This system is one in which the eldest son, who is often the male, becomes the sole owner of the assets of his parents and predecessors and does not transfer them to heirs.
