Abstract

ABSTRACT This research is based on the high numbers of radicalism spread in the region of Tamansari Police Sector on Bogor Resort Police. The Radicalism engenders the disturbance in society. Indonesian National Police as the first line in anticipating the radicalism spread hasn’t done optimally. This research is solved using the elements and the principles of management, S.W.O.T analysis, and Community Police Officer Function as the bearer of Community Policing. This research is qualitative based research, using the interview, observation and document review as the technique for collecting data. This research is analyzed by data reduction, data presentation and drawing conclusions. Based on research, geographical and demographical of Bogor has not been accommodated by the police unit within structural and organizational strength. The lack in Element of management in Tamansari Sectoral Police affecting to the lack of implementation Community Police Officer in Tamansari Sectoral Police. There are factors which influence the assignment both internal and external which can be strength, weakness, opportunities, and threat for the implementation of Community Police Officer in Tamansari Sectoral Police to anticipate the spread of radicalism. The conclusion in this research is the importance of improving the Bogor Resort Police typology to Bogor City Resort Police, and cooperate with National Counter Terrorism Agency to be able to get assistance in technique, strategic and special operations in countermeasures radicalism. Abstract

Indonesia is the fourth largest country that has the most population in the world. This certainly has a view on the negative side and also the positive side. This research was carried out at Polres Bogor, interviewing the police, especially the Sabhara section. And the authors also conducted a qualitative analyzed study then presented descriptively, namely by parsing, explaining and describing in accordance with the problems closely related to this study. The use of qualitative analysis techniques covers all the data that has been obtained, thus forming a description that supports the qualifications of this study.The results showed that the form of patrol carried out by the Sabhara Polres Bogor unit in order to prevent acts of theft by weighting at the Polres Bogor had been carried out through several systematic stages, namely Planning, Organizing, Actuating and Controlling. And the inhibiting factor is the lack of personnel, which is not proportional to the area covered to carry out patrols. Keywords : Patrol, theft with weight (Curat), Sabhara

Abstract

Penelitian tersebut bertujuan untuk mengetahui Peran Satuan Intelkam, Faktor yang mempengaruhi Peran Satuan Intelkam serta untuk mengetahui Upaya yang dilakukan oleh Satuan Intelkam. Dalam penelitian tersebut peneliti menggunakan beberapa metode yaitu metode Fenomenologi dan metode Teori Dasar serta pendekatan yang digunakan yaitu pendekatan kualitatif. Pembahasan di sini yaitu Peran Satuan Intelkam dalam Deteksi Dini masih kurang aktif karena hanya menunggu dari informasi jaringan saja, namun juga tidak bisa dikatakan pasif karena banyak kasus Curanmor di kota Bandung yang berkurang, sehingga peran dari Sat Intelkam yaitu partisipatif. Lalu, faktor-faktor yang menghambat yaitu SDM yang kurang menguasai teknologi serta terkendala faktor usia, yang kedua yaitu masalah biaya atau anggaran yang belum sesuai pengalokasiannya dengan yang direncanakan dan yang terakhir yaitu masalah cuaca dan kondisi wilayah seperti kemacetan yang tinggi. Sedangkan, faktor yang mendukung pertama yaitu eksistensi SDM yang masih memiliki jiwa tinggi dalam bekerja, lalu yang kedua yaitu mobilitas dari Polrestabes ke daerah jaringan atau kecamatan yang cukup dekat sehingga tidak menjadi hambatan lalu yang ketiga yaitu anggota yang mudah untuk dihubungi atau dikomunikasikan saat terjadi keadaan darurat dan yang terakhir jaringan Sat Intelkam Polrestabes Bandung yang cukup banyak. Upaya yang dilakukan oleh Polrestabes Bandung terdapat 7 hal, diantaranya: melakukan rapat koordinasi tentang kebijakan, anggota Sat Intelkam menggali informasi dari jaringan, KKYD sebagai program terbaru dari Kapolrestabes Bandung, berkoordinasi dengan SPKT atau Bhabinkamtibmas mengenai laporan hasil analisis pimpinan untuk mengambil kebijakan, melakukan suatu penggalangan dengan meningkatkan anggaran, mendatakan Residivis narapidana, dan yang terakhir penggalangan para pimpinan geng motor. Abstract

This research is motivated by the increase in criminal acts of motor vehichle theft in the Cirebon Police jurisdiction from 2017 to 2019. The four-wheeled patrol of the Sabhara Unit has a role in preventing criminal offenses in the area of ​​Cirebon Police. This research was conducted with the aim of describing and identifying the description of criminal acts of motor vehichle theft, the role of four-wheeled Sabhara patrols in preventing criminal acts of motor vehichle theft, as well as the factors that influence the implementation of Sabhara Unit's four-wheeled patrol. This research was conducted with a qualitative approach to the type of field research. The research location is in the jurisdiction of the Cirebon Police with a focus on the role of four-wheeled patrol by the Sabhara Unit. Data sources are primary and secondary with data collection techniques by interviewing, observing, and studying documents. Data validity using triangulation of sources, techniques and time. Data analysis techniques are data reduction, data presentation and conclusion drawing. The results of research on the problems analyzed using management theory and the theory of the causes of NKK crimes show that the perpetrators have the intention and the community also provides an opportunity for the perpetrators to carry out their actions. The role of the Sabhara Unit's four-wheeled patrol in its implementation is still not in accordance with the specified plan. Inhibiting factors are, lack of personnel, lack of personnel capability, lack of budget provided, as well as lack of awareness of the people of Cirebon Regency on property and security. Based on the results of the study, the authors suggest that cooperation with other Technical Functions such as Community development to conduct counseling to the public so as not to neglect their safety, Intel to search for locations prone to fraud and Criminal Investigation to find out the modus operandi of the perpetrators. Utilization of the number of existing personnel, utilization of the amount of the budget by adhering to the principle of priority, the existence of proposals from the police station that were blown to the HR Karo to do vocational education or development education against patrol members. Giving rewards and punishment to patrol members as well as conducting patrols at vulnerable hours from 00.00 a.m. until dawn to be more maximized.
