Abstract

Journal writing is intended to provide fill to the public on the implementation of development plans through Deliberation village development plan (musrenbangdes). About the lack of participation of village officials and representatives of civil society organizations that exist in this country to follow the implementation Musrenbangdes, there are the village officials and representatives of the civil society organizations that are not involved in the implementation and therefore contributes to musrenbang contributions to the proposed development program, still disputes / conflicts among the officers who attend the meeting planning forums in the village in terms of proposed development program.  Through journal writing is also intended in this activity should angkaras village chief who is considered as the coordinator of all activities of the Development of its territory must be able to fight or memeprtahankan any proposed development programs originating from its territory that any proposed development program proposed to the Government level, District / Province can be realized according to the aspirations and needs of the village community Angkaras.Keywords: Coordination, Development Planning, Village planning forums.

Abstract

This thesis is intended to identify and examine the function of leadership in the implementation duties and functions: (1) as a determinant of direction (2) as a representative and spokesperson for the organization (3) as an effective communicator (4) as a mediator and (5) as an integrator. This study uses descriptive qualitative research conducted by two research steps, namely: conduct library research (library research) and field research (field research). Research sites in the Bureau of Social Welfare Secretariat of West Kalimantan Province, the subject of his research is the Bureau Chief, Chief, Chief Sub. Abstract

Abstract

The title of this article is the Public Order Process Coordination in Lower Village District Siantan North Pontianak. This article dilator background by the number of buildings on land that is not in accordance with the functions and use established by the conduct trades for their subsistence and aim to gain employment with limited land, this is usually as practiced by the merchants sidewalk or commonly refer to as street vendors. Formulation of the problem in this article, namely:'' How the Process Implementation Coordinating Public Order law in village district Siantan Lower North Pontianak ". Purpose of this article is intended to study and analyze coordination of agencies involved in the implementation process in the Public Order laws regulate street vendors in the Village of North Pontianak District Siantan downstream. The method used in this paper is a descriptive type.The results obtained from this study is that the implementation is not optimal coordination between the village, district and police units in the implementation process pamongparja Regulation on public order No 3 of 2004 and the lack of clarity of compensation that is given from the relevant agencies. To the need for the Civil Service Police Unit, District, Sub-District, increasing the intensity of the meeting or meetings in order to coordinate efforts to implement the law optimizers Public Order No. 3 of 2004 in the Village District Siantan Lower North Pontianak.Keywords: Public Order, Street Vendors, and Executive Coordination.

Abstract

The problem in my research that the seller don’t extend “surat penunjukan tempat usaha” (SPTU)  countinely each year. There isn’t  penalty for the seller who aren’t pay the retribution, the service and facility isn’t conducive for them. They are paying the retribution but they haven’t had the good facilities in the market. The consequent for bad facility and service that made some of the seller didn’t want to pay it. The problem is coming from Dinas Perindustrian dan Perdagangan Koperasi dan UKM Pontianak in the way to increase market service retribution haven’t yet improving retribution, for example : some of identified haven’t inventory in object retribution and increasing the quality of  human resources retribution officer. The result is showing that the context of policy consist of authority benefid and strategic muolved unscrupulous person, institution characteristic, obedience to the authorities and officer responsiveness. The research result is showing fundamental factor market service retribution didn’t reach target due to collusion in estabilisment retribution market service collection, some of the seller reluctense to pay it, mental attitude, discipline, motivation and understanding duties, subject and function which is still low. The chaiman of the department must dealing with phenomena and giving motivation to the officer with presenting reward to the officer good achiever by compliment and promotion, firm sanction to officer who breach through cut incentive, decrease the value DP-3, termination of employment or other sanction to enchancing officer discipline, direction, about main job and function to each employee in various, ceremony, department meeting, evaluation meeting and other occasions. Keywords: Implementation, retribution , market service

Abstract

The title of this article is cent Placement Civil Servants In the Plantation Office of West Kalimantan Province. The article was based on the placement error Plantation Office of the Civil Service of West Kalimantan Province in General and Administrative Section, An error in the placement of the Civil Service Office of West Kalimantan Plantation In Marketing Section. From both these problems, will greatly affect the activity and human resource management activities in particular in achieving organizational goals or government. This in turn will affect the human resource management employee less than optimal. The formulation of the problem is presented in order to clarify the objectives contained in this research, in particular that this study does not deviate from the predetermined target more, especially in collecting data in the field. Thus the formulation of this problem is: "Why Error Occurred In The placement process (Staffing) Civil Servants In the Plantation Office of West Kalimantan Province". The method used in this study was a descriptive study with a qualitative approach where in solving the problems examined do to give you an idea what it is in accordance with the reality on the ground. Purpose of this article is to provide an understanding of the placement of the Civil Service in Plantation Office of West Kalimantan Province. Issues regarding Why Error Occurred In process and why things go wrong in Placement (Staffing) Civil Servants In the Plantation Office of West Kalimantan Province.Data analysis shows the occurrence of errors in the placement of the Civil Service in West Kalimantan Plantation Office, due to the employee who is approaching retirement who have been filling the position, but his experience and is often followed that training. It should be given to more effective training for employees to non-technical so that it can run smoothly and effectively and should be a synchronization between the Provincial Government SBKA with the Placement Office Employees that can suit the needs of employees and positions that are vacant.Keywords: Placement Errors Employees, Employee Training.

Abstract

The title of this essay is based on the many issues raised surrounding the enforcement of discipline and improvement of police in the Police Mobile Brigade Unit of  West Kalimantan. It can be seen from the Internal Affairs Unit reports Police Brigade Unit of West Kalimantan in 2011. From these reports it is clear that there are four (4) types of violations of discipline with 32 (thirty two) the number of offenses committed by members of the Police Mobile Brigade Unit of West Kalimantan in 2011.The conclusion of this study is the role of leadership in motivating subordinates to enforce discipline members of the Police Mobile Brigade Unit of  West Kalimantan with: (1) physiological needs, safety, social, esteem, and self-actualization needs, (2) providing a boost, both positive or negative in nature, and (3) providing incentives for members of the Police Mobile Brigade Unit of West Kalimantan have been implemented catered for, although there are still some shortcomings, such as lack of awareness for the potential of self and not get overtime pay and bonuses . To that end, this study recommendations are: (1) the need for awareness efforts to capitalize on every opportunity, (2) create a situation and a positive atmosphere of competition performance. In addition, (3) disciplinary agency that have formed should be further enhanced and is expected to further motivate the parts and / or other units that discipline needs to be improved. Keywords: Role of Leader, Motivation, Work Discipline.

Abstract

The pros and cons in the community during the entry of PT. Megasawindo Mighty Long Buluk Hamlet impact on the emergence of problems in society, such as the threat of eviction from their homes by the local community to community pro cons of the palm, with the company's agreement not to use stamp. This study aims to identify and understand communication sertadisposisi (attitude) companies to government policy during the process of acquisition of land, in the manner of payment of compensation of land and crops and buildings thereon or other items owned by holders of land rights, the garden development plan given by the company to the public, in the process of cultivating the land for oil palm plantations. The study was conducted with the pre-survey the field first in order to know the situation and condition of the location will be the research and after getting the facts and supporting information, then the researchers took into account whether the location will be the target of the research has some problems phenomenon worthy of study. As the obtained data the researchers collected multiple informants in the study subjects interviewed them, make observations, and documentation. After some data about the material under study is obtained, the researchers conducted a review of the crosscheck and the data, and compare each of the data obtained in order to get appropriate answers to the problem under study.The study found that communication and disposition of oil palm plantation company PT. Perkasa Megasawindo policies made by the government during the administration of oil palm plantations in progress, has not gone well, because there are many irregularities that occurred. Weak communication and disposition of the company that became one of the causes of violation of public policy that has been made by the government. Companies need to communicate better to the government and the people, in order to facilitate the development of the company. Unfavorable attitude of the implementor needs to be changed, for the achievement of better policies and for the realization of hopes and ideals together. Keywords: Communication policies, disposition implementor, the implementation of palm oil plantations.

Abstract

Writing journals are meant to learn handling of the implementation of the trade that have been implemented by theWomen Empowerment and Family Planning Sambas District and to find out the factors supporting factor sand obstacles fort he handling of the trade. Insider trading is a phenomenon of modernens lavement in Indonesia, it is the third largest crime after illegal drugs and arms trade. Therefore, this topic belongs interesting to examined, type in this research study is the evaluation study with qualitative approach. Research findings are to be supporting factors: (1). Sambas Regent Decree No.103 of  2011, (2). Stop home in Malaysia and Indonesia's national borders, (3). Economic existence of the woman or group. Factor blockers: (1). Abstract

This journal research is intended to provide oversight and guidance to employers on the management and operation of swallow bird's nest. The issues concerning to the management and operation of swallow bird nest is quite interesting to study because there are many transfer functions of the store building (shop) into swallow breeding. This thesis also aimed to determine the factors that influence the implementation of local regulations No. 5 year 2010 concerning the management and operation of swallow bird’s nest insub-Sambas Sambas Regency which has not been optimal. The research was done by conducting interviews with informants consisting of 4 (four) people. In implementing this policy, there are four factors that influence it in accordance with the theory of George C.Edward III i.e., communication, resources, disposition, and bureaucratic structures. Keywords: implementation management Swallow bird’s nest
