The research was conducted to investigate the factors that cause the ineffectiveness of policy implementation of rice for poor households (Raskin) in Kelurahan Bangka Belitung Laut Kecamatan Pontianak Tenggara. This is a qualitative research. The data was collected through observation in order to get an overview of the object. Meanwhile the primary data obtained through interviews supported by archival examination, collection of files and documents, and other materials related to the research. To know the validity of the data, the researcher used triangulation method. The results showed that the factors that led to the lack of effectiveness implementation of the policy include: (1) The agents of the policy implementation do not obey the command and the rules; (2) The policy function was not running such as the lateness of the distribution of Raskin and the indiscipline action of the agents in public service; (3) Miss point in achieving the target of Raskin. Based on the research, the advices to be considered are: (1) The understanding and ability of the agent of the policy about Raskin in various kind of things related to the implementation of Raskin policy need to be improved; (2) The need of regular meeting at least once a month between the people in charge of the Raskin policy and the people who receive Raskin is necessity in order to discuss about the program improvement and the problems raised on the field; (3) The delivery of clear information and socialization to the society related to the purposes and advantages of Raskin policy is needed. Keyword: Implementation effectiveness, the obedience of the policy agent, the fluency of the policy function, and the right target.

The problem in this study is the presence of non-voters who figures indicate that the level of performance of the Election Commission of Pontianak is still room for improvement especially in the DPT and socialization fixing elections , and weak elements in the organization's human resources the KPU . HR weakness evident in the matching process and does not research ( coklit ) against voter data by field officers . From the research it was found that the performance of the organization in implementing the Election Commission Pontianak Pontianak governor election in less than optimal it can be seen from the research findings that indicate a short amount of time that is only 5 months to socialize regulation and the establishment of PPK, PPS and KPPS . There are problems in the implementation phase are: short time in preparing and announcing the provisional voter list ( DPS ) , the list of voters ( DP ) additional , permanent voters list ( DPT ) so that voters are less likely to check the list of names of voters in the Village . Responding to phenomena Parliament in granting time for preparation for the elections to the Election Commission will come a time when that should not be too short at only 5 months prior to the expiration of the term of office of Regional Head and Deputy Head . In addition, for the performance of the Election Commission Organization Pontianak more optimal , appropriate personnel who served in the Secretariat of the Commission 's increased investment in its people either through formal and informal education such as training , Bimtek and khursus - khursus skills . Keywords : Performance , Organization , National Election Commission

The aim of this research is to given an understanding about the implementation to resolve the problems of the low poor participation in implementation of PNPM-MPd that have been implemented in District Teluk Keramat. The problems about the low poor participation that have been happened in District Teluk Keramat was give anxiety to investigate that many people who are less participates in the implementation of PNPM-PMd. The purpose of this research also to make the process of the implementation of PNPM-PMd can be happen according the purpose of a program that refers to increasing of the low poor participation ,until the poor can be helped in terms of employment opportunities. The implementation of PNPM-MPd in District Teluk Keramat Regency Sambas. The research method used is descriptive with the technique of data qualitative analysis. This study includes three terms in conduct of the research that are organizing , interpretation and application. The results showed that implementation of PNPM-PMd in District Teluk Keramat Regency Sambas is not maximized. That is because the inhibiting factor of the quality of human resources is uneven and disobedience to estabilished procedures of prioritize of the poor. Keywords: implementation , policy, PNPM-MPd

This article is intended to determine the extent of a leadership role in empowering the employees in terms of placement, development, utilization and maintenance personnel, the location of the research done at the Department of Culture and Tourism of West Kalimantan province with a lot of reasons staffing problems-problems that the authors deem appropriate to in carefully. In this study, using qualitative descriptive study. The results of this study are: the staffing, already refers to professionalism but still not up and still not considered career preparation, while in the administration of employee development, implementation and intensity of participation of employees in training are not sufficient, however, has been given the opportunity of formal education increased employee although not so optimal, in the implementation and maintenance of employee utilization in terms of the implementation of the division of tasks and workload of employees have not been effective and optimal implementation, but in motivating employees is implemented well. From these results it is recommended that as a leader in empowering employees who should have a high commitment to undertake serious efforts and always pay attention to careers and professionalism in staffing, employee development, and always pay attention to the use and maintenance employees. The purpose of this study was to determine on evaluation of the implementation proces of BOSDA in SDN 06 Kecamatan Sungai Raya Kabupaten Kubu Raya. Using qualitative methods and wih a descriptive approach. In the implementation of these activites, there are still many ostacles, ither because the manufacture and the pletion of this accouantability report is not accordance as expected and lack of sepervision from the BOSDA team. So that resulting in delaying submission of accouantability reports. Based on this reseacrh, the way this to fix this policy is supporting each other the implemitation of policies implemented in school. Monitoring should be done regularly. Principles must be able to arrange financing patterns and utilizatoin of funds BOSDA operating in efficienly, so that the implemenation of this policy can be felt by society. Problem The program of rice for poor households at Jeruju Besar village, sub district of Kakap River, the regency of Kubu Raya is many people still do not totality understand about the program of rice for poor households especially TH–AD (Target of Household-Advantage Giver). So in practice frequently happen misconception and mistakes interpretation. The research purpose to describe implementation distribution of the rice for poor household if view from organizing, interpretation and application. Method of this research is qualitative, data analysis was used qualitative data from the observation, interview, and documentation from the research object. The research result Implementation in the program of rice for poor households at Jeruju Besar village, sub district of Kakap River is represent less of control and less transparency, so information access to the rice stakeholder for the poor household especially TH – AD is not on target or less achievement the target of 6R that is right on the beneficiaries target , right on quantity, right on price, right on time, right on administration, and right on quality. The conclusion of research Implementation of the program of rice for poor households at Jeruju Besar village, sub district of Kakap River is not appropriate with people expectation because of coordination team is not optimal to socialize the program of rice for poor households. Tuberklosis (TB) remains a major public health problem in Indonesia. In an effort to eradicate TB defined morbidity, mortality and transmission of TB control in accordance with the vision. This study focused on the organization, interpretation, and application. Foci are discussed with qualitative methods and case studies in the health center in the village of East Pontianak District. From the research it was found that the organizations implementing TB control program has been run in accordance with the procedure but can not walk well and reports required by the manager has not produced complete. As for the aspect in the interpretation of the TB control program in the clinic most nurses do not fully understand TB control procedures because they lack training. In applying the TB control program is still lacking. Therefore, the researchers recommend that the organization's focus on performance evaluation by the head of health center physicians to conduct TB diagnosis. As for the suggestion to focus interpretation to apply sanctions to officials who do not do their job properly. As for the suggestion to focus on the application to add a number of special officers involved in the TB control program. Keywords: Implementation of Tuberculosis Control Program, Health Center

This thesis raised the issue during the process of granting financial assistance to political parties in The unity of the nation, political and Societal Protection Singkawang. Writing a thesis is intended to provide an understanding of the implementation of the granting of financial assistance to the political party that has been done by the Government to assist Singkawang political education and operational activities of the Secretariat of the political parties in Singkawang. This research included in the kind of research descriptive with a qualitative paradigm. Problems of national unity, political and community protection singkawang city is still lack of consciousness political party in giving report all of its answers the use of financial assistance in on time. Suggestions for research is expected also to the Government of Singkawang to revisit the rules of Singkawang Region number 4 of 2010 about financial assistance to political parties, especially on the part that regulates sanctions for political parties that are late providing reports to Liability for the deterrent effect of political parties which have provided Liability Reports.Keywords: political party, financial support, accountability report.

Basically management in an organization consists of four inter-related pillars, and one of the pillars of oversight is conducted by a leader against the work of its employees. Supervision carried out with the aim to prevent the occurrence of deviations and to compare the results with the employee the standards already set. This study focused on the implementation of the supervision that consists of direct supervision, indirect supervision, and supervision based on exceptions. To discuss the focus of the study, used qualitative methods and case study research conducted in the Dinas Pekerjaan Umum Kota Pontianak. Based on the results of the study found that the implementation of the supervision in the financial part is still less than optimal so that several irregularities that often delay reporting SPJ (Letter of Responsibility), and one reason is the lack of supervision of the work of the leadership of the employees. Therefore, researchers suggest that leaders can optimize the direct supervision of the work of employees so that if errors are found in the work of an employee can be immediately corrected. Leaders are expected to be more prudent in correcting employee reports to avoid mistakes when making important decisions. If a fatal error occurs from the work of employees, leaders should implement monitoring by exception is to combine direct supervision and indirect supervision.Keywords: Monitoring Direct, Indirect Supervision, Supervision Based on Exceptions.

This paper is motivated by the TNI Manunggal Village Building Management (TMMD) in the Village of Inland Pacific Islands Southeast Pontianak district has not implemented optimally, especially in the implementation of coordination between the District Military Command 1207/Ptk with the elements involved in activities TMMD. Based on these facts, this paper focuses on horizontal coordination of military activities TMMD in Bangka Belitung Aquatic Village District East Pontianak with aspects of coordination in Phase Planning. Preparation Phase, Implementation Phase and Phase Full Manunggal TMMD activities. The goal is to determine the horizontal coordination in the implementation of activities in the Village TMMD Pacific Islands Southeast Land District of Pontianak. The type of study is a qualitative research method deskreptif. The results showed that coordination in the planning stage has been carried out by elements of the leadership involved in activities TMMD, but has not followed through technical coordination between staff, with regard to budget support and targeting TMMD. Coordination in Preparation stage, especially in the administrative preparation has been done by the District Military Command 1207/Ptk the elements involved in activities TMMD, but coordination in the preparation of personnel to support TMMD not implemented optimally. Coordination in the Implementation Phase TMMD between Commander SSK TMMD with Headman, RW and RT in the Village of Bangka Belitung Army is not optimal, especially in community mobilization. Coordination in Phase Full Manunggal TMMD between the District Military Command 1207/Ptk Pontianak City Government has not am in an integrated and sustainable especially in maintenance activities TMMD results.Keywords: Horizontal Coordination, Planning Phase TMMD, Preparation Phase TMMD, Implementation Phase TMMD and phase complete cohesiveness TMMD
