The problem in this study is that social grants are not based on forms of social organization as determined by the local government Kubu Raya district . In addition , the proposal approved organization communities receive social grants are not in accordance with the procedures and pendistrubusian funds held by SKPDs Kesbangpolinmas Kubu Raya district . This study aims to describe the process of policy implementation by the administration of social grants on education Kesbangpolinmas in Kubu Raya district . This type of research in this research is descriptive research that aims to obtain a systematic and accurate picture of the factors that has to do with implentasi policy . The research found that the procedures and pendistrubusian social grants for community organizations in the non- vertical Kubu Raya district regulations and policies issued by the local government office Kesbangpolinmas to distribute social grants directly through the bank accounts of community organizations whose proposals have been approved so there is no constraint retrieval funds if all requirements are met by the organization besangkutan . The end of the admission process of social grants when the community organizations that have received submit an accountability report in writing to the office Kesbangpolinmas with physical evidence and the use of funds already Kesbangpolinmas officers conduct a review into the field . Responding to the suggestion that there is a phenomenon that should be recommended during the distribution of social grants to community organizations Kesbangpolinmas has provided guidance and direction regarding the completion of the administrative process relating to the accountability and other physical evidence and the deadline for completion of the administration . If not complied will be given no sanction can apply for a social grant budget year . To strengthen this shared commitment needs to be made a statement by each society . This pattern aims to discipline the society in terms of administration in proposals so they are ready to follow the rules set Kesbangpolinmas. This paper is motivated by the phenomenon of low levels of employee adherence to the operating instructions, the service does not follow a predetermined procedural and not disciplined in working hours. Based on these phenomena formulation of the problem of this paper is the work ethic of employees in customer service in PDAM Tirta Equatorial Pontianak with aspects of professionalism, transparency, and responsibilities of employees in service delivery. Service professionalism is seen by the rapid service delivery and on time does not meet consumer expectations. Follow-up of complaints customers have not been followed by the honesty of employees because the field reveal any unofficial payments. Transparency in service delivery has not been implemented as required konsumen.Tanggung discipline responsible employees in terms of work in general is low it is still seen by disciplinary violations committed by employees. Nowdays,there are so many entreupreneurs who haven’t make illegal permissions of their own business, and the duration of bussiness lisence, they had become the problem in sanggau regency and with this scription, writter try to describe about implementation regulation minister of commerce number 46 year 2009 about legality bussiness lisence of commerce. This scription also intended to improve lisencimg service proses to produce bussiness lisence legally at investment and lisencing service office get better. In this research, writter use descritive qualitative research method. Service lisencing proses in investment and lisencing service office of sanggau regency, had a 3 factors, they are organization, interpretation, and aplication to implementation regulation Minister of Commerce number 46 year 2009 about legality bussiness lisence of commerce. Based on the three factors, writter conclude the factors that hamper the implementation regulation process, there are human resources deficiency and not yet realized one stop service programe in investment and lisencing srvice office of Sanggau regency. In this part, writter want to suggets the Goverment to immmediately realize one stop service programe and pay attention to human resources deficiency in Investment and Lisencing Service programe of Sanggau Regency.Keyword : Lisencing Service, Bussiness Lisence Of Commerce, Organization, Interretation, Aplication

Health services in clinics there are still some constraints, It has influenced by some factors, the are health Procedure, time and Infrastructure and also the competence official serves. This ministhesis writing is aim to figure out the health services of Batu Ampar local government clinic in Batu Ampar subdistrict and the element that influence it serves. This writing is using Qualitative method with descriptive research. From it we can get the result that is the health services in Batu Ampar local government clinic of Batu Ampar subdistrict of Kubu Raya Regency isn’t maximal. This study is written because researchers found strong phenomena are still many street vendors selling on the road, as well as the indication of the lack of supervision of market vendors in hongkong market. This study aims to determine the direct supervision and indirect supervision in hongkong market. Information retrieval techniques through interviews with informants and observations and documentation at location. informant of this study is Singkawang Government officials and some street vendors who are in Hong Kong Market.The results of this study were the direct supervision consisting of inspection, observations and reports in place while the indirect supervision with written reports and oral statements. The conclusion of this research is conducted Disperindag Supervision and Markets Unit is not maximized because the direct supervision performed 1 time in a year, while the indirect supervision of a more focused between leaders and subordinates within the agency. Suggestions from this study was the direct supervision conducted Disperindag and Markets Unit should be performed routinely, while the indirect supervision via oral report should report the conditions that actually occur in the field without the addition or subtraction of information. Keyword: Supervision, direct supervision, indirect supervision and Street Vendors

Illegal golg mining is rife in the District Ngabang because this region has a great potential to be a gold mining materials. Mining is carried out by the miners not only to meet the needs of everyday life, but has led to efforts to enrich themselves. Therefore, the mining is done no longer pay attention to their health and safety. Excessive mercury substance use and environmental damage resulting mined these activities are not allowed by the authorities. Supervision is one of the efforts taken by the Department of Mines and Energy District Landak to stop illegal gold mining in the district Ngabang. The method used in this paper the qualitative method. That is, in this study the data were not collected in the form of numbers, but the data derived from the interview process, the researcher notes, documentation researchers and official documents of the department concerned. In the writing of this article can be seen that the surveillance conducted by the department have not been effective due to the large costs required and the socialization of the dangers of mercury was not effective. Therefore, through this study is expected that the Department of Mines and Energy District Landak can increase surveillance activities. Keywords: Illegal Gold Mining, Supervision of Mines.

The writing of this article aims to illustrate how internal coordination is done vertically and horizontally in the Office of Pontianak in the implementation of disaster management response time cruise disaster in West Kalimantan and constraints faced in handling shipping disaster. This study included in the descriptive study with qualitative analysis, which focuses on internal coordination variable vertical and horizontal internal coordination. The results of the field study showed that internal coordination within the system response time cruise disaster on disaster management office Pontianak implemented vertical relationships and horizontal relationships. Internal coordination system had been implemented optimally and in accordance with the rules and procedures have been established and continue to coordinate with external parties such as the potential of regional institutions, private and public. To anticipate an increase in the number of disasters that have not been handled in the need for additional primary facilities and support for the implementation of search and rescue operations at sea in order to increase the number of calamity that handled and the number of victims could be saved. In this paper, the authors found that there are three issues in the coastal attractions Jungkat. The third problem is the lack of infrastructure such as roads baiknta into Jungkat Beach attractions, lack of secure so as to interfere with traffic safety and comfort of tourists and lack of promotion of the existence Jungkat Beach attractions. In this thesis, the author would like to know the things that are included in the internal and external factors. Internal factors are the strengths and weaknesses of the Jungkat Beaches and external factors are opportunities and threats owned Jungkat Beach attractions. The things that are included in the internal and external factors that influence the development process Jungkat Beach attractions Pontianak regency. The methods used by the authors in this study is a qualitative method with descriptive research . Results of this study indicate the location of this attraction is a strategic Jungkat Beach , which is located close to the capital of West Kalimantan Province . Only Jungkat Beach attractions should be developed if you want to go ahead and increase revenue . Researchers using analytical models Strength, Weakness , Opportunities , and Threats ( SWOT ) to find the right strategy in the development of attraction Jungkat Beach Pontianak regency . From the SWOT analysis will find the strength , kelematan , opportunities and threats owned Jungkat Beach attractions . Then these four were classified into internal and external factors . The problem in this study the effectiveness of the work produced by the driving NGO has not been fully demonstrated the efficiency of the time because the work has not been supported by adequate means. And placement of non-governmental mover that does not comply with the discipline, which can decrease the performance of governmental mover in areas that will indirectly lower the quality of his work. Problems in this study focused on the drivers of Governmental Performance Measurement masyarakt Transmigration Training Unit. In this study the authors use this type of research deskrptif, which only depict or describe the circumstances in accordance with what is currently the research done, and then analyzed, the data collected is in the form of words, images, and not the numbers. The results showed that the performance of PSM in the Training Unit of West Kalimantan Transmigration is good enough. It is based on six indicators of performance assessments consisting of quality of work, quantity of work, time accuracy, the effectiveness of self-reliance and commitment based on the results of the research work pretty well, although there are still some drivers of Governmental still not able to master the use of various office facilities in supporting the task kelancaraan and work. Further addressing the phenomenon that is to issue the quantity of work that must be optimized in Transmigration Training Unit of West Kalimantan Province is concerned about the ability of Governmental Activator (PSM) to balance the amount of work that must be done diligently and coupled with the Activator Organization (PSM) in the office. Furthermore, given that at any time the performance Activator Organization (PSM) Transmigration Training Unit in West Kalimantan province supervised and assessed by the supervisor, should Mover Organization (PSM) was also noticed in earnest on their own performance. Should be aligned to the performance Activator Organization (PSM) is increased or at least the absence of efforts to maintain excellent performance. And the attitude of the last solution is a custom patterned, if the patterned habits have positive implications in relation to the behavior of one's work it will be profitable. If the habit of Governmental Activator (PSM) well then it can guarantee good work habits as well. So the level of discipline Activator Organization (PSM) needs to be improved further so that it can support a more effective job. Keywords: Measurement, Performance, Driving, Organization.

Implementation of the Childbirth Insurance program in Village Simpang Kanan Sub-district Sungai Ambawang Regency Kubu Raya is still effectiveless because there are some factors that influence in implementation process of the Childbirth Insurance program. The problems in the implementation of the Childbirth Insurance program that lack of information distribution and luck or equipment resources to implement the Childbirth Insurance program in Village Simpang Kanan Sub-district Sungai Ambawang Regency Kubu Raya. Through this article that aims to make the implementation of the Childbirth Insurance program in Village Simpang Kanan Sub-district Sungai Ambawang continue to be implemented effectively, so that people or pregnant women is submissive and willing to follow the Childbirth Insurance program. The method that is used is descriptive method with qualitative data analysis . The results of research that there are still pregnant womens who do not know about the existence of the Childbirth Insurance program and lack availability of medical equipment in Village Simpang Kanan health post such as there is no tool to check, weight scales, drugs,bed and other equipment that is available only chairs, tables and cupboard that are not neat . with thus is expected in order that the implementation of the Childbirth Insurance program in Village Simpang Kanan Sub-district Sungai Ambawang Regency Kubu Raya can run effectively.
