Abstract

The problem in this study is non-permanent employees (PTT) in a proactive and innovative work less, work only based on "waiting orders from superiors" or decree, letter of assignment and so on. In addition, HR status as PTT often recruited not from professionals, but enough to meet the administrative requirements. For example, physically and mentally healthy, not to be serving, or get a recommendation from the police as people of good character (SKCK). While professional or absence of PTT in the field that suits your needs completely ignored, which in turn is less than expected. Because it is no wonder if in many government agencies most PTT looks less productive, low discipline, and work ethic is weak. This study aims to describe the planning needs temporary employees (PTT) in the Department of Public Works of West Kalimantan Province based on job analysis and workload analysis. This type of research is used by the authors in this study is descriptive qualitative, which gives an overview, explanation is objectively right about the true state of the object under study. The research found that the formation of PTT employees at the Department of Public Works of West Kalimantan Province is not one hundred percent according to educational background, there are employees who work not in accordance with the educational background they have. However, it is not absolutely have to be fulfilled for a formal education is not the sole indicator of the placement of the PTT. In addition, the level of competence of conformity to the work is in accordance with the terms of that of the PTT needs analysis. So overall formation / PTT staffing at the Department of Public Works of West Kalimantan Province is considered appropriate. Responding to the suggestion that the phenomenon exists recommended that staffing PTT strongly according to educational background and competencies required by a field of work, then the Department of Public Works of West Kalimantan Province need to coordinate with related institutions.Keywords: Analysis, Requirements, Employee Variable.

Abstract

The writing of this thesis is to provide an understanding of “the letter of the sign to report for foreign citizens in the Northern Pontianak sector policing”,problems concerning the mechanisms of the ministry letter report for foreign citizens that occurred in Northern Pontianak sector  policing is attractive enough for researched,because of the existing problems of the Ministry report this letter must have had 4 things : simplicity, efficiency, fairness and clarity,so can thus be known clearly support that can provide satisfaction to the rapporteur in providing service to report the license plate for the foreign citizens. it can be concluded about the service Melpor Certificate in Police Sector North Pontianak can conclude a few things about the North Pontianak Police Sector Performance based approach proses.Tingkat Police Sector North Pontianak performance in carrying out the functions to be performed in the standard medium in which efficiency, ease, clarity and justice in a service is still in a low level results also expected to be useful as a reference for the government, especially in identifying the organizational culture to improve the quality of care at the reporting reporting Reporting Certificate of Foreign Nationals. Based on Strategy of District Education Office 2011-2015  there was not program about increase of total number of teachers program . Abstract

The focus of this research is directed at the behavior of instruction in optimizing the performance of employees. This study used a descriptive research model with data processing techniques of qualitative analysis. Research is located in the Natuna District Revenue Office uses data collection techniques such as observation, interview and documentation by means of a check list of data collection, interviews and document guidelines. The results of the data analysis showed that the elements of leadership in the Natuna District Revenue Office has implemented a leadership behavior instructive and cannot optimize employee performance. For that, we need to increase support and guidance to minimize, improve two-way communication and support of subordinates, optimizing participative leadership and discretionary behavior by distributing tasks according to the ability and expertise of subordinates. Keywords: Bureaucratic Work

Abstract

The problem in this research is the system and palm agribusiness in Sungai Rengas not develop optimally and performance between the nodes is not well integrated agribusiness. Other problem is socialization and increase citizen knowledge about coconut, how to grow crops and coconut maintenance way to use science and technology has not been done. Besides, from the government has not provided an alternative solution more favorable to farmers. This study aims to describe the efforts of agencies involved in public awareness Sungai Rengas coconut farmers in order to have the ability, skills and expertise and. The results showed that the efforts of relevant agencies in the wake of coconut farmers Sungai Rengas to have the ability, skills and expertise, and basically good enough. However, in the implementation of nine coconut farmer empowerment program could only be three points which can be carried out in the village of River Rengas, and even then its implementation is not optimal. These three points are, among others, education and community training, counseling and mentoring activities and institutional strengthening farmers. Based on the research findings that the constraints in the coconut empower farmers in Sungai Rengas is the limited budget and the number of extension workers companion. Responding to the suggestion that the phenomenon exists recommended that coconut farming community empowerment is an ongoing process that empowerment evaluation should be done gradually starting from before the program is executed, the initial implementation of the program, and periodic evaluation after implementation of the program, it is necessary to study more about the empowerment evaluation each stage in the implementation of the empowerment. Keywords: Empowerment, Coconut Farmers

Abstract

The purpose of this study is to explain the financial management and accountability of financial performance and the factors that influence its implementation in Pontianak regency.   The results of this study are: first,  the policy implementation of financial management and accountability does not undergo significant obstacles. But in the case of budget execution principals of transparency, accountability and efficient is not optimal. Second: factors   that  affect  the   implementation   of the   budget   is   the  principle   of communication, there is no command to remove more detail, the factors that are less resource facility of computer software applications, and lengthy bureaucratic structure factors cause the disbursement of funds in addition to the current lack of Trustees less objektiv and independent in their assessments. Keywords : Implementation, Local Finance.

Abstract

The purpose of this study is to describe and analyze the outcome of fund allocation policy in the village of Nanga Kebebu, Nanga Pinoh subdistrict of Melawi Regency. The study used is qualitative approach with descriptive research. The result of the study is that the impact achieved through the development of ADD was still less effective; from 9 programs that had been designed, only 1 program had been implemented through ADD. This affected the outcome or impact generated that was not maximal and not evenly occurred on entire villages. Second, from ADD budget that reached Rp. 26,559,793, only Rp 3,000,000 was allocated for rural development that had been planned. Third, the development program that had been implemented: building village’s gate, was not in accordance with what was desired and needed by society; people prefer empowerment based development. Fourt, there was uneven development impact which was focused on the center of the village. Recommendations for future policy are that procedures and technical for the implementation of village’s fund allocation policy should be clarified. Key words: Village Fund Allocation, development of village, outcome of ADD’s policy, effectiveness.

Abstract

This study aims to describe and analyze the apparatus location of Economic Planning Area in Bappeda of West Kalimantan Province. Benefit theoretically as source of information science, specially in development program of Human Resource and Administrative Science State. Practically is expected as opinion contribution for the Bappeda of West Kalimantan Province, due to process the apparatus location of Economic Planning Area according to job analysis. Result of research indicate that still there are among apparatus which low education it, so that have an in with the officer performance, especially job experience covering productivity and skill work, because low involve in education and practice. Therefore, head suggested by more opening of officer opportunity to follow the education and practice. Abstract

This thesis is intended to provide insight into Analysis Performance Officer at the Secretariat of the Regional Parliament Pontianak which includes performance , expertise , and perilakupegawai . Employee Performance Problems in Analysis is the presence of some employees who lack discipline , work climate or less comfortable working environment in completing the work , and the lack of decisive action from the leaders , in addressing employee issues that may hinder the performance of employees . This study used a descriptive analysis approach , ie research that aim to decipher , explain or describe in depth about the topic research.from findings of the research that analyzes employee performance at the Parliament Secretariat Pontianak be it in work performance , skills and behavior of employees indicate that the three elements this has not been able to provide optimal contribution to the improvement of the performance of employees in the parliament Secretariat Pontianak.Required an increase in the quality of employees' work, in addition to training or Bimtek can be done by more seirngnya leader in providing directives to employees, so that employees feel cared for by the leadership, but it can also do a direct assessment of the leadership to employees, so that employees are more motivated in improving the quality of their work. Abstract

Beggars controlling particularly in Pontianak City is very essential to be implemented since there are a number of beggars who wander in public places. These beggars’ activities indicate a violation of Local Rule of Pontianak City Number 1 of 2010 as regards of public order Article 41 verse 1b. Basically, beggars controlling have been carried out nevertheless in reality it often creates a discrepancy between coordination and division of labor that has been agreed upon. The purpose of this study is to investigate the effectiveness of coordination and distribution of duties in the process of beggars controlling policy implementation by employing descriptive qualitative analysis approach. The findings indicate that the coordination and distribution of duties carried out by the Department of Social Welfare and Labor of Pontianak City as well as Pontianak Civil Service Police Unit is still ineffectual. The implementation of beggars controlling with Standard of Operating Procedures (SOPs) should be performed appropriately and coordination among agencies involved in the implementation of beggars controlling in the city of Pontianak also need to be intensified. Hopefully this research will be beneficial for beggars controlling in Pontianak city. Keywords: coordination, distribution of duties, effectiveness
