Abstract

Food security is a global issue that is increasingly urgent to be resolved along with world population growth, urbanization, and climate change. Norway, as a developed country with an efficient and innovative agricultural system, has become an exemplary example of achieving food security. On the other hand, Indonesia still faces many challenges in achieving optimal food security. In this context, this research reviews strategies for achieving food security in Indonesia and the implementation of Norway's food security policy. The literature study method was used to collect relevant information, and the results showed that the third strategy, which focuses on "ends," is the key to increasing food security. This strategy includes increasing national food independence, developing inclusive food supply chains, and increasing resilience to climate change and natural disasters. By considering strategies that have proven effective in Norway, Indonesia can identify concrete steps to increase food security in a sustainable manner.

Abstract

The conflict between Ukraine and Russia has significant implications for Ukraine's strategic management, presenting challenges across military, economic, and political dimensions. This article provides a comprehensive analysis of Ukraine's strategic management approach using the SWOT (Strengths, Weaknesses, Opportunities, and Threats) framework. Ukraine's strengths include a strong national identity, support from Western allies, and a capable military, which have helped maintain its sovereignty despite Russian aggression. However, weaknesses such as economic challenges, internal political divisions, and dependence on Western support hinder its independence and strategic position. Opportunities for Ukraine lie in building stronger alliances with Western countries, overcoming economic challenges, and implementing diplomatic initiatives. These efforts can provide financial and military assistance, address economic issues, and achieve goals through negotiation. Threats to Ukraine include Russian military power, economic coercion, and political interference, which limit Ukraine's ability to achieve its objectives and make it vulnerable to regional pressures. This paper examines Ukraine's strategic position in the conflict, considering geopolitical dynamics, military capabilities, and historical context, highlighting the strategic management approach through the SWOT framework.

Abstract

This study investigates the impact of incentives and intrinsic motivation on employee morale at PDAM Tirta Jati Cirebon Regency. The research used quantitative techniques, including observational data gathering and questionnaires, with 149 participants. The study used SPSS Version 25.0 for data analysis. The results indicated that incentives (β = 0.360, t = 5.623, p = 0.000) did not significantly influence employee morale on an individual level, but they did positively contribute to it when combined with intrinsic motivation. Intrinsic motivation (β = 0.490, t = 3.586, p = 0.000) showed a significant positive impact on employee morale. The simultaneous significance test revealed that employee morale is significantly impacted by the combination of incentives, intrinsic motivation, and job excitement (F = 32.926, p < 0.001), with these factors collectively explaining 30.3% of the variance in employee morale (Adjusted R² = 0.303). This highlights the importance of intrinsic motivation and work enthusiasm in improving employees in the PDAM Tirta Jati Cirebon District environment. The research's limitations include its focus on PDAM Tirta Jati Cirebon district employees, which may limit its generalizability. Future research could explore other organizational contexts to increase the generalizability of the results

Abstract

Agrarian reform is a strategic policy that aims to redistribute land to the community, tiny farmers, and tenants to reduce land ownership inequality and improve people's welfare. Land inequality in Indonesia is very high, with the land tenure Gini index reaching 0.68, higher than the income Gini index, which stands at 0.388. This inequality not only creates socio-economic problems such as poverty and agrarian conflict but also impacts national resilience. This research uses SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to evaluate the implementation of agrarian reform policy and determine the right strategy to accelerate its implementation in supporting national resilience. This analysis identifies several strengths in the agrarian reform policy, such as government commitment and adequate infrastructure support. However, areas for improvement, such as lack of optimization of access to agrarian reform programs and slow resolution of land disputes, were also found. Opportunities include community empowerment and increased economic resources, while threats come from resistance from parties with specific interests and challenges in land redistribution. The results of this analysis are expected to provide strategic recommendations to improve the implementation of agrarian reform policies, such as strengthening cross-sectoral cooperation, increasing socialization and training, and improving access to information for the community. Thus, an effective agrarian reform program is expected to enhance community welfare and contribute to national resilience.

Abstract

Legal politics as a defense system against asymmetric war is very important. War today is no longer conventional but has entered the 5th and 6th generations in an asymmetric and hybrid manner. This research uses an explanatory qualitative method. The analysis technique uses the soft system method (SSM) to provide structured, comprehensive and sharp analysis. In general, this research will discuss legal political alignments in Indonesia, urgency, mechanisms, and the model/concept of Counter Asymmetric War. Specifically, this research discusses political law as a defense system against asymmetric war in the 5th and 6th generation war era which is considered less comprehensive and non-specific. Then, this research determines 4 ideal criteria for Political Law as a defense system against asymmetric war in the 5th and 6th generation war era, including: defense budget, regulatory effectiveness, modernization of technology & defense equipment, and national defense education. These ideal criteria are used to analyze legal politics as a defense system against asymmetric war. The results of the analysis show that the criteria for political law as a defense system against asymmetric war do not comprehensively cover these 4 ideal criteria. As a recommendation, these 4 ideal criteria can be a refinement of the political legal criteria as a defense system against asymmetric war. So that legal political policy as a defense system against asymmetric war can realize the stability of Indonesia's national defense and security.

Abstract

This research examines the production management of self-propelled mortar carrier systems in supporting the independence of Indonesia's defense industry. In accordance with the Law of the Republic of Indonesia No. 16 of 2012 on Defense Industry which aims to ensure that the fulfillment of defense and security equipment can be carried out independently. This research uses the theory of production and production management presented by E.L. Brech. The production system starts from inputs, which consist of information, management, equipment and workers, as well as raw materials and capital, which then get treatment in the form of transformation into outputs in the form of goods and services. This research uses a qualitative research method with a case study approach. Primary data is obtained through interviews and direct observation to related parties, while secondary data is obtained from literature studies, documents and other data. This research reveals that the production process at PT SAS Aero Sishan still requires improvement efforts to increase production effectiveness. This research underlines the importance of production management to optimize the resources owned through the production process so as to produce quality and superior products and services in order to realize the independence of the defense industry.

Abstract

Higher education is increasingly seen as a commodity that can be bought and sold in the global market. This phenomenon emerges along with the development of a culture of capitalism that penetrates into the academic realm. This research examines the role of transactional leadership in the commodification of higher education in Indonesia. Using a case study approach of literature review from various journals, this research investigates how transactional leadership practices contribute to the transformation of education into an economically fungible product. The research findings reveal that transactional leadership encourages the creation of a management system that is oriented towards financial gain. Students are viewed as consumers, while education becomes a service that must be sold competitively. Transactional leaders tend to adopt business strategies such as aggressive marketing, diversification of study programs, and exploitation of human resources to maximize institutional income. Furthermore, this study analyzes the impact of education commodification on learning quality, academic integrity, and the welfare of the academic community. The results show that commodification can sacrifice essential aspects of education, such as intellectual development, character building, and the pursuit of scientific truth, in order to pursue financial goals. This study concludes that transactional leadership has the potential to change the face of higher education into a pure business activity, with significant consequences for the quality and purpose of education itself. The findings make an important contribution to the discussion on the direction of higher education in Indonesia and the role of leadership in determining the values embraced by educational institutions.
