Abstract

One of the important areas of change in bureaucratic reform agenda in Indonesia is performance accountability which is intended to promote a government management system that focuses on results-oriented performance improvement. The purpose of this research is to evaluate the factors causing Government of the Special Capital Region of Jakarta Province had not reached the targeted predicate until the 2019 Fiscal Year and formulate recommendations to improve it's predicate in Performance Accountability. The research method used is a qualitative method, a case study approach. Data analysis was carried out based on documentation study, observation and focus group discussion (FGD). The research was conducted from September to December 2020.

Abstract

Gampong financial planning is one indicator to see the success or failure of financial management and administration of governance of a village. This study aims to determine the implementation of gampong financial planning in the gampong in Mukim Pisang Baru - Labuhanhaji Subdistrict, to find out the obstacles or obstacles faced by the Gampong Government in the gampong financial planning process, and to find out the efforts made by the sub-district and gampong governments in overcoming obstacles in the gampong financial planning process that is. The research method used is qualitative research with descriptive methods, by seeking understanding obtained from data and facts in the field. Sources of person data used include the Government apparatus of the Labuhanhaji District, Gampong Dalam Government apparatus, Gampong Kota Palak, Gampong Cacang, Gampong Pisang, Gampong tengah Pisang, Gampong Hulu Pisang, and Gampong People’s Consultative Body (Tuha Peut). The results showed that the gampong in Mukim Pisang Baru - Labuhanhaji Subdistrict had attempted to carry out gampong financial planning, especially the preparation of the Gampong Revenue and Expenditure Budget based on the latest regulation namely Permendagri Number 20 Year 2018 concerning Village Financial Management. In the first years, obstacles were found because this regulation was urgent and important. However, as the budget year progresses and the guidance given to the gampong’s government. There are no more complicated problems found related to the implementation of the Permendagri Number 20 Year 2018 concerning Village Financial Management in Mukim Pisang Baru – Labuhanhaji Subdistrict. The Labuhanhaji District Government have made various efforts to overcome these obstacles so that in the future gampong financial management, especially gampong financial planning in Mukim Pisang Baru – Labuhanhaji Subdistrict, can be done better by referring to existing regulations and provisions.

Abstract

Open Selection Policy in First-Top Manager is the implementation of Law Number 5 Year 2014 about State Civil Apparatus (SCA). Open selection purpose to create apparatus who has the professional and based on merit system. Open Selection Policy Implementation in Pekanbaru City is the first policy which implemented in Sumatera Island. This research is using descriptive design with qualitative approach. Research informants is gathering from assessor, local head, head of selection team, SCA whoever joint the selection and SCA who has passed the selection. Data analyzing technique is using descriptive technique with interview, observation and documentation as the data collecting technique. Research result shows that Implementation of Open Selection Policy for First-Top manager in Pekanbaru City is done with the effectivity of communication and clear-share authority for each organ who implementing the policy. Besides that, there are big funds for building assessment center, the suitability of workload and program incentives, and there is indication for time uncertainty in each selection phase. Ideal model for open selection policy in Pekanbaru City is theoretical enrichment from Edwards III’s theory of Policy Implementation with adding environment variable and transparency indicator in communication variable.

Abstract

Indonesia implements a presidential-based system so that it is found that the division of power that exists in Indonesia consists of power known as executive power, power known as legislative power, to judicial power to create a balance that exists in Indonesia. All the rules that have been determined can be found in a constitution, but efforts are needed to perfect them, especially with regard to rules to limit a power and policy so that executive power, legislative power, to judicial power can be implemented effectively and efficiently. The method used in this research is the normative method. The purpose of using this method is for the author to carry out an analysis to compile a discussion using a variety of existing theories and carry out practice using the object of implementing the existing government system in Indonesia. Based on the value of policy theory, an institution in Indonesia uses a government system known as presidential, but in reality there is no evidence that Indonesia uses a presidential system when viewed from the power possessed by the Indonesian state. If viewed from the system used, it can be seen that Indonesia applies a system to divide a power that applies in the Indonesian state. This article presents proposals related to suggestions for improving the Indonesian government system from concepts to practices that are implemented efficiently.

Abstract

This research is motivated by the duties and functions of an ASN to provide services to the community. The development of industrial revolution 4.0 currently impacts the government bureaucracy required to be professional, have integrity, and serve the community. Departing from the above thought, the authors are interested in researching with the title "Competency-Based Apparatus Development in the Investment Service and One Stop Services, Demak Regency, Central Java Province." The purpose of this research is to find out how the development of competency-based apparatus in the Department of Investment and One Stop Services of Demak Regency. The writing of this final report uses a type of qualitative research with descriptive methods and an inductive approach. The theoretical aspect based on technical competence, conceptual competence, and competence for life has not been implemented optimally due to several obstacles, including limited budget and infrastructure, age and motivation factors, and incompatibility of training with competence. Some of the efforts made to deal with these problems include proposing additional budgets and completeness of infrastructure and providing leadership roles to increase motivation. The author's suggestions are the need to strengthen communication, consultation and coordination, and innovation activities such as in-house training and knowledge transfer.

Abstract

Problem Statement (GAP): The author focuses on problem the lack of optimization in terms of collecting non-metal mineral and rock taxes in Karimun Regency. Purpose: The study aims to know out what local goverments are doing to optimize mineral tax revenues rather then metal and rock taxes in Karimun Regency. Method: This study uses descriptive qualitative research methods with an inductive approach. With the analysis of primary and secondary data obtained through the results of interviews, observations and documentation. Result: Some of the obstacles faced by the Regional Revenue Agency are limited human resources, slow licensing process, the lack of optimal monitoring and supervision, and lack of public awareness. Conclusion: That the collection of tax on non-metallic minerals and rocks in the last few periods has not gone well. This can be seen from the realization of the tax that has not been in accordance with the target. Efforts to optimize the receipt of non-metal mineral and rock taxes and bills by the Regional Revenue Agency are carried out in terms of the certainty and clarity of the Law, the intellectual level of the community, the quality of tax officers, and the tax administration system.

Abstract

One of the objectives of regional autonomy is to increase regional competitiveness, which automatically increases the welfare of the people. According to the results of previous studies, regional competitiveness will increase if investment attractiveness is high. This means that many investors are interested in investing in the area. The city of Tasikmalaya which was founded in 2001 has a relatively low level of competitiveness compared to other younger areas, such as West Bandung Regency and Banjar City. According to a study by the Monitoring Committee for the Implementation of Regional Autonomy (KPPOD), the City of Tasikmalaya is not included in the ranking of the best cities in terms of investment attractiveness. This study aims to analyze the determinants of investment attractiveness to increase the competitiveness of the City of Tasikmalaya. This research was conducted with a quantitative and qualitative descriptive approach in accordance with the research objectives. Qualitative data were obtained through interviews with 17 informants who came from elements of the government and entrepreneurs from various sectors. The results of the interviews combined with the results of observations and secondary data are used to describe the investment attractiveness of the City of Tasikmalaya. Quantitative data analysis used a modified Analytical Hierarchy Process (AHP) model. The results obtained are the attractiveness of investment in the City of Tasikmalaya, especially in the tertiary sector with the dominant category of information and communication services. Meanwhile, the determinants of investment attractiveness in the City of Tasikmalaya based on the perceptions of entrepreneurs according to rank are regional economic aspects, institutions, physical infrastructure, socio-politics, as well as labor and productivity.

Abstract

This study aims to determine: the condition of logistics transportation transportation, logistics activities in meeting the needs of the community and how much influence the availability of transportation has on logistics activities in Gantung District, East Belitung Regency. The method used is a mixed method (mix method), namely sequential exploratory strategy (quality-quan-quan interpretation). The results of this study that the availability of infrastructure obtained an average answer score on each item ranging on a scale between 4-5, namely the lowest on item X5 (transportation manager) = 4.16 and the highest on item X3 (vehicle as a tool) = 4.38 with a standard deviation between 0.050 – 0.82. Meanwhile, the lowest logistical activities were at item Y4 (material handling) = 3.98 and the highest was item Y3 (communication in logistics) = 4.40 with standard deviation = 0.532-0.711. The results of the hypothesis test show that there is an influence of Infrastructure on Logistics at a significance level of 0.05. The coefficient of determination (R Square) = 0.784, meaning that Logistics Activities can be explained by Infrastructure Availability = 0.784 (78.4%), the remaining 21.6% is explained by other factors not examined. The regression equation is: Y = 10.057 + 0.967 X. a = 10.057 means that if there is no adequate infrastructure then the amount of logistics fulfillment is 10.057 and b = 0.967, it means that if there is an increase in infrastructure by 1 unit, then logistics will increase by 0.967 units and vice versa.

Abstract

This study aims to identify and describe how the implementation of office administration system policies (E-Mail) in realizing E-Government in Semarang City, Central Java Province. The process of collecting data through literature study, interviews, and observations. The informants of this study were related parties, totaling 10 people, which were considered representative in providing information related to the research data needed. Then this research instrument uses interview guidelines and observation sheets. Furthermore, the data were analyzed with the concept of Miles and Huberman: data reduction, data display, Conclusion drawing / verification. The results showed that the implementation of the office administration system policy (E-Mail) has not been optimal. Among other things, there is no regional regulation at the city level that specifically regulates the office administration system (E-Mail).

Abstract

The development of technology in Indonesia is very fast today. So that technology becomes a necessity that must be owned by everyone. Such as information technology that can be used by every community for their daily needs. Therefore, the government takes the opportunity to create quality services by utilizing information technology called e-government. the concept of e-government is the provision of public services that are good governance. Where all aspects contained in good governance are reflected in e-government. The researcher uses descriptive qualitative research using Miles and Huberman data analysis model. The parameter of e-government progress during the pandemic is that it has used a lot of application software on websites and information systems that support the implementation of office tasks and services to the community. The weakness is the management of information systems in some work units that focus on their respective fields of work. To improve e-government management, recommendations are given to integrate information systems for e-government management in order to improve the performance of public services.
