Abstract

The Government Credit Card (KKP) is an innovation from the Ministry of Finance of the Republic of Indonesia which is used for government financial transactions. The purpose of implementing the use of KKP is to reduce the use of cash in state financial transactions, increase security in transactions, reduce the potential for fraud and reduce the cost of funds and idle cash from the use of money supply (UP) managed by the Work Unit. This study aims to answer the question whether communication and disposition have a significant effect on the effectiveness of the implementation of the KKP program in the work units of the Statistics Indonesia-BPS. The method used in this research is quantitative. So far there has been no research on the effectiveness of the implementation of the KKP program at BPS. The result of this study is that communication and disposition have a significant effect on the effectiveness of the KKP program implementation. The magnitude of the influence of communication is 0.636 and the magnitude of the influence of disposition is 0.828, this indicates that disposition is the factor that most influences the effectiveness of the implementation of the KKP program for satkers at BPS. Although the two variables proved to have a significant effect, we also found obstacles and alternative solutions to the problems of implementing the KKP.

Abstract

The Effect of the Bureaucratic System on Employee Behavior in Implementing Government Agencies Performance Accountability System Policies (Study at BPS in the North Maluku Region). SAKIP is a concept of a paradigm shift from Old Public Administration to New Public Management that. adapted by Indonesia from developed countries such as the United States, South Korea and New Zealand. The concept of this paradigm shift is a form of improving the quality of service to the public. However, accountability for performance in Indonesia is still weak in its implementation and there are still some of problems encountered in the implementation such as the bureaucratic system and the behavior of bureaucrats in implementing it. This study aims to determine whether the bureaucratic system influences the behavior of employees in implementing the SAKIP policy at BPS work units in the North Maluku region. This study uses a quantitative method with SEM-PLS analysis. The results of this study indicate that the bureaucratic system and employee behavior influence implementation. Then the employee behavior variable plays a role in mediating the influence of the bureaucratic system on the implementation of SAKIP in BPS work units in the North Maluku region

Abstract

Analysis of Decentralization Relations, Availability of Maternal and Child Health and Health Services in Indonesia 2018. This study aims to analyze empirically the relationship between decentralization, the availability of health services and maternal and child health at the district/city level in Indonesia in 2018. The statistical analysis method used is Moran's I which is used to detect the existence of a spatial relationship in each variable, and SEM-PLS which is used to determine the relationship between variables. The results of this study are that there is a positive spatial autocorrelation in the variables of decentralization, availability of health services, and maternal and child health at the district/city level in Indonesia. District/city decentralization has no direct influence on maternal and child health outcomes. Decentralization will only be able to significantly improve maternal and child health outcomes if the districts/cities can increase the availability of health services. Improving decentralization, by optimizing regional revenues through taxes, is important to do to increase the availability of health services, so that better maternal and child health can be achieved.

Abstract

The relationship of motivation and competence to work productivity through employee job satisfaction (study on the regional apparatus of the Mojokerto City Government). Competition in employment is increasing along with technological advances that continue to develop from generation to generation. This phenomenon is triggered by existing globalization and modernization. Organizations strive to find a workforce that has the ability to work effectively and efficiently, with the aim of achieving the goals that have been set. The Mayor of Mojokerto also asked all regional apparatuses to focus on the SAKIP (Device Performance Accountability System) component which is still low in value and emphasized the importance of understanding the Head of Regional Apparatus in carrying out the duties and functions that are the authority in their respective work units to support improving SAKIP achievements. In 2023, there are two out of nine Key Performance Indicators (IKU) of Mojokerto City that are predicted to have not been able to achieve the specified performance targets. These indicators include the Bureaucratic Reform Index and the Economic Growth Rate. Therefore, greater and specific efforts are needed to be able to produce targeted solutions in the future. It is necessary to further strive for performance improvement through motivation, competence and job satisfaction that affect the level of work productivity.

Abstract

Water resources which are universal in every aspect of life have an important role in supporting activities in various fields. The need for water for every human being makes it classified as a public good. Perumda Tirta Sewakadarma Drinking Water seeks to provide drinking water to fulfill the needs of the community in order to have a healthy, clean and productive life. However, based on the community's assessment on Google Reviews, Perumda Tirta Sewakadarma has a rating of 1.5 out of 5. This shows that the people of Denpasar's trust in Perumda Tirta Sewakadarma is relatively low. This study aims to see the effect of society's trust on public acceptance of drinking water service policies in PDAM Tirta Sewakadarma. This study uses a quantitative method with SEM-PLS analysis. The results of this study indicate that the Social Trust variable has a significant effect on Public Acceptance. Therefore, the Service Quality variable has a significant effect in moderating the Social Trust variable on Public Acceptance

Abstract

This Implementation of Learning Recovery Policies Related to Content and Context in the Merdeka Curriculum (Study at SMA Negeri 3 Malang). The education system in Indonesia has changed significantly due to the learning crisis and emergency caused by the COVID-19 pandemic. During the pandemic, the Government of Indonesia has attempted to implement policies to cover potential learning lags and learning gaps through the Decree of the Minister of Education, Culture, Research and Technology of the Republic of Indonesia Number 262/M/2022 concerning Amendments to the Decree of the Minister of Education, Culture, Research and Technology Number 56/M/2022 Concerning Guidelines for Implementing Curriculum in the Framework of Learning Recovery. This study aims to analyze the implementation of the merdeka curriculum at SMAN 3 Malang which is carried out by measuring the success of implementation using two major variables from Merilee S. Grindle's theory, namely content of policy and context of implementation. This type of research is descriptive using a qualitative approach. The results of the study show that the content of policy variable has fulfilled the aspects of interest that affect it, the type of benefit, the degree of change to be achieved, the program implementer, and the resources used. The context of implementation variable has fulfilled the aspects of power, interests and strategies of the actors involved, the characteristics of the institution and regime in power, the level of compliance and the response from the implementer.

Abstract

The Competency Development Efforts of Widyaiswara in National Institute of Public Administration. In order to achieve qualified and professional civil servants, it has to start with improving the quality and professionalism of the trainers, Widyaiswara. On the other hand, Widyaiswara also holds the position as civil servant, therefore Widyaiswara is required to receive competency development in accordance with their duties and positions. National Institute of Public administration (NIPA) is a supervisory agency for Widyaiswara that has the authority to carry out assessments, education and training of Widyaiswara. NIPA also become a role model in developing competencies of Widyaiswara. This study focuses on explaining the competency development of Widyaiswara carried out by the NIPA by looking at the types of competency development of knowledge, skills, and attitudes. The results of this study concluded that the development of knowledge competencies is carried out through training and community of practice, the development of knowledge competencies is carried out through coaching and mentoring, while the development of attitude competencies is carried out through character development.

Abstract

Strategy of the Tourism Office in Developing Tourist Destinations in Morotai Island Regency: This study aims to analyze the strategy of developing tourism destinations by the Tourism Office in Morotai Island Regency. By using a qualitative descriptive method, this study attempts to describe the strategy for developing tourist destinations in Pulau District. The study results show that the Tourism Office has implemented a tourism destination development program in infrastructure development spread over six sub-districts. These destinations are Dodola Island Tourist Area, Raja Waterfall, Sail Field, Lifao Beach, Bido Beach, Cape Sale, Tabailenge Island, Cape America, and Tanjung Garam. Data analysis and the interview process found that the tourism destination development strategy implemented by the Tourism Office needs to pay attention to the principles of tourism destination development put forward by Yoeti (2016). This can be seen from the development of tourism infrastructure not under the attractiveness, geographical location, and utilization of tourist accessibility which is the wrong target. This has an impact on the low level of tourist visits, the lack of utilization of tourist rides by tourists, and damage to tourist facilities.
