Abstract

This study aims to find out the public procurement process before and after the implementation of e-procurement in Magelang City Government and to assess whether the implementation of e-procurement has been or not improved in Magelang City Government.  This study investigates cost efficiency, time efficiency and other aspect of  efficiency in comparison with conventional procurement. This comparative study is useful to explain the procurement process before and after the implementation of e-procurement.  The implementation of public procurement using e-procurement is more efficient compared with conventional procurement.  There are problems that hinder the process of public procurement. The problem in the implementation of procurement in Magelang City is human resources.  These problems prevented improvements in procurement in Magelang City.

Abstract

Fenomena penyebaran HIV/AIDS di Kabupaten Malang merupakan sebuah permasalahan yang tidak bisa dianggap remeh, terlebih dengan adanya jumlah kasus HIV/AIDS yang meningkat drastis setiap tahunnya. Pada data terakhir menyebutkan bahwa saat ini penyebaran HIV/AIDS di Kabupaten Malang telah merata di semua Kecamatan, hal ini tentunya memicu tanda tanya besar karena sejak tahun 2008 Kabupaten Malang telah memiliki kebijakan khusus yang mengatur tentang penanggulangan HIV/AIDS yang tertuang dalan Perda Nomor 14 Tahun 2008. Dengan adanya kebijakan yang mengatur tentang penanggulangan HIV/AIDS di Kabupaten Malang, memunculkan pertanyaan yaitu bagaimanakah implementasi kebijakan penanggulangan HIV/AIDS berdasarkan Perda Nomor 14 Tahun 2008 tentang penanggulangan HIV/AIDS di Kabupaten Malang.

Abstract

Waterfront project toward urban redevelopment has become common in many countries, including Indonesia. Based on the field survey and documents research in Banjarmasin, during 2016 to 2017, this study aims to evaluate the urban waterfront redevelopment. This study revealed that there are three phases of Banjarmasin waterfront redevelopment process, namely river normalization, creating a new economy, and rediscovering identity. Findings suggested that Banjarmasin government has attained success in both the physical development and the maintenance of the traditional river culture as Banjarmasin’s image. Another finding also suggested that decentralization has a part to play in the Banjarmasin waterfront process, because Banjarmasin government gives more attention on waterfront projects, by allocating a huge budget for this purpose.

Abstract

The purpose of this papers is to analysis role of state in the mining policy in Indonesia. Tulisan ini menganalisis peran negara dalam kebijakan pertambangan di Indonesia. Liberalisation in mining will debilitate state ideals. This country has clearly set in the Constitution (Undang-Undang Dasar 1945) Article 33 point 3 that the earth,water,and natural resources are controlled by the state and should be utilized as much as possible for the welfare of the people. Today, mining regulation indicates have ignored the mandate of the constitution. Then, actually a mining policy created for whom? This case should use state centered perspective, how is the role of government, regulation, and what is the feasible methods   to answer the basic assumption that mining resources should be utilized as much as for welfare of people. The reality alsoanalyze by political economic perspective.

Abstract

This paper examines the relevance of spatial plan with the regional development plans and their impact on development, particularly in the city of Probolinggo. Integration of spatial plans are realized in RTRW with development plans are realized in RPJPD and RPJMD becomes very important, because the existing strategy in the RTRW or RPJPD do will be impossible if it is not accommodated in RPJMD. The results showed linkage substantive less robust among RTRW with RPJMD Kota Probolinggo, so not all guidelines for development in the RTRW can be done, and as a conclusion RTRW considered not able to provide a positive influence for sustainable development in the city of Probolinggo, especially in terms of environmental quality and equity development

Abstract

Strategic planning in public sector in Indonesia has been fully supported by the regulations, but the implementation has not been applied properly. Meanwhile, empirical evidence related to what extent strategic planning has been adopted by public sector in Indonesia in order to support the critique that a strategic planning affects what an organization is, what it does and why it does it is still limited. Under qualitative method, the study tries to explore how far strategic planning principles have been adopted in public organization by using case study in Directorate of Land and Forest Fire Controlling, Directorate General of Climate Change Controlling, Ministry of Environment and Forestry. The study focuses on analyzing the process of strategic plan arrangement. Research result shows that strategic planning principles haven’t been adopted properly on the arrangement of strategic plan document of Directorate of Forest and Land Fire Controlling (PKHL). There are several important points to be noticed, are: stakeholder analysis hadn’t been used properly and the TOWS matrix wasn’t used to formulate strategy development.

Abstract

This research aims to analyze the process of preparing and determining the planning of tourism development by using T-A-I-D Tracking, analizing, amaging and deciding on the planning of tourism development of Kutai Kartanegara regency. With the aim of carrying out the process of preparation and determination needs to be supported by various parties and SKPD in order to accomplish the proses of determining the development is running in integrity with attention to several factors that can affect the process of determining the development.

Abstract

A survey of thirteen farmers using qualitative method with in-depth interview was carried out in Malang District in order to observe farmers’ constraints and the strategy taken under the rise in beef price. The result showed that during 2010-2015, Malang District farmers had faced constraints such as difficulty in accessing cattle, poor feeding behavior, and long selling channel. Most of them had joinedcattle sharing system in order to access cattle. Based on trust and kinship, cattle sharing system allowed smallholders to gain access to the cattle. On the other hand, some farmers’ showed their interest joining farmer group in order to improve their poor feeding behavior. Farmer group could be a good solution to enhance farmers’ skill in rearing cattle with good guidance. Selling carcass to the beef seller will give higher profit to the farmer, but it has some constraints such as need particular skill to be butcher, needs government license, takes time and need a market link. This new market access must be observed further to know it’s potential.

Abstract

The government of Indonesia has a changing strategy for Science and Technology (S&T) development. This condition has influenced institutional development, which in turn may have affected the transformational role of public research institutes. This study attempts to investigate the trajectory of Indonesian S&T development strategy from the colonial era through the Old Older, the New Order, and following the Asian Financial Crisis. In response to this changing of development strategy, it eventually analyzes how the role of public research institutes has transformed, by takings LIPI and BPPT as case studies. This study employs a historical approach by using interview and document analysis to investigate the trajectory of S&T development in Indonesia and the transformation of LIPI’s and BPPT’s role. The findings suggest that political transformation has much affected the government’s strategy on Indonesian S&T development. Moreover, LIPI and BPPT tend to transform their role following the government’s strategy by giving less consideration to either demand from society and industry or their strong point of early inception.

Abstract

Food sufficiency is closely related to a country’s political stability. In order to achieve food sufficiency, local government need to conduct agriculture development which more focus on farmer community empowerment as main actor of ariculture development. This research aims to describe the efforts of local governmnet in empowering farmer community and analyze the appropriateness of those efforts with community empowerment concept. Descriptive research method with qualitative approach is used in this research. The result shows that local government has conducted farmer community empowerment efforts through several activities which are appropriate with the concept of community empowerment such as training, counseling, forming network, socialiszation, and providing loan. However, local government also gives subsidies and grant which are contrary to the concept of community empowerment and have potential to increase the dependence of the farmer on the local government.
