Abstract

Employment opportunities for persons with disabilities (PWDs) in Bali’s tourism sector remain limited despite the existence of supportive regulations, indicating a persistent gap between policy commitments and implementation. While previous studies have primarily focused on descriptive barriers, limited attention has been given to how governance mechanisms shape employment inclusion outcomes. This study applies an inclusive governance framework, operationalized through three dimensions-transparency, participation, and equality—to examine how governance mechanisms influence employment inclusion. Using a descriptive qualitative approach and the Miles and Huberman analytical model, data were collected through in-depth interviews, observations, and document analysis involving government institutions, NGOs, and PWDs. The findings reveal a persistent policy–practice gap driven by weak regulatory enforcement, fragmented information systems, and entrenched workplace stigma. Two key empirical insights emerge. First, digital employment platforms, particularly DNetwork, enhance transparency and improve job matching, thereby expanding access to employment opportunities for PWDs. Second, collaborative governance among government agencies, NGOs such as PUSPADI Bali, and the private sector contributes to increased employment inclusion, although its sustainability remains constrained by limited integration and resources. This study contributes to governance and public administration literature by demonstrating how digital integration and multi-stakeholder collaboration function as causal mechanisms that enable inclusive governance in practice. These results demonstrate that inclusive governance becomes effective when regulatory enforcement, digital integration, and multi-stakeholder collaboration are aligned, offering broader implications for inclusive labor policy in developing-country contexts.

Abstract

The flash floods in West Sumatra caused significant impacts on public safety, environmental conditions, and social stability, creating serious challenges for local governments in disaster management. This study aims to analyze disaster administration through a casualty-based approach by examining the response capacity of local governments in handling flash flood disasters across six districts and municipalities in West Sumatra. This research employed a descriptive qualitative–quantitative method using comparative analysis of casualty data obtained from the Health Crisis Center of the Indonesian Ministry of Health. The recorded data show that 9,241 residents were affected, including 60 deaths, 13 victims with severe or minor injuries, 9,524 outpatients, and 4,522 displaced people. The findings indicate significant differences in disaster impacts among regions. Tanah Datar recorded the highest number of affected residents and outpatient injuries, while Agam had the highest number of fatalities. Padang City, despite having fewer affected residents, still recorded deaths, showing that disaster severity is influenced not only by population exposure but also by preparedness, response speed, and institutional coordination. The study concludes that effective disaster management depends on institutional readiness, strong inter-agency coordination, efficient early warning systems, and adequate emergency health services. Strengthening local government capacity and community preparedness is essential to reduce casualties and improve long-term disaster resilience.

Abstract

  This study addresses the persistent ineffectiveness of waste management in Banjarmasin, highlighted by the growing waste accumulation at the Basirih Landfill and along urban roadsides following administrative sanctions from the Indonesian Ministry of Environment. Despite a daily waste production of approximately 600 tons, regional facilities currently handle only 105 tons, signaling a critical governance gap. Employing an explanatory sequential mixed-methods design, this research analyzes waste management through the dual lenses of Network Governance and Collaborative Governance. Quantitative data were gathered from 107 diverse stakeholders, followed by in-depth qualitative interviews with key informants and Participatory Development Waste Action (PDWA) sessions. The results reveal that while there is high cognitive readiness for collaboration, the actual implementation remains at a moderate level, characterized by a "strong at the bottom, fragile in the middle" model. The governance network is currently fragmented, with interactions being largely ad-hoc and seremonial rather than institutionalized. Key barriers include a significant power imbalance dominated by the state, lack of formal institutional design, and the absence of a "metagovernor" role to synchronize bottom-up community initiatives with private sector resources. This study recommends that the Banjarmasin Municipal Government transition from a technical operator to a network steerer by establishing a permanent collaborative forum, institutionalizing long-term MOUs, and adopting an adaptive pentahelix model to bridge current collaboration gaps and ensure systemic sustainability.

Abstract

Blekok Tourist Destination in Klatakan Village, Situbondo Regency, is a themed tourism area focused on mangrove conservation and water bird preservation, serving as a major attraction that draws visitors through its natural beauty, culture, history, or human-made facilities that provide satisfaction and joy. Tourism destinations are not only evaluated by their beauty but also by the completeness of facilities, services, attractions, and ease of access. These activities encompass various functions and dimensions, including entertainment, education, culture, and economy. In line with the technological era and tourism development innovations, numerous challenges arise, such as declining visitor numbers, damaged tourism facilities, environmental degradation, and limited human resource knowledge. The objective of this research is to describe and identify the local government's strategies in developing the Kampung Blekok Tourist Destination in Klatakan Village, Situbondo Regency. This study employs a descriptive qualitative approach, utilizing primary data from in-depth interviews and secondary data. Therefore, collaborative governance strategies are essential, involving the local government, community, private sector, and local groups to achieve successful tourism destination development in Situbondo Regency, ensuring long-term growth as a primary tourism site. Effective strategies will highlight the strategic tourism potential in supporting environmental conservation while driving economic and social development in Situbondo Regency, aligning with national and regional policies for sustainable tourism sector growth.

Abstract

Kupang Regency, East Nusa Tenggara Province, is a region rich in marine resources, ranging from its beaches to seaweed cultivation, which contributes to local revenue. However, this potential has not yet been supported by good governance from the local government. For example, there are damaged roads, limited access to clean water, poorly maintained beach facilities, and a scarcity of micro, small, and medium-sized enterprises (MSMEs) in the region. This study employs a qualitative method, utilizing data collection and analysis techniques such as interviews, observations, documentation, and literature review. The objective of this study is to analyze the collaborative process in developing blue economy-based coastal tourism across three T-zones in Kupang Regency. According to Kirk Emerson’s theory of collaboration, there are four stages in achieving objectives: collaborative dynamics, collaborative actions, impact, and adaptation. Research findings indicate that although various pentahelix actors have been involved, the collaboration established remains partial, sectoral, and not yet institutionally integrated. Weak inter-institutional coordination, minimal capacity for joint action, and the suboptimal roles of the media and coastal community empowerment are the main obstacles in maritime tourism management. The government’s normative commitment and the abundant potential of marine resources open strategic opportunities to strengthen more effective and sustainable collaborative governance. This study emphasizes that the success of marine tourism development is not only determined by the availability of resources but also heavily depends on the quality of the collaborative process among stakeholders. These findings make an important contribution to enriching the discourse on collaborative governance in the context of coastal regions and can serve as a foundation for formulating inclusive and sustainable marine tourism policies.

Abstract

Digital Dangin Puri Kangin Village has implemented the SIPADU application as digital innovation to improve public service delivery. Despite its potential, the adoption process faces several challenges, including limited utilization, insufficient socialization, and the need for further feature development. This study aims to analyze how the adoption of SIPADU contributes to effective and efficient public services. Using a descriptive qualitative approach, data were collected through interviews with village officials and service users. The result show that SIPADU meets key innovation characteristics, such as relative advantage, compatibility with community needs and ease of use. The diffusion process is supported by both interpersonal communication and digital media, enhancing public awareness. However, the adoption has not yet reached full implementation, as many residents still prefer direct, face-to-face services. Overall, the study highlights that digital innovation at the village level is influenced by technological readiness, institutional support, and existing social practices.

Abstract

Regulations and policies of Law of the Republic of Indonesia Number 18 of 2008 and its derivatives on Waste Management have ushered in a more comprehensive and integrated waste management system in Palembang City from upstream to downstream which includes waste reduction and processing activities. However, there are problems in maintaining the environment sustainably. Sustainable environmental development needs to optimize waste management from upstream (reduce, reuse, recycle) to downstream. This study aims to evaluate the extent and quality of waste management awareness among early childhood education students in Palembang City, and to assess the role of school-based curricula and parental participation in shaping that awareness. Specifically, it asks: (1) To what degree do students in Palembang understand core waste management concepts (sorting, reduction, recycling, composting)? (2) How do institutional and parental factors mediate or constrain that understanding? (3) What does the Paulo Freire’s empowerment framework reveal about the transformative potential and limitations of current pedagogical practices? The research method used is a mix method, namely by combining quantitative and qualitative approaches. Data sources are from the results of interviews, observations and documentation studies. The results of the study revealed that waste management activities that have been taught by early childhood education teachers cannot all be understood by each student due to the age limitation to understand waste materials and their management, so it is necessary to invite parents to be involved in children's waste management activities and provide education related to practices that can be done at home.

Abstract

The management of state assets requires transparency, efficiency, and accountability, particularly in the implementation of auctions for Barang Milik Negara (BMN). The increasing adoption of digital technology has encouraged the use of electronic auction (e-auction) systems to improve public service delivery. This study aims to analyze the implementation of the e-auction system and its contribution to enhancing accountability in BMN auctions at KPKNL Madiun. The research employs a qualitative approach with a descriptive design, utilizing data collected through in-depth interviews, observation, and documentation. Informants were selected purposively, including auction officials, technical staff, and auction participants. The findings reveal that the e-auction system is implemented through integrated digital stages, including participant registration, auction announcement, bidding process, winner determination, and payment settlement. The system significantly enhances transparency through real-time information access and digital recording of all auction activities, ensuring traceability and auditability. Additionally, the implementation of e-auction improves administrative efficiency and increases public participation, which contributes to more competitive bidding and optimal auction outcomes. However, challenges remain, particularly in terms of limited digital literacy and the need for broader socialization of the system. In conclusion, the e-auction system plays a crucial role in strengthening accountability in BMN auction processes by promoting transparency, efficiency, and wider public access. Despite its positive impact, the effectiveness of the system is influenced by external factors such as user readiness and technological understanding.

Abstract

Violence against children remains a serious social issue in Pekanbaru City, as indicated by the fluctuating number of reported cases despite the implementation of child protection policies and the involvement of various institutions. This condition highlights the need for collaborative efforts among multiple actors, including government institutions and the community. This study aims to analyse the collaboration between the government and the community in handling violence against children in Pekanbaru City. This study employs a qualitative method with a phenomenological approach to understand the experiences and interactions of actors involved in child protection. Data were collected through semi-structured interviews and documentation involving DP3APM, the Social Service Office, the Police, and community actors through PATBM. Data analysis was conducted using NVivo 12 Plus to identify patterns and themes in the collaborative process. The results show that collaboration has been implemented through five components of collaborative governance: face to face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. This collaboration has contributed to improved responsiveness in case handling, better coordination in victim recovery services, and increased community participation in reporting cases. However, the collaboration still faces challenges, particularly the absence of integrated SOP or MoU across institutions and differences in operational coordination. Strengthening cross-sector coordination and developing integrated collaboration mechanisms are necessary to support a more effective and sustainable child protection system.
