Abstract

ABSTRAKPenelitian ini bertujuan untuk menganalisis sejauh mana tingkat efektivitas dan efisiensi keuangan daerah Provinsi Sulawesi Utara. Data yang digunakan adalah data sekunder yaitu data APBD Provinsi Sulawesi Utara periode anggaran 2012-2018. Untuk menghitung tingkat efektivitas dan efisiensi keuangan serta mengetahui keeratan hubungan antara Realisasi Pendapatan dan Realisasi Pengeluaran Tahun Anggaran 2012-2018 daerah Provinsi Sulawesi Utara. Teknik analisis yang digunakan adalah dengan menghitung Rasio Efektivitas dan Rasio Efisiensi Keuangan Daerah serta analisa korelasi (Correlation LM Test).Hasil yang didapat menunjukkan bahwa secara keseluruhan, tingkat efisiensi keuangan daerah Provinsi Sulawesi Utara selama periode 2012-2018 rata-rata adalah sebesar 96,63% atau berada pada tingkat kurang efisien. Hal ini menunjukkan bahwa pemerintah daerah masih belum efisien dalam menggunakan anggarannya. .Sementara itu, nilai rasio efektivitas keuangan daerah Provinsi Sulawesi Utara periode tahun 2012-2018.mencapai rata-rata sebesar 91,92 per tahun.Dengan demikian berarti tingkat efektivitas pengelolaan keuangan daerah di Provinsi Sulawesi Utara adalah sudah efektif, karena dari hasil perhitungan menunjukkan angka lebih dari 90%. Sehingga keeratan hubungan antara variabel belanja dan variabel pendapatan adalah 0,691 atau 69,10 %, sehingga antara variabel belanja dan variabel pendapatan mempunyai hubungan yang searah.Kata kunci: efektivitas, efisiensi, keuangan daerahABSTRACTThis study aims to analyze the extent of the regional financial effectiveness and efficiency of North Sulawesi Province. The data used are secondary data, namely the North Sulawesi Provincial Budget data for the 2012-2018 budget period. To calculate the level of effectiveness and financial efficiency and to find out the closeness of the relationship between Realization of Revenue and Realization of Expenditures for the 2012-2018 Budget Year in the North Sulawesi Province. The analysis technique used is to calculate the Effectiveness Ratio and the Regional Financial Efficiency Ratio and correlation analysis (Correlation LM Test).The results obtained showed that overall, the level of regional financial efficiency of North Sulawesi Province during the period 2012-2018 was an average of 96.63% or was at a less efficient level. This shows that the local government is still not efficient in using its budget. Meanwhile, the value of the regional financial effectiveness ratio of North Sulawesi Province for the period of 2012-2018 reached an average of 91.92 per year.Thus the level of effectiveness of regional financial management in North Sulawesi Province is already effective, because the results of the calculation show a figure of more than 90%. So that the closeness of the relationship between the shopping variable and the income variable is 0.691 or 69.10%, so that between the expenditure variable and the income variable have a unidirectional relationship. Keywords: effectiveness, efficiency, regional finance

Abstract

ABSTRAKSalah satu masalah yang dihadapi oleh negara berkembang seperti Indonesia adalah ketimpangan dalam distribusi pendapatan antara masyarakat yang berpendapatan tinggi dengan masyarakat yang berpendapatan rendah. Ketimpangan pendapatan terjadi apabila sebagian besar penduduk memperoleh pendapatan yang rendah, sementara pendapatan yang besar hanya dinikmati oleh sebagian kecil penduduk. Semakin besar perbedaan (senjang) pendapatan yang diterima masing-masing individu menunjukkan semakin besarnya ketimpangan pendapatan antar rumah tangga. Untuk itu diperlukan langkah strategis dalam pelaksanaan pembangunan dari pemerintah daerah Provinsi Sulawesi Utara terutama dalam mengambil kebijaksanaan yang mengarah pada pembangunan ekonomi daerah yang lebih baik. Tujuan dari penelitian ini untuk mengetahui pengaruh anggaran dinas Pendidikan Provinsi Sulawesi Utara, anggaran infrastruktur dan anggaran sector pertanian terhadap pendapatan perkapita di Provinsi Sulawesi Utara. Untuk mengetahui pengaruh anggaran dinas Pendidikan provinsi Sulawesi Utara, anggaran infrastruktur, anggaran sector pertanian dan pendapatan perkapita terhadap Indeks Pembangunan Manusia di Provinsi Sulawesi Utara Teknik analisis yang digunakan adalah analisis regresi berganda dan analisis jalur. Hasil penelitian anggaran pendidikan tidak berpengaruh terhadap pendapatan perkapita, anggaran infrastuktur dan anggaran pertanian berpengaruh signifikan terhadap  pendapatan perkapita. Anggaran pendidikan dan aggaran pertanian tidak berpengaruh terhadap IPM, anggaran infrastruktur dan pendapatan perkapita berpengaruh signifikan terhadap IPM. Anggaran pendidikan, infrastruktur, dan pertanian secara bersama mampu memberikan pengaruh terhadap peningkatan pendapatan perkapita dan memberikan pengaruh terhadap perkembangan Indeks Pembangunan Manusia yang ada di Provinsi Sulawesi Utara. Kata Kunci       : Anggaran Pendidikan, Anggaran Infrastruktur, Pendapatan  Perkapita dan IPM ABSTRACT One of the problems faced by developing countries such as Indonesia is the imbalance in income distribution between high-income people and low-income people. Income inequality occurs when a large portion of the population gets low income, while large income is only enjoyed by a small proportion of the population. The greater the difference (gap) of income received by each individual indicates the greater the income inequality between households. The conditions and regional economic potential are basic capital and dominant factors that can be used to achieve development goals in improving people's welfare. For this reason, a strategic step is needed in the implementation of development from the local government of North Sulawesi Province, especially in taking policies that lead to better regional economic development. The purpose of this study was to determine the effect of the North Sulawesi Provincial Education office budget, infrastructure budget and agricultural sector budget on income per capita in North Sulawesi Province. To find out the influence of the North Sulawesi provincial education office budget, infrastructure budget, agricultural sector budget and per capita income on the Human Development Index in North Sulawesi Province The analysis technique used is multiple regression analysis and path analysis. The results of the education budget research do not affect per capita income, the budget for infrastructure and agricultural budgets have a significant effect on per capita income. The education budget and agricultural budget have no effect on HDI, the infrastructure budget and per capita income have a significant effect on HDI. Education, infrastructure, and agriculture budgets together can influence the increase in per capita income and have an influence on the development of the. Abstract

ABSTRAK Kinerja organisasi merupakan gambaran mengenai hasil kerja organisasi dalam mencapai tujuannya yang tentu saja akan dipengaruhi oleh sumber daya yang dimiliki oleh organisasi tersebut. Konsep kinerja organisasi juga menggambarkan bahwa setiap organisasi publik memberikan pelayanan kepada masyarakat dan dapat dilakukan pengukuran kinerjanya dengan menggunakan indikator-indikator kinerja yang ada untuk melihat apakah organisasi tersebut sudah melaksanakan tugasnya dengan baik dan untuk mengetahui tujuannya sudah tercapai atau belum. Kinerja pegawai merupakan tingkat pencapaian atau hasil kerja seseorang dari sasaran yang harus dicapai atau tugas yang harus dicapai atau tugas yang harus dilaksanakan sesuai dengan tanggung jawab masing-masing dalam kurun waktu tertentu. Kinerja pegawai juga merupakan prestasi kerja, yakni perbandingan antara hasil kerja yang dapat dilihat secara nyata dengan standar kerja yang telah ditetapkan organisasi.  Jenis penelitian yang digunakan adalah jenis penelitian assosiatif dengan teknik analisis data menggunakan regresi linier berganda. Hasil penelitian menunjukkan bahwa Program Peningkatan Sistem Pengawasan Internal dan Pengendalian pelaksanaan kebijakan KDH tidak berpengaruh terhadap Kinerja Inspektorat Kota Manado, Program Peningkatan Profesionalisme Tenaga Pemeriksa dan Aparatur Pengawasan berpengaruh terhadap Kinerja Inspektorat Kota Manado dan Secara simultan Program Peningkatan Sistem Pengawasan Internal dan Pengendalian pelaksanaan kebijakan KDH dan Program Peningkatan Profesionalisme Tenaga Pemeriksa dan Aparatur Pengawasan berpengaruh signifikan terhadap Kinerja Inspektorat Kota Manado. Kata kunci: besaran anggaran, kinerja inspektorat ABSTRACT Organizational performance represents the work of the organization in discussions which of course will be allocated by the resources owned by the organization. The concept of organizational performance also examines every community organization providing assistance to the community and providing performance appraisal using existing performance indicators to see whether the organization must do its job well and to find out what has been improved or not. Employee performance that determines the results or work results of a person from the target that must be achieved or tasks that must be approved or tasks that must be carried out in accordance with their respective responsibilities in a certain period of time. Employee achievement which is a work achievement, which is determined between work results that can be seen that is real with the work standards set by the organization. The type of research used is the type of associative research with data analysis techniques using multiple linear regression. The results showed that the Internal Oversight System Improvement Program and Control of KDH policy implementation did not contradict the Performance of the Manado City Inspectorate, Professionalism Improvement Program Examining Staff and Supervision Apparatus improved the Performance of the Manado City Inspectorate and the Simultaneous Program for Internal Supervision System and KDH Workmanship and Program Control Services Increasing Professionalism. Abstract

ABSTRAK Keuangan Daerah adalah semua hak dan kewajiban Daerah yang dapat dinilai dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan dengan pelaksanaan hak dan kewajiban Daerah. Semangat desentralisasi yang melimpahkan kewenangan pengelolaan keuangan kepada pemerintah daerah,  khususnya tingkat kota atau kabupaten membuat daerah mencari cara mendapatkan pendapatan daerah yang sah untuk mendukung program pembangunan dalam bentuk Infrastruktur untuk meningkatkan kesejahteraan masyarakat, di tengah gencarnya program pembangunan perekonomian di berbagai sektor, sehingga berimplikasi kepada pembangunan yang berkelanjutan dan berdampak luas pada penambahan pendapatan masyarakat sehingga pertumbuhan ekonomi meningkat secara positif . Perangkat Daerah yang terkait di dalam proses penerimaan daerah di pacu untuk meningkatkan peluang penerimaan daerah dari semua sektor pendapatan daerah. dengan paradigma pembangunan berkelanjutan (sustainable development) yang harus diimplementasikan oleh pemerintah daerah. Fakta empiris (empirical evidents) menunjukkan penerapan otonomi  daerah  memberi keleluasaan kepada daerah untuk  mendapatkan sumber sumber pendapatan yang sah seperti pajak dalam bentuk Dana Bagi Hasil baik dari Pemerintah Pusat maupun Pemerintah Provinsi dan retribusi daerah dengan luasnya kewenangan pemerintah daerah. Kata kunci : Dana Bagi Hasil, Infrastruktur dan Pertumbuhan Ekonomi                                                                       ABSTRACT                                                               Regional Finance is all Regional rights and obligations that can be valued with money and everything in the form of money and goods related to the implementation of the rights and obligations of the Region. The spirit of decentralization that delegated financial management authority to local governments, especially at the city or district level, made the regions look for ways to obtain legitimate regional revenues to support development programs in the form of infrastructure to improve community welfare amid the intense economic development programs in various sectors, thus implicating development sustainable and have a broad impact on increasing community income so that economic growth increases positively. Regional Apparatus that is related to the process of regional revenue is encouraged to increase the opportunities for regional revenues from all regional income sectors. with a sustainable development paradigm that must be implemented by the regional government. Empirical evidence shows the application of regional autonomy which gives freedom to the regions to obtain legitimate sources of income such as taxes in the form of Revenue Sharing Funds from both the Central and Provincial Governments and regional retributions with the broad authority of the regional government.
