Abstract

Background: Subsidized housing for Low-Income Communities (LIC) in Indonesia continues to encounter significant quality challenges, particularly in disaster-prone regions. These challenges are primarily associated with the limited enforcement of technical standards, insufficient infrastructure provision, and inadequate policy support, which collectively undermine the resilience and habitability of such housing.Aims and Methods: This study analyzes the quality and resilience of subsidized housing for LIC in Padang City, which are in disaster-prone zones. Using questionnaire survey methods and factor analysis, this study identified technical and non-technical variables that affect the feasibility of housing. The KMO-Bartlett test, validity, and reliability ensured the instrument's feasibility, resulting in 18 valid variables grouped into four main factors: the quality of infrastructure, facilities, and public utilities (IFP), housing development policies and support, technical quality and housing standards, and residential accessibility.Result: The study results show that basic infrastructure, regulatory support, implementation of technical standards, and strategic location have a significant role in the quality of subsidized housing. These findings confirm the importance of synergy between technical and policy aspects in improving the quality and resilience of subsidized housing, especially in disaster-risk areas.

Abstract

Kota Padang merupakan wilayah dengan tingkat aktivitas seismik yang tinggi, sehingga memerlukan desain struktur bangunan yang adaptif dan andal terhadap beban gempa. Perancangan ini bertujuan merancang struktur Gedung Universitas Adzkia berlantai enam menggunakan Sistem Ganda sesuai ketentuan SNI 1726:2019 dan SNI 2847:2019. Metodologi perancangan meliputi studi literatur untuk menentukan sistem struktur yang tepat, perencanaan awal (preliminary design), pemodelan 3D menggunakan software ETABS v.18 dengan penambahan elemen shear wall, serta analisis struktur terhadap kombinasi pembebanan mengacu pada ketentuan desain Sistem Ganda dan metode dinamik respons spektrum. Hasil analisis menunjukkan bahwa struktur memenuhi seluruh persyaratan desain gempa, dengan faktor koreksi skala terhadap gaya geser dinamis terhadap statis sebesar 1644,98 kN, partisipasi massa melebihi 90persen, simpangan antar lantai di bawah batas 0,002h, serta stabil terhadap pengaruh efek P-Delta. Pada arah X, nilai interstory drift ratio (teta) tertinggi terjadi di lantai 3 sebesar 0,0177 rad dan terendah di atap sebesar 0,0022 rad, sedangkan pada arah Y, nilai tertinggi sebesar 0,0161 rad dan terendah 0,0116 rad. Seluruh nilai teta berada jauh di bawah batas 0,0909 rad (lebih kecil 0,25). Sistem Ganda yang diterapkan mampu memikul 26,24persen gaya lateral gempa pada arah X dan 26,31persen pada arah Y, melampaui syarat minimum 25persen. Elemen struktur seperti balok, kolom, pelat lantai setebal 125 mm, dan shear wall setebal 300 mm dirancang sesuai standar kekuatan dan kekakuan sebesar 73,76persen arah X dan 73,69persen arah Y. Dengan demikian, penerapan Sistem Ganda pada Gedung kantor Universitas Adzkia terbukti efektif, aman, dan relevan untuk pengembangan desain bangunan tahan gempa khususnya Kota Padang
