Abstract

The Minimum Service Standards for Ferry Transport are the minimum requirements that must be met by ferry transport companies in providing services to service users. Minimum Service Standards (SPM) inspection process so that when the ship operates it does not cause problems. However, in its implementation the Minimum Service Standards have not been implemented at the Bolok Ferry Port, especially for the Minimum Service Standards for Loading on 4 ships, namely: (1) KMP. Lakaan; (2) KMP. Skipjack II; (3) KMP. Uma Kalada; and (4) KMP. Inerie II on the Bolok – Rote route. The aim of this research is to determine the level or percentage of compliance with the Minimum Service Standards for Loading vehicles on 4 ships on the Bolok – Rote Route. The method used is an observation method in the form of a survey of the distance between vehicles and the level of conformity to Minister of Transportation Regulation Number 62 of 2019 concerning Minimum Service Standards for Ferry Transport. Based on the results of the analysis, it can be seen that on 4 (four) ships in The Bolok – Rote route does not comply with Ministerial Regulation Number 62 of 2019 concerning Minimum Service Standards (SPM) for Ferry Transport, namely: (1) KMP. The conformity rate was 62%; (2) KMP. Cakalang II conformity level of 62%; (3) KMP. Uma Kalada's conformity rate was 65.5%; and (4) KMP. Inerie II conformity rate is 65.5%. Based on the analysis, ship operators can increase the Minimum Service Standards (SPM) for vehicle loading, especially in the following aspects: (1) Safety aspects require improvements to sprinklers and smoke detectors; (2) Security aspects that require providing CCTV on the card deck and regulating the distance between vehicles; and (3) Convenience/affordability aspects include changes to the cardeck height, improvements to lights and fastening to the vehicle when sailing.

Abstract

The purpose of this study was to determine and analyze the effect of education and training on increasing performance, the effect of competence on increasing performance, the effect of curriculum on increasing performance, the effect of education and training on competence, the effect of curriculum on moderating education and training on increasing performance and the influence of curriculum on moderating competency on improving the performance of auxiliary Syahbandar. In this study using primary data and secondary data, primary data was obtained through distributing questionnaires with a sample of 210 people who were alumni of the Training of Fundamentals of Armed Forces of the Palembang River Lake and Ferry Transportation Polytechnic. The data analysis technique used is Partial Least Square Structural Equation Modeling (PLS SEM) using the SMARTPLS application. From the results of data analysis, it was found that education and training variables and curriculum variables did not have a significant direct effect on performance, competency variables directly had a significant effect on performance, education and training variables had a significant effect on competence, and curriculum variables did not strengthen in moderating the influence of education and training variables. training on performance improvement as well as curriculum variables did not strengthen in moderating the effect of competency variables on improving the performance of the auxiliary Syahbandar.

Abstract

Jangkar Ferry Port serves five ferry port. Of the five ferry, there is one ferry port that has experienced a change in pioneering status in the last five years, namely the Jangkar-Raas crossing served by KMP Dharma Kartika. The Jangkar-Raas crossing in 2019 to 2022 had pioneering status. However, starting in 2023, this crossing changed its status to a commercial crossing. In the first year of becoming a commercial crossing, revenue was not yet able to cover production costs. So at the end of 2023, the operator re-applied to be pioneered. After being evaluated by the regulatory team in 2024, this crossing was again granted pioneering status. Based on the calculations carried out, the average load factor was 69.82%. Referring to the applicable tariffs at the 2023 load factor conditions, the total income was obtained at IDR 2,896,681,000, while the Ship Operational Cost (BOK) was obtained at IDR 5,041,346,912, and the unit price per SUP per mile was obtained at IDR 746 at a load factor of 100%. Meanwhile, at a load factor of 60% it was IDR 1,243. At the existing tariff multiplied by the planned load factor, the income was obtained at IDR 3,959,890,194. The income that will be obtained when using the planned tariff and existing load factor is obtained at IDR 5,602,047,580, and at the load factor and planned tariff levels, the results were obtained at IDR 7,484,250,027.

Abstract

The Merak and Bakauheni Crossing Ports are a port connection for the Merak-Bakauheni crossing which is referred to as the main bridge in connecting the islands of Java and Sumatra. Each port has various facilities that can support port operational activities, one of which is Local Port Services (LPS). Local Port Services (LPS) is a service for ship traffic that is only limited to providing information about port and terminal needs and operational data that is not responsive to shipping traffic within the coverage area of the relevant station. The feasibility of these facilities is very important for the purpose of communication with ships that will enter and exit the pier as well as supervision of the arrival and departure process of ships. The method used is an observation method so that data is obtained by making observations directly at the research location. At the Merak and Bakauheni crossing ports, there are already Local Port Services (LPS) facilities but based on the results of observations in the field, there are discrepancies with applicable regulations such as the condition of room needs and the competence of human resources needed for Local Port Services (LPS) activities. This study uses the Gap Analysis method to determine the gap between existing conditions and the Regulation of the Director General of Land Transportation Number: PR-DRJD 4 of 2021. Based on the results of the research by looking at the situation firsthand, it was found that there was a discrepancy with the Regulation of the Director General of Land Transportation Number: PR-DRJD 4 of 2021, namely trees and gangways that obstruct the indicators of free view to the water coverage area and the required human resource competencies have not been fulfilled. Efforts are made so that Local Port Services (LPS) activities can run optimally by felling trees and planning the relocation of Local Port Services (LPS) activities and involving existing human resources in various education and training activities in accordance with the required competencies.

Abstract

Korupsi    merupakan    masalah    yang serius   di   Indonesia.   Banyak   usaha   telah dilakukan oleh pemerintah untuk memberantas  korupsi  namun  tampak  sia­sia. Banyak sekali komentar negatif bahkan umpatan-umpatan terhadap perilaku dan pelaku tindak pidana korupsi. Muak, jengkel, gregetan, putus asa, marah, dan hal-hal negatif lain atas langgeng dan menjamurnya perilaku korupsi. Terlebih dalam tayangan televisi, tersangka, terdakwa, dan bahkan terpidana seakan-akan menunjukkan show of force ataupun berperilaku sebagai celebrity Penelitian ini bertujuan untuk mengkaji dan menganalisis bagaimana langkah KPK menghentikan penyidikan kasus SKL BLBI dalam perspektif hukum progresif. Penelitian ini merupakan jenis penelitian yuridis empiris untuk mengetahui dan menentukan bagaimana hukum itu berlaku sebagai norma atau das sollen. Hasil penelitian dijelaskan bahwa dalam perspektif Hukum Progresif, SP3 atas Kasus SKL BLBI menegaskan cara pandang KPK yang masih mendasarkan diri kepada ajaran ilmu hukum positif (analytical jurisprudence). Resistensi dari kelompok masyarakat atas langkah KPK tersebut menegaskan posisi KPK yang tidak mampu menghadirkan keadilan substantif.
