People with disabilities still find it difficult to find and find work because they are considered less productive and unable to work. However, every human being has human rights including the right to get a job. According to the ASN Law Article 61 of Law Number 5 of 2014 concerning State Civil Apparatus explains that because every Indonesian citizen has the same opportunity to apply to become a Civil Servant (PNS) after fulfilling the requirements. This study uses a normative study with qualitative descriptive analysis focused on library research and analysis of the preparation of written data. The author finds that the government's role is through policies and program realizations whose direction is not only supervision in sanctioning employers but also developing the quality and placement of workers with disabilities, opening up a special labor market and promoting all stakeholders to provide recruitment. Nevertheless, the role of the central government in realizing the obligations of international and national human rights legal instruments has not complied with the provisions comprehensively because special regulations relating to employment still have discrimination provisions, the absence of government technical regulations on employment disability, lack of regulations and policy measures to encourage private sector employment
