Abstract

Politics of crime prevention in general election law are interesting to be discuss because some prohibited acts already set out, for example, there are minimum specific criminal provisions and additional punishment for it perpetrators. Thus seemed to guarantee the implementation of a good election, yet in fact there are a variety of criminal acts which qualified as offense, criminal elections, etc. The offenses contained in the various election rules such as the Criminal Code, legislative elections laws and presidential election law are a criminal offense related to the general election. In other words, this criminal act also called as part of political criminal or political crimes. The legislative products which mentioned any punishments in the election laws means of political crime prevention offenses (criminal offense and elections). However it’s necessary implemented for the general elections and suitable with the principles of direct, general, free, confidential, and fair. Abstract

Human rights are basic rights that should be granted to everyone, because it is the nature of the by God to man. In Indonesia, the protection of human rights spread in product legislation, however the practice field find the constraints that hamper the protection of human rights itself. Implementation of human rights enforcement much focused on perpetrators, while the part of the victim has not been getting good attention. Abstract

Regularity and order are part of the legal function, as well as in traffic. Based on Law No. 22 Year 2009 regarding Traffic and Road Transportation explained that the purpose of the implementation of traffic safety, safe, orderly and smooth and forming society to ethical and cultural traffic. Pattern formation of the ethics and culture of traffic according to the legislation, as well as cultural patterns existing in society is sometimes different, especially in the city of Tanjungpinang. Thus, the need of understanding the community as a subject of law designated by the rules so that regulations made effective. Tangjungpinang society has not fully interpret the regularity of traffic well, it is still high traffic accident. Ethical and cultural traffic Tanjungpinang people have not woken up in accordance with the expected legislation, and reverse traffic infrastructure is not sufficient to transform the ethics and culture of the people Tanjungpinang to comply with traffic laws. Keyword: Meaning Passes Cross, Culture Traffic, Traffic Rules Implementation, Community Tanjungpinang Keteraturan dan ketertiban merupakan bagian dari fungsi hukum, begitu juga dalam berlalu lintas. Berdasarkan Undang-undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan dijelaskan bahwa tujuan terlaksananya lalu lintas yang aman, selamat, tertib, dan lancar serta membentuk prilaku masyarakat agar beretika dan budaya berlalu lintas. Pola pembentukan etika dan budaya berlalu lintas menurut undang-undang, serta pola budaya yang sudah ada dalam masyarakat kadang berbeda, khususnya di Kota Tanjungpinang. Dengan demikian, perlu kesepahaman masyarakat sebagai subjek hukum yang dituju oleh aturan agar peraturan yang dibuat berjalan efektif. Masyarakat Tangjungpinang belum sepenuhnya memaknai keteraturan berlalu lintas dengan baik, hal tersebut masih tingginya kecelakaan lalu lintas. Etika dan budaya berlalu lintas masyarakat Tanjungpinang belum terbangun sesuai dengan yang diharapkan undang-undang, dan sebaliknya sarana dan prasarana lalu lintas belum memadai untuk merubah pola etika dan budaya masyarakat Kota Tanjungpinang agar sesuai dengan undang-undang lalu lintas.
