Abstract

Debt is a part of the government's fiscal policy which also being the part of the financial management policy. The purpose of this study is to analyze the impact of the Government Debt on fiscal sustainability during 1998-2017 and the impact of debt ratio, inflation, real interest rate dan real growth on primary balance. The study uses both qualitative and quantitative methods. The quantitative methods use accounting method and VECM method. The qualitative method uses debt ratio, primary balance ratio and debt service to income ratio. The result shows a fiscal unsustainability occurred in the periode 1998 – 2017 and there was a positive impact of debt ratio, inflation, real interest rate and real growth on primary balance. Government therefore needs to make an innovation in creating new income, to improve the quality of disbursement and to manage the debt more prudent.

Abstract

This paper aims to analyze the effect of investment, source of capital, number of projects, and sector towards labour. Type of data in this paper is pannel and secodary data. The study used data period from 2012 until 2016. The estimation methods is a multiple regression. The result shows that investment has significant effect on labour absorptiont. Every Rp1 trillion investment can absorb 621 workers. Investment in food and plantation crop sector having the highest employment absorb, where every investment in this sector able to absorb 143,320 labour. It takes the government’s policy to create a beneficial investment environment that can enlarge effect of investment towards labour.

Abstract

The purpose of this study is to determine the short-term and long-term interactions between FDI inflows and the variables controlling trade openness to tax revenues in Indonesia in the 1972-2018 period. In this study using a quantitative method to find out the short-term and long-term interactions between FDI inflows and trade openness to tax revenue. The dependent variable is tax revenue. Whereas the independent variable is FDI inflows. The controlling variable used is trade openness. The method used is the Vector Error Correction Model (VECM), because the data stationer is at first difference but is cointegrated. The results of this study are the short-term and long-term interactions of FDI inflows and controlling variables in the form of trade openness to tax revenue in Indonesia in the 1972 - 2018 period having a positive and significant relationship.

Abstract

This study aims to empirically examine the twin deficit and Feldstein-Horioka puzzle in the case of Indonesia period 1972-2017 and main factor that affect current account deficit in Indonesia for the last ten years. Granger’s causality is used to know the influence of budget deficit against current account balance. The Autoregressive Distributed Lag-Error-Correction Model (ARDL-ECM) approaches are applied to estimate the long run and short run relationships. The estimation results that the budget deficit is not have impact on the current account deficit in Indonesia. Meanwhile, does not occur long run cointegration based on THE ARDL. ECM results that budget deficit and investment have a short term influence the current account deficit. Based on the ARDL-ECM results, it can be concluded that the theory of Feldstein-Horioka Puzzle in the period 1972-2017 proved to occur in Indonesia. The main factor that influences the current account balance in Indonesia generally is the increase in primary income payments due to financial transactions that are always surplus and will appear forwards as payments. The condition of the current account is sustainable in a weak form means financed by financial transactions needs to be wary of negative risks in the future. The Foreign Direct Investment (FDI), Other Investments, and particularly the Portfolio Investments to prevent the occurrence of the risk of abrupt reversals which is crisis prone. So that the focus of the direction of government policy should be able to carry out stimulus to increase domestic direct investment, especially those are export oriented or substitute for domestic import needs and deepening the domestic financial market in portfolio sub-investments also other investments.

Abstract

Considering the high level of dependence on transfer funds from the central government, underdeveloped regions need a separate policy approach that is not only based on capacity and fiskal needs alone, but also policies to cover all effort to increase the degree of decentralization of underdeveloped regions to manage their economy independently. The purpose of this study is to analyze the effect of General Allocation Funds (DAU), Revenue Sharing Funds (DBH) and Degrees of Decentralization on Fiskal Space Index in 112 underdeveloped regions for 2012-2016 period. Data used taken from BPS, the Ministry of Finance, and other relevant agencies. Analysis tools using Data Panel regression with Fixed Effect Model. The results of the analysis shows that all variables have a significant positive effect on fiskal space.

Abstract

The share of village funds distribution with a proportion of 90:10, which refers to the Minister of Finance Regulation Number 93 of 2015, inclines to still not convene the principles of justice for most needed villages, especially from the indicator of the number of poor and the status of village progress. Since its implementation beginning in 2015, the village funds have not been able to improve the welfare of the villagers as reflected in the high rates of rural poverty and rising gap levels. Moreover, the data of Desa Membangun Index shows that almost 62 percent of villages comprise of very less and less dveloped villages. These villages are in fact still not getting a larger priority than better-performing villages. In future, the village fund policy should place these villages as the main priority of allocation by considering the variables of the poor and the progress of the village. On the other hand, villages should be given greater flexibility in determining their priorities according to their needs.

Abstract

This study aims to educate the public about the basis of PSO implementation, the form of PSO implementation, and the differences in PSO implementation by BUMN in the transportation sector, with examples of PSO implementation at PT Pelni and PT KAI. It is intended that by comprehending the variations in PSO implementation by BUMN, it will be possible to offer suggestions for future PSO implementation improvements. The results of studies on PSO at PT KAI and PT Pelni from journals, research, and the media were used in this study, which employed a qualitative methodology and secondary data in the form of statutory data, development data, and PSO implementation. As a result, there are discrepancies in the technological execution of the PSO for the supply of transportation services in Indonesia. This distinction sets the PSO's role not just as a government instrument to give the population, especially the poor, affordable transportation, but also as another goal to present.
