Abstract

The mandate of Article 142 and Article 185 letter b of Omnibuslaw, was issued by Government Regulation Number 18 of 2021 concerning Management Rights, Land Rights, Flats and Land Registration (PP No. 18/2021) on February 2 2021 and ATR/ BPN No. 1 of 2021 concerning Electronic Certificates. This research will discuss land registration arrangements pre and post the Job Creation Law and then examine these arrangements using Gustav Radbuch's theory of basic legal objectives, namely (1) Legal Justice; (2) Legal Benefits; (3). Legal certainty. The author uses normative juridical research methods which include research on legal principles, legal systematics, levels of vertical and horizontal synchronization, comparison and legal history. The research results show that before the enactment of the Job Creation Law, land registration was often considered bureaucratic, slow, not transparent, impractical, to the point that registration costs were considered relatively high, whereas after the Job Creation Law, the land registration system was more computerized and digitally documented. It is hoped that there will be an increase in the digital skills of the community as well as an increase in BPN's readiness to provide online land registration services, for example by increasing the capacity of human resources and infrastructure.

Abstract

This research aims to analyze the implementation of the independent curriculum policy based on Edward III's theory at the elementary school level in North Luwu Regency. The research method uses qualitative methods with a phenomenological type. Data collection through observation, interviews and documentation. The technique for collecting informants uses a purposive sampling method, namely; North Luwu Regency Education Office, school principals, teachers and students. The research results based on Edward III's theory are; Communication is carried out by coordinating in the form of outreach activities by the government sector to schools, involving school principals, teachers, students and parents, human resources supported by teachers and school staff, then facility resources supported by the existence of an independent teaching platform, as well as human resources funds obtained from school operational assistance funds (BOS), disposition, demonstrated by conducting teacher training in making independent curriculum teaching modules (prototypes) and KKG activities, bureaucratic structure, direction to school principals and teachers to continue learning and conducting training on the independent platform Study. The conclusion is that the implementation of the independent curriculum has gone well at the elementary school level in North Luwu Regency.

Abstract

The fact that TPS (PTPS) supervisors often face is ignorance of the form of supervision in elections, especially Regional Head Elections, this is a special concern so it is necessary to increase PTPS capacity strengthening through outreach and training activities. This research aims to analyze the development of strengthening the capacity of polling station supervisors (PTPS) in preparation for the 2024 regional head elections in North Luwu Regency. The research method uses qualitative methods with a participatory approach. Data collection through observation, interviews and documentation. The technique for collecting informants uses a purposive sampling method, namely; TPS Supervisors, Subdistrict and Village Panwaslu, Subdistrict Panwaslu and North Luwu Bawaslu. Training to strengthen the capacity of TPS supervisors is carried out in three stages. Training to strengthen PTPS capacity in the first stage, namely 5-6 October 2024, carried out socialization of understanding of material regarding the principles of election organizers, duties, authority and obligations of TPS supervisors. in the second stage of training to strengthen PTPS capacity which will be carried out on 19-20 October 2024 with the agenda of providing technical implementation of supervision of voting preparations. The third stage of training to strengthen PTPS capacity was carried out on 25-27 October 2024 with the agenda of strengthening PTPS supervisory capacity during the quiet period. The results of the research show that the process of strengthening the capacity of TPS supervisors has been carried out well in accordance with applicable regulations, guided by statutory provisions.
