Abstract

HIV/AIDS remains a public health challenge in the Riau Islands Province, primarily due to high population mobility, the region's strategic location as an international trade route, and persistent social stigma against people living with HIV/AIDS (PLWHA). The local government has established a commitment through Regional Regulation No. 15 of 2007 concerning HIV/AIDS Management, but its implementation in the field still faces various technical and social barriers. This research uses a qualitative descriptive approach with a case study strategy to analyze the government's strategy for HIV/AIDS prevention, treatment, and control in the Riau Islands. The results indicate that the Health Office plays a role in expanding ARV testing and treatment services, the Indonesian Child Protection Association (PKBI) contributes through community education and mentoring of at-risk groups, the Social Service provides welfare support, and the Ministry of Religious Affairs strengthens moral-based education. Although cross-sector collaboration has shown progress, the strategy's effectiveness remains limited by inter-island service access, a shortage of health workers, and low public awareness. More consistent and integrated efforts are needed to achieve the target of reducing HIV cases towards Zero AIDS by 2030.
