Abstract

Abstract: Web accessibility is a crucial aspect in fulfilling the right to information for all levels of society, including people with disabilities. The Financial and Development Supervisory Agency (BPKP) website, as a national strategic information portal, is responsible for providing inclusive digital services. This study aims to evaluate the level of accessibility compliance of the BPKP website based on the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA standard. The research methodology adopts the WCAG-EM 1.0 framework integrated with the Accessibility Compliance Score (ACCS) model. Testing was conducted in a hybrid manner through automated audits using Axe DevTools and Google Lighthouse, as well as manual verification against the latest WCAG 2.2 criteria, namely Focus Not Obscured and Target Size. The evaluation was applied to five main pages of the BPKP website. The results showed that the BPKP website obtained an ACS score of 87.14% with a predicate of "Very Good". However, an accumulated failure weight of 328 points was still found. The largest failure was identified on the Contact & Location page, mainly due to third-party map elements that had color contrast issues and the absence of title attributes. Furthermore, consistent violations of the Target Size criteria indicate that the website is not fully optimized for touchscreen users and individuals with motor disabilities. This study recommends improvements to critical elements to sustainably enhance the inclusiveness of BPKP's digital services. Abstrak: Aksesibilitas web merupakan aspek krusial dalam pemenuhan hak atas informasi bagi seluruh lapisan masyarakat, termasuk penyandang disabilitas. Website Badan Pengawasan Keuangan dan Pembangunan (BPKP) sebagai portal informasi strategis nasional memiliki tanggung jawab untuk menyediakan layanan digital yang inklusif. Penelitian ini bertujuan mengevaluasi tingkat kepatuhan aksesibilitas website BPKP berdasarkan standar Web Content Accessibility Guidelines (WCAG) 2.2 Level AA. Metodologi penelitian mengadopsi kerangka kerja WCAG-EM 1.0 yang diintegrasikan dengan model Skor Kepatuhan Aksesibilitas (S-KA). Pengujian dilakukan secara hibrida melalui audit otomatis menggunakan Axe DevTools dan Google Lighthouse, serta verifikasi manual terhadap kriteria terbaru WCAG 2.2, yaitu Focus Not Obscured dan Target Size. Evaluasi diterapkan pada lima halaman utama website BPKP. Hasil penelitian menunjukkan bahwa website BPKP memperoleh nilai S-KA sebesar 87,14% dengan predikat “Sangat Baik”. Namun, masih ditemukan akumulasi bobot kegagalan sebesar 328 poin. Kegagalan terbesar teridentifikasi pada halaman Kontak & Lokasi, terutama akibat elemen peta pihak ketiga yang memiliki masalah kontras warna dan ketiadaan atribut title. Selain itu, pelanggaran konsisten pada kriteria Target Size mengindikasikan bahwa website belum sepenuhnya optimal bagi pengguna layar sentuh dan individu dengan keterbatasan motorik. Penelitian ini merekomendasikan perbaikan elemen kritis untuk meningkatkan inklusivitas layanan digital BPKP secara berkelanjutan.
