On one side of the law is placed as an institution that can improve that attitudes and behavior of the people not to commit various criminal acts (normative functions of the law). On the other hand it turns out that the law continues to be in the spotlight because it is unable to realize justice so that there are still various criminal acts. Pada satu sisi hukum ditempatkan sebagai institusi yang bisa memperbaiki sikap dan prilaku masyarakat untuk tidak melakukan berbagai tindak pidana (fungsi normatif hukum perundang-undangan). Pada sisi lain ternyata hukum tetap saja hingga kini menjadi sorotan karena tidak mampu mewujudkan keadilan sehingga tetap saja terjadi berbagai tindak pidana.
