Intan Kurniasari S., Dr. Istislam, SH.,MHum., Luthfi Effendy, SH.MHum Fakultas Hukum Universitas Brawijaya Email : [e-mail]   ABSTRAK Dalam penulisan skripsi ini penulis membahas mengenai Pasal 25 Peraturan Pemerintah Nomor 122 Tentang Sistem Penyediaan Air Minum terkait Pemenuhan Air Bersih di Kabupaten Lamongan yang penelitiannya berlokasi di PDAM Kabupaten Lamongan, tujuan dalam skripsi ini adalah untuk mengetahui, mendiskripsikan, dan menganalisis Pelaksanaan Pasal 25 Peraturan Pemerintah Nomor 122 Tentang Sistem Penyediaan Air Minum terkait Pemenuhan Air Bersih di Kabupaten Lamongan, dan hambatan serta solusi yang dihadapi oleh PDAM Kabupaten Lamongan dalam melaksanakan pengembangan SPAM. Jenis penelitian ini adalah penelitian yuridis empiris dimana penelitian ini hendak mengkaji dan menganalisis pelaksanaan Pasal 25 Peraturan Pemerintah Nomor 122 Tahun 2015 Tentang Sistem Penyediaan Air Minum dan menggunakan metode penelitian yuridis sosiologis. Hasil dari pengumpulan data menunjukkan bahwa dari segi faktor hukum telah sesuai dengan peraturan ini, faktor penegak hukum masih belum efektif, faktor sarana dan fasilitas masih belum efektif, faktor masyarakat sudah efektif, dan faktor kebiasaan sudah efektif.   Keyword : Pelaksanaan, Sistem Penyediaan Air Minum, Air BersihTHE ENACTMENT OF ARTICLE 25 OF GOVERNMENT REGULATION NUMBER 122 YEAR 2015 ON DRINKING WATER SUPPLY SYSTEM RELATED TO THE FULFILLMENT OF CLEAN WATER IN THE DISTRICT LAMONGAN   Intan Kurniasari S., Dr. Istislam, SH.,MHum., Luthfi Effendy, SH.MHum Faculty of Law Universitas Brawijaya Email : [e-mail] ABSTRACT This research discusses the Article 25 of Government Regulation No. 122 On Water Supply System Related to the fulfillment of clean water. Hence, the research was conducted in Local Water Company in Lamongan. This research aimed at investigating, describing and analyzing the implementation of Article 25 of Government Regulation No. 122 About Water Supply System Related to the fulfillment of water in Lamongan as well as the obstacles met and the solutions provided by Local Water Company of Lamongan in implementing and developing SPAM. This research is empirical juridical in seek to study and analyze the implementation of Article 25 of Government Regulation Number 122 Year 2015 About the Water Supply System. The method used was juridical sociological. The findings of the study show that in terms of legal factors in accordance with this regulation, law enforcement apparatus is still not effective, a factor of facilities is still not effective, community factors have been effective, and that factor of habit has been effective.
