M.H Fakultas Hukum Universitas Brawijaya Email: [e-mail]   ABSTRAK   Terdapat Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 46 Tahun 2014 tentang Pendidikan Khusus, Pendidikan Layanan Khusus dan/atau Pembelajaran Layanan Khusus pada Pendidikan Tinggi tentang standart pelayanan pendidikan bagi mahasiswa penyandang disabilitas. Diseluruh Indonesia, Universitas Brawijaya merupakan pelopor yang menerima mahasiswa penyandang disabilitas. Hal ini didukung dengan adanya Pusat Studi dan Layanan Disabilitas. Pelaksanaan Standar Pendidikan Inklusif Yang Diselenggarakan Di Universitas Brawijaya yakni Universitas Brawijaya sebagai salah satu perguruan tinggi di Indonesia telah melaksanakan pendidikan inklusif sejak tahun 2012, tepatnya sejak dikeluarkan SK REKTOR Nomor 135/SK/2012 tentang Pembentukan Struktur Organisasi dan Personalia Pusat Studi dan Layanan Disabilitas Universitas Brawijaya. Kendala yang dihadapi oleh Universitas Brawijaya dalam pelaksanaan pendidikan inkulusif adalah: kurangnya kepahaman dari orangtua mahasiswa disabillitas dalam menggunakan media sosial untuk mengakses pendaftaran, Pendamping yang keseluruhannya merupakan mahasiswa di UB sendiri juga memiliki jadwal kuliah tertentu, apalagi di saat tertentu antara pendamping dan teman teman disabilitas memiliki jadwal kuliah yang sama, sehingga dalam hal ini tidak bisa selalu mendampingi teman-teman disabilitas, masih ada beberapa fasilitas yang tidak disediakan, bangunan gedung yang tidak aksesibilitas ataupun belum dapat dikatakan ramah terhadap penyandang disabilitas, persoalan terkait dana dan birokrasi.     Kata Kunci: Disabilitas, Pendidikan Inklusif           IMPLEMENTATION OF INCLUSIVE EDUCATION STANDARDS BY BRAWIJAYA UNIVERSITY FOR DISABILITIES STUDENTS (Implementation of Minister of Education and Culture of the Republic of Indonesia Regulation No. 46 of 2014 on Special Education, Special Service Education and / or Special Service Learning in Higher Education) Bintang Ibrahim Nur, Lutfi Effendi, S.H., M.Hum., Dr.Shinta Hadiyantina, S.H. This is supported by the Center for Disability Studies and Services. Implementation of Inclusive Education Standards Conducted in Brawijaya University, Brawijaya University as one of the universities in Indonesia has been implementing inclusive education since 2012, precisely since the issuance of SK REKTOR Number 135 / SK / 2012 on the Formation of Organizational Structure and Personnel of Study Center and University Disability Services Brawijaya. Constraints faced by Brawijaya University in the implementation of inclusive education are:the lack of understanding of parents of students disabillitas in using social media to access the registration, companion who overall is a student in Brawijaya University itself also has a specific lecture schedule, especially at a certain time between companion and friends disabilitas have the same schedule of college, so in this case can not always accompanying friends of disability, there are still some facilities that are not provided, buildings that are not accessibility or can not be said to be friendly to people with disabilities, issues related to funds and bureaucracy.
