The objective of this study was to determine the implementation of President Regulation Number 54 Year 2010 and its amendments in the process of goods and services procurement in the 2015 Election of Sigi Regent and Vice Regent at General Elections Commission of Sigi Regency. The goods and services procurement in the 2015 Election of Sigi Regent and Vice Regent mentioned in this study was the procurement of goods and services that were considered to be the supports for the 2015 Election of Sigi Regent and Vice Regent.The analysis of this study used the theory of George C. Edward III (1980) in Widodo (2010) comprising the 4 aspects influencing the policy implementation effectiveness, namely communication, resources, disposition, and bureaucratic structure. The research method used in this study was qualitative research method, that is the research method used in research of natural object condition in which researcher is the key instrument; the data collection technique was done in triangulation way, the data analysis was inductive, and the study results was qualitative emphasizing the meaning more than generalization. The results of this study showed that the implementation of President Regulation Number 54 Year 2010 and its amendment in the process of goods and services procurement in the 2015 Election of Sigi Regent and Vice Regent had not done effectively because the aspects of communication, resources, disposition, and bureaucratic structure in the process were still having weaknesses.
