ABSTRAKLPG (Liquified Petroleum Gas) menjadi pilihan pengganti Minyak Tanah. Alasan terpenting adalah biaya produksi LPG lebih murah dibanding Minyak Tanah. Melambungnya harga LPG 3 Kg yang dirasakan masyarakat di Desa Parit Baru ketika pasokan LPG 3 Kg dikurangi. Hal ini memberikan dampak kepada masyarakat yang mengeluhkan mahalnya harga yang ditawarkan sub penyalur/pangkalan maupun pengecer LPG 3 kg. Sedangkan pemerintah telah menetapkan pembatasan harga yang seharusnya menjadi ketentuan setiap sub penyalur/pangkalan dan belum menetapkan regulasi kepada spekulan (pengecer).Tujuan dari penelitian ini adalah untuk mengetahui regulasi pembatasan harga, bentuk pengawasan dan mata rantai pendistribusian serta upaya pemerintah dalam perlindungan terhadap konsumen. Serta mengetahui faktor apa yang menyebabkan Sub Penyalur (pangkalan) dengan sengaja menjual gas LPG yang tidak sesuai dengan Harga Eceran Tertinggi yang merugikan konsumen/ masyarakat.Penelitian ini menggunakan metode penelitian kualitatif jenis penelitian lapangan (field research) dengan cara wawancara, dan dokumentasi, serta analisis menggunakan metode induktif. Lokasi penelitian Di Desa Parit Baru.Hasil penelitian ini menjelaskan bahwa dilihat dari segi Perlindungan Konsumen kurang terlindungi, karena beberapa alasan antara lain: regulasi masih sangat lemah hanya berupa imbauan, pengawasan minim dan kurang memadai, serta mata rantai pendistribusian tidak terkontrol. Tindakan yang dilakukan oleh Negara untuk memproteksi itu merupakan upaya untuk menjaga konsumen dan jaminan layanan warga negara. Analisis masalah tentang perlindungan hukum bagi konsumen terhadap pembatasan HET (Harga Eceran Tertinggi) yang ditinjau untuk masyarakat. Serta Memperjuangkan hak-hak konsumen/masyarakat miskin/kurang mampu untuk mendapatkan hak-hak dan keadilan yang selayaknya.Kata Kunci : Perlindungan Konsumen, LPG 3kg, Harga Eceran Tertinggi (HET).ABSTRACTLPG (Liquified Petroleum Gas) is a choice of substitute for Kerosene. The most important reason is that LPG production costs are cheaper than Kerosene. The soaring price of 3-kgs LPG felt by the people in Parit Baru Village when the supply of 3 Kg LPG was reduced. This had an impact on the community complaining about the high price offered by the 3-kgs LPG sub-distributor. While the government has set the price restrictions that should be the provisions of each sub-distributor and has not set regulations for speculators (retailers).The purpose of this research is to find out the price limitation regulation, the form of supervision and the chain of distribution and the government's efforts to protect consumers. As well as knowing what factors cause Sub-Distributors to intentionally sell LPG gas that is not in accordance with the Maximum Retail Price that harms consumers or society.This research used a qualitative research method especially field research through interviews, documentation, and analysis by using inductive methods. This research was conducted in Parit Baru Village.The results of this research explain that in terms of Consumer Protection it is less protected, for several reasons, among others: regulation is still very weak in the form of appeals, minimal and inadequate supervision, and uncontrolled distribution chains. The action taken by the government to protect is an effort to safeguard consumers and guarantee service for citizens. The problem analysis regarding legal protection for consumers against restrictions on MRP (Maximum Retail Price) that are reviewed for the public. As well as fighting for the rights of consumers or the poor or underprivileged to get the rights and justice that they deserve.Keywords: Consumer Protection, 3-kgs LPG, Maximum Retail Price (MRP)
