KEBIJAKAN KEMENAG TERHADAP PENDAFTARAN CALON JEMA’AH HAJI (Studi Kasus di Kemenag Kab. Kapuas Hulu)

ABSTRAKSalah satu persyaratan pendaftaran jema’ah haji di Kantor Kementerian Agama Kabupaten/Kota ialah melampirkan KTP sesuai domisili calon jema’ah haji. Ini tertera dalam Pasal 2 ayat (1) Peraturan Menteri Agama Republik Indonesia Nomor 6 Tahun 2010 Tentang Prosedur dan Persyaratan Pendaftaran Jema’ah Haji. Pada dataran implementasinya, terdapat pasangan suami isteri yang menunaikan haji pada tahun 2012 tetapi berdomisili di Kota Pontianak. Inilah yang dibahas dalam penelitian ini dengan menggunakan jenis penelitian lapangan (field research). Ada dua hasil dalam penelitian ini. Pertama, kebijakan yang dilakukan oleh Kementerian Agama Kabupaten Kapuas Hulu terhadap calon jamaah haji yang memiliki KTP Kabupaten Kapuas Hulu dan tidak berdomisili di Kabupaten Kapuas Hulu ialah bagi jamaah haji yang bersangkutan diberikan kelonggaran untuk tetap memilih keberangkatan dari Kabupaten Kapuas Hulu atau memilih pindah/mutasi keberangkatan dari daerah berdomisili saat ini. Kedua, Sampai saat ini, belum ada sanksi yang diberikan kepada para calon jamaah haji tersebut dan hanya ada sanksi sosial atau secara moral, karena perbuatan tersebut dianggap sebagai perbuatan yang tidak baik, karena mengambil jatah dari kouta di setiap kabupaten atau kota yang seharusnya bukan miliknya. Kata Kunci: Kebijakan, Kemenag Kab. Kapuas Hulu, Pendaftaran, Jema’ah Haji ABSTRACTOne of the requirements for registration of pilgrims in the Office of the Ministry of Religious Affairs of the Regency/City is to attach the identity card according to the domicile of the candidate for Hajj pilgrimage. This is stated in Article 2 paragraph (1) Regulation of the Minister of Religious Affairs of the Republic of Indonesia Number 6 of 2010 on Procedures and Requirements for the Registration of Jema'ah Haji. At the level of implementation, there are married couples who perform Hajj in 2012 but domiciled in the city of Pontianak. This is what is discussed in this research by using the type of field research. There are two results in this study. First, policies undertaken by Kemenag Kab. Kapuas Hulu to prospective pilgrims who have identity cards Kab. Kapuas Hulu and not domiciled in Kab. Kapuas Hulu is for the pilgrims concerned given the allowance to keep choosing the departure from Kab. Kapuas Hulu or choose to move/transfer the departure from the current domiciled area. Secondly, no sanctions have been given to the pilgrims and there is only social or morally sanctioned, because the act is deemed a bad deed, since it takes a share of kouta in every district or city that should not belong to it. Keyword: Policy, Kemenag Kab.
