Abstract

Abstrak:Kepemimpinan kepala desa sebagai suatu proses dan memiliki peranan penting,memiliki motor penggerak mencapai tujuan yang efektif dan efisien. Secara umum tercapainyasuatu organisasi tergantung pada peranan kepemimpinan yang diterapkan oleh pimpinan pada semua tingkat Kepala Desa sebagai seorang pemimpin dalam satuan pemerintahan mempunyai kemampuan dalam menghadapi manusia agar senang dan puas dalam bekerja. Mempunyai jawaban dan wewenang akan didelegasikan Dalam melaksanakan urusan pembangunan dan pemberdayaan tentunya banyak hal yang harus didiskusikan agar mencapai kesejahtraan masyrakat desa.Metode yang digunakan dalam penelitian ini adalah dekskripti kualitatif. Pengumpulan data melalui teknik observasi, pengamatan, dan dokumentasi, instrumen penelitian yakni peneliti sendiri, pedoman wawancara dan catatan lapangan. Teknik sampling meliputi purposifel sampling keabsahan data menggunakan teknik triangulasi.Pembangunan sumber daya manusia di Desa Junrejo Kecamatan Junrejo Kota Batu sudah menunjukkan arah perkembangan yang positif dan adanya kemajuan, dengan adanyapembangunan sumber daya manusia diharapkan dapat meningkatkan kesejahteraan masyarakat Faktor pendukung  Sikap masyarakat yang selalu menerima secara positif setiap program yang diberikan oleh Pemerintah Desa. Sedangkan faktor penghambat Rendahnya kualitas Manusia dan kurang memadainya alat sarana dan prasarana pendidikan  yang masih kurang. Kata kunci :kepemimpinan; pembangunan; sumber daya manusia Abstract:The village headmaster leadership as a process and plays important role, that driving force to achieve effective and efficient goals. Generally, the success or failure of an organization depends on the leadership role that applied by leaders at all levels. On the level of Village Headmaster as a leader in the government, the Village Headmaster having intelligence in dealing with humans, making subordinates feel comfortable, happy and satisfied at work. Then, the village headmaster must be having the expertise to organize and mobilize and also to know precisely when and to whom responsibilities and authorities will be delegated. In carrying out development and empowerment matters, certainly there are so many things that must be discussed to achieve the community welfare. This research used qualitative research methods. Data collection through observation and documentation, while the instruments are the researchers themselves by interview guidelines and field notes. Sampling techniques include purposive sampling, then the data validity using triangulation techniques. The development of human resources in the Junrejo Village, Junrejo District, Batu City has shown a positive direction and progress, with the development of human resources is expected to improve the welfare of the community. Supporting factors Community attitudes that always receive positively every program given by the Village Government. While the inhibiting factors are the low quality of Human Resources (HR) and the lack of adequate educational facilities and infrastructure. Keywords: leadership; development; human resources
