Abstrak: Sejalan dengan prinsip pemerintahan yang baik dan bersih, maka ditunjuklah Inspektorat selaku badan pengawasan internal pemerintah Kota Batu, yang bertugas melakukan pengawasan terhadap pelaksanaan urusan pemerintahan di Kota Batu. Tujuan penelitian ini adalah untuk mengetahui bagaimana Inspektorat melaksanakan tugas dan fungsinya dan mengetahui faktor apa saja yang mendukung dan menghambat kinerja Inspektorat dalam melaksanakan tugas dan fungsinya. Metode penelitian dilakukan dengan jenis penelitian kualitatif, dengan sumber data primer dan data sekunder. Teknik pengumpulan data menggunakan observasi, wawancara, serta dokumentasi. Teknik penentuan informan menggunakan purposive sampling. Secara sistematis data yang diperoleh dari hasil wawancara, observasi dan dokumentasi diorganisasikan ke dalam kategori, dijabarkan ke dalam unit-unit, dipilih mana yang penting dan yang akan dipelajari, dan dibuat kesimpulan. Teknik keabsahan data dilakukan dengan cara triangulasi.Hasil penelitian menunjukkan bahwa dalam menjalankan dan mengimplementasikan kebijakan ada tiga program pengawasan Inspektorat Kota Batu yaitu: pemeriksaan, pengujian dan pengusutan. Ketiga program tersebut telah dilalui dengan benar atau sesuai dengan prosedur yang ada. Faktor pendukung adalah sarana dan prasarana yang memadai, sedangkan faktor penghambat sistem dan prosedur yang belum sesuai, sumberdaya manusia yang belum sesuai dengan kebutuhan Inspektorat Kota Batu, serta setiap SKPD Kota Batu yang belum menyetor laporan dan berkas. Kata kunci: implementasi kebijakan; program pengawasan; reformasi birokrasi Abstract: In accordance with the principles of good and clean governance, the Inspectorate as the internal control body of the City of Batu is appointed. It has tasks to supervise the implementation of government affairs in Batu. The purpose of this research was to find out how the Inspectorate carries out its tasks and functions and to know what factors support and hinder the performance of the Inspectorate in carrying out its duties and functions. The research method was done by qualitative research, with primary data sources and secondary data. Data collection techniques used observation, interviews, and documentation. The technique of determining informants applied a purposive sampling. Systematically the data obtained from interviews, observations and documentation were organized into categories, broken down into units, selected which were important and which would be studied, and withdraw conclusions. The data validity technique was done by triangulation. The results showed that in conducting and implementing the policy there were three supervision programs in the Batu City Inspectorate, namely: examination, testing and investigation. All three programs have been passed correctly or in accordance with the existing procedures. The supporting factors were the adequate facilities and infrastructure, while the inhibiting factors were the systems and procedures that were less appropriate, human resources that were not in accordance with the needs of the Batu City Inspectorate, as well as every Batu City SKPD that has not yet submitted reports and files.
