The purpose of this research is to know and explain the service quality of employees and organizational culture toward the effect satisfaction of the people in the East Bekasi Sub-District Office in an effort to be in line with implementing the goal of the Bekasi City Governance. That the effect of service quality variables and organizational culture is positive and significant at the level of work satisfaction, so this study answers that the value of the variables are interrelated and have an impact great for employee performance in serving the people of the city of Bekasi.Keywords: Service Quality; Culture; SatisfactionTujuan penelitian mengetahui dan menjelaskan kualitas layanan pegawai dan budaya organisasi  terhadap kepuasaan masyarakat di Kecamatan Bekasi Utara dalam upaya sejalan mengimplementasi tujuan Pemerintah Kota Bekasi, dapat diketahui bahwa pengaruh variabel kualitas layanan dan budaya organisasi positif dan signifikan pada tingkat kepuasaan masyarakat, sehingga penelitian ini menjawab bahwa nilai variabel saling terkait dan mempunyai dampak yang besar bagi kinerja pegawai dalam melayani masyarakat kota Bekasi.Kata Kunci : Layanan Kualitas; Budaya; Kepuasan
